RECOMMENDATION:
Receive Staf'fReport
Provide any comments or suggestions to the draft questionnaires
prior to Godbe Research tinalizing the two questionnaires
FINANCIAL STATEMENT:
No fiscal impact in reviewing draft questionnaires for the pending
Housing Needs Survey
DESCRIPTION:
On February 15,2005 the City Council authorized entering into an agreement with Godhe Research to
conduct a housing needs survey for the City ofDuhlin. The intent of the survey was to provide
justification in producing future housing programs, crafting programs listed on the City Council's Goals
and Ohjectives and eliminating programs not viewed as needed by the residents and businesses surveyed.
The need to obtain survey information was viewed as important since the Housing Element listed
affordable housing efforts that the City of Dublin would consider in the future. Additionally from the
information obtained in a detailed and professionally conducted survey the City Staff can make
recommendations to the City Council on what types ofpro.\,'rams are viewed as needed by those who
would use them and would also provide justification in complying with the current Housing Element or in
determining that a given program or product is not necessary in the City of Dublin.
The two attachments with this Staff Report are fue draft survey instruments created by Godbe Research to
conduct two phone surveys. The first phone survey would be to businesses in Dublin that have at least
one employee, this list has been created by using Business License intOrmation. The second phone
survey would be to randomly selected residents in Dublin.
RECOMMENDATION:
Staff recommends that the City Council receive the Staff Report and provide any comments or
suggestions to the draft questionnaires, prior to Godbe Research t1nalizing the two questionnaires.

DRAFT
Dublin Housing Needs Survey (Residential)
Hello, my name is and I'm calling on behalf of GRA, a public opinion research
firm. We're conducting a survey concerning some Important issues in the City of Dublin
and we would like to get your opinions. This should just take a few minutes of your time.
(IF NEEDED:) This is a study about Issues of importance in the City of Dublin - it is a
survey only and I am not selling anything.
(IF THE INDIVIDUAL INDICATES THAT THEY ARE AN EMPLOYEE OF THE CITY, AN
APPOINTED OFFICIAL, OR A COUNCIL MEMBER, THANK THEM FOR THEIR TIME,
POLITELY EXPLAIN THAT THE FOCUS OF THIS SURVEY IS ON THE PUBLIC'S
PERCEPTION OF CITY SERVICES, AND TERMINATE THE INTERVIEW.)
We are trying to obtain a representative cross-section of respondents from within the City
of Dublin in terms of their gender and age. For statistical reasons, I would like to speak to
the youngest adult male currently at home that is at least 18 years of age. (Or youngest
female depending on statistics of previous completed Interviews)
(IF THERE IS NO MALE/FEMALE AT LEAST 18 AVAILABLE, THEN ASK:)
Ok, then I'd like to speak to the youngest adult female currently at home that is at least 18
years of age.
(IF THERE IS NO MALE/FEMALE AT LEAST 18 AVAILABLE, THEN ASK FOR
CALLBACK TIME)
[PLEASE EXPLAIN IF AN OLDER RESPONDENT/FEMALE ASKS WHY THEY ARE NOT
INVITED TO PARTICIPATE IN THE SURVEY - THIS IS BECAUSE THE SURVEY
RESULTS ARE MEANT TO BE REPRESENTATIVE OF THE ENTIRE ADULT
POPULATION OF THE CITY OF DUBLIN AND CURRENTLY WE HAVE COMPLETED
ENOUGH SURVEYS WITH RESIDENTS SHARING YOUR DEMOGRAPHIC
CHARACTERISTICS - THANK YOU FOR YOUR TIME]
[IF ANY INDIVIDUAL INQUIRE ABOUT ADDITIONAL INFORMATION REGARDING ANY
OF THE PROGRAMS OR SERVICES MENTIONED IN THIS SURVEY, PLEASE DIRECT
THE PERSON TO CALL THE CITY'S PLANNING DEPARTMENT AT 925 833 6610]
