AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING A 30 MPH SPEED LIMIT ON STAGECOACH ROAD
BETWEEN AMADOR VALLEY BOULEVARD AND THE NORTHERLY CITY LIMIT
The City Council of the City of Dublin does ORDAIN as follows'
Section 1. Pursuant to Section 29 of City of Dublin Ordinance .
55-87 (Traffic Ordinance) and Section 22357 and 22358 of the California
Vehicle Code, the City Council hereby determines that the prima facie or
maximum speed limit on Stagecoach Road should be 30 miles per hour. This
determination is based on the engineering and traffic survey, a copy of which
is attached hereto as Exhibit A. The Council hereby finds that the above-said
speed limit would facilitate orderly movement of vehicular traffic and would
be reasonable and safe.
Section 2. The provisions of Section 1 shall be added to Chapter
14 of the City of Dublin Traffic Code.
Section 3. This ordinance shall become effective thirty (30) days
after its final passage and adoption by the City Council.
Section 4. The City Clerk of the City of Dublin shall cause this
ordinance to be posted in at least three (3) public places in the City of
Dublin in accordance with Section 36933'of the Government Code of the State of
California.

Radar Speed Survey Results on Stagecoach Road
TJKM recently conducted radar speed surveys at two locations on Stagecoach Road
in the City of Dublin. These locations on Siagecoach Road were north and south
of Turquoise Street. These were surveyed as a follow-up to the installation of
STOP signs at the intersection of Stagecoach Road and Turquoise Street. The
results of the survey are summarized in Table I and the analysis sheets of the
radar speed survey are attached.
Stagecoach Road south of Turquoise Street has a posted speed limit of 25 miles per
hour (mph) north of Turquoise Street and 35 mph south of Turquoise Street. The
85th percentile speeds prior to the installation of STOP signs on July 14, I988,
were 39 mph and 41 mph north of Turquoise Street (for northbound and
southbound traffic, respectively) and 39 mph and 37 mph south o£ Turquoise Street
(for northbound and southbound traffic, respectively). The area was resurveyed in
December, 1988. The current 85th percentile speeds north of Turquoise Street are
34 mph and 36 mph (for northbound and southbound traffic, respectively). The
current 85th percentile speeds for traffic south of Turquoise Street are 37 mph and
35 mph (for northbound and southbound traffic, respectively). The current speeds
north of Turquoise Street are an average of five miles per hour less than in
January, 1988. The current speeds south of Turquoise Street are an average of two
miles per hour less than in January, 1988. It is our opinion that the reduction in
speeds is most likely due to the reopening of Dougherty Road and the resulting
reduction in through traffic on Stagecoach Road rather than the installation of
STOP signs. In any event, speed has dropped slightly'.
Stagecoach Road serves a single-family residential neighborhood; however, no
driveways intersect Stagecoach Road directly. North or' Turquoise Street on both
sides of the road and south of Turquoise Street on the east side, the houses back up
to Stagecoach Road, and their driveways access internal streets. South of
Turquoise Street, on the west side, the single-family homes are separated from the
main travel lanes of Stagecoach Road by a raised island buffer. This in effect
provides these homes with a frontage road into which they can back out of their
driveways. Thc existing speed limit on Stagecoach Road in San Ramon is 30 mph.
Together with the two speed limits posted in Dublin, there are three different
speed limits on Stagecoach Road (which is approximately 1.3 miles long).

Given the collector road function of the roadw~, the ty~e of frontage, and the
results of the speed survey (i.e the 85th ~ercentile s~eeds are 35 m~h and 37 m~h),
it is recommended that the s~eed limit be raised from ~5 mvh to 30 m~h ~outh of
Turquoise Street. North of Turquoise Street, the latest ~eed ~urvey revealed that
the 85th vercentile s~eed has been lowered. Because of this fact and by
considering the benefits of having a single uniform ~eed limit on Stagecoach
Road, we also recommend that the s~eed limit north of Turqouise Street be
reduced from 35 mvh to 30 m~h.
In the existing 25 mph section south of Turquoise Street, 100 pereent of the
motorists were exceeding the posted .speed limit, during our recent surveys, in spite
of the new stop signs, increased enforcement and a high neighborhood awareness.
The 25 mph speed limit is unrealistically low and is being disregarded. It is our
opinion that a 30 mph limit 'is safe, is more reasonable, and has a higher chance of
being obeyed by motorists.
Also, it is felt that together, both these new speed limits are more appropriate than
the existing posted speed limits given the results of the speed survey. They also
will result in a more uniform and consistent .~peed limit on Stagecoach Road which
should result in better compliance and easier enforcement.
