FINANCIAL STATEMENT:
$104,785 has been allocated for public art for the Shannon
Community Center; a budget change will be brought before the City
Council when the construction contract for the project is awarded
DESCRIPTION: The City's Public Art Master Plan was adopted in March 2006 and
identified the Shannon Community Center as an opportunity for public art. There are several areas within
the building that could easily accommodate the inclusion of qualified art elements identified in the Master
Plan such as murals, mosaics, stained glass, metal work, furnishings & fixtures, and sculpture. In addition
to permanent public art, the lobby provides opportuniti~s for temporary displays of public art.
At the July 18, 2006 meeting where the City Council considered the Design Development Plans for the
new Shannon Community Center, the Council determined that 1% of the total capital project budget (or
$104,785) should be allocated for public art.
Staff met with the Proj ect Architect to identify potential indoor and outdoor locations for public art, taking
into consideration the total funds allocated for the project. Based on the eligible criteria for art as
identified in the Master Plan, Staff recommends the following locations and type of artwork:
· Murals (painted, mosaic, fabric, etc.) to be located in one to three potential locations including the
Preschool courtyard, Lobby wall and Tower wall. Amount to be allocated is $35,000.
· Furniture in the Lobby (up to 4 benches and 1 coffee table) to be fabricated from the original cedar
wood from the old Shannon Center. Amount to be allocated is $15,000.
· Outdoor Entry features such as sculptures or fixtures on the Bridge or Courtyard, or both. Amount
to be allocated is $50,000.

The remaining $4,785 of the allocated amount will be used for the artist selection process.
The next step to be accomplished is for the project to go through the public art selection process as part of
the next phase of design. Under the guidelines for City Projects, the Public Art Master Plan suggests that
Artist Selection Panels be formed as ad-hoc committees for a limited period of time to recommend artists
for individual City proj ects or groups of proj ects. One~half of the panel should be Dublin residents. It also
suggests that the panel be comprised of:
1. One or more representatives from the Heritage and Cultural Arts Commission.
2. One or more panelists who are professional artists, architects, or landscape architects with
experience in public art.
3. Individuals who are community leaders, business owners, residents, gallery owners and art
educators.
Based on the above guidelines, Staff recommends that an Art Selection Committee be formed for the
Shannon Community Center Public Art Project, comprised of five voting members and three non-voting
members, as follows:
Voting Members
· One representative from the Heritage and Cultural Arts Commission ( one alternate)
· One representative from the Parks & Community Services Commission (one alternate)
. Two arts professionals
. One member from the community
Non-Voting Members
· Heritage & Cultural Arts Supervisor
. Shannon Center Project Manager
· Shannon Center Project Architect
At the September 14, 2006 Heritage & Cultural Arts Commission meeting, the Commission unanimously
recommended the public art locations and type of art for the Shannon Center, as well as the formation of
an Art Selection Committee as outlined in this report. The Chairperson also appointed Commissioners
Mary Beth Acuff (representative) and Judy Lussie (alternate) to serve as representatives for an Art
Selection Committee, pending City Council approval.
RECOMMENDATION:
Staff recommends that the City Council take the following action:
1. Receive Report
2. Approve public art locations and type of art
3. Approve formation of an Art Selection Committee and authorize Staff to solicit representatives
