Adopt the attached Resolution

The request for City Proclamations could be accommodated with
existing funds in the City Council's Community Promotion Budget.
Tn the past several years the City of Dublin has been involved in a number of pwgrams and events that
help support and honor the United States military services, like:
Yellow Ribbon Program- Which recognized the twop's home by the placement of
yellow ribbons at various locations on the City's right"of-ways.
Americans Supporting American's Adopt-A-Unit Program: City of Dublin adopted
the Delta Company of the 2nd Battalion of the 502nrl Parachute Infantry (also known as
the "Delta Dawgs") and appointed Sue Flores as the City's Liaison.
Tri-Valley "Welcome Home" Parade and Celebration
There has been a recent request by Millie Wasik who is a long time resident of Dublin to have the City
Council consider the establishment of the "Sentinels of Freedom - Operation Welcome Home" Pwgram
that could be modeled after the Town ofDanville_

With the Icadership of several individuals, veterans' groups, and elected officials, the Danville Town
Council established the "Sentinels of Freedom Program- Operation Welcome Home" on March 3, 2004
which formally recognizes individuals from the Danville community who have served the United States
upon their return from active duty or graduated military academy. As part of the program, the Council of
Oanville honors these individuals with a Pwclamation at a formal council meeting in appreciation oftheir
commitment to the United States. The program in Danville has the support of veterans' organizations,
service groups, employers, community leaders and mentors to help reintroduce these dedicated military
personnel back to the community of Danville and thank them for their service and sacrifice.
Staff made contact with Town StatT in Danville to investigate the time investment in this program.
Through the follow-up it appears that the Danville citizen who designed this program, Mike Conklin and
other members of the community, have accomplished a majority of the work associated with this program.

In discussing this program with Millie Wasik, and she is firmly committed to make this a successful
program in the City of Dublin, she has graciously said if asked she would serve as the City's Liasion on
launching this program in the Community. TIle proposed program in Dublin would consist of the
following:
Select a City appointed Liaison to head up the program. Responsibilities would include
the recruitment of other volunteers in the community to help with this program.
The proposed Sentinels of Freedom Program- would include:
o The City appointed Liaison would contact the retuming or graduating military
service persomlel from the City of Dublin using the various resources like Blue
Star Moms (an organization made up of military family and friends that assist
with airfare petitions, writing postcards and donating care packages to our
military forces) and Veterans' groups. Once contact has been made, the City
Liaison would have the retuming or graduating service personnel fill-out an
Information Request Form (Attachment 2) that eould be used to prepare a City
Proclamation.

o Place information on the City of Dublin's website about this program.
Recommendation: Staff recommends the adoption of the attached resolution and to appoint a City
Liaison from the community to implement this program in the City of Dublin.

APPROVING THE "SENTINELS OF FREEDOM PROGRAM -
OPERATION WELCOME HOME" IN THE CITY OF DUBLIN
WHEREAS, the City of Dublin recognizes the valuable service military men and women have
historically provided maintaining our freedom and safeguarding our country; and
WHEREAS, the City of Dublin wishes to honor every member of the military from our City who
has served overseas, been wounded in combat, completed enlistment and been honorably discharged,
graduated advance military training, or graduated from a military academy; and
WHEREAS, the City of Duhlin wishes to implement an ongoing program to fODllally recognize
their efforts.
NOW, THEREFORE, BE TT RESOLVED that the City of Dublin formally adopts the "Sentinels
of Freedom Program- Operation Welcome Home" in the City of Dublin, whereby returning military men
and women are honored by the Dublin City Council; and, be it further
RESOLVED, that as part of this program, the Dublin City Council will honor these individuals
with a Proclanlation in appreciation for their commitment in their service to our nation and our people;

SUBJECT: Resolution No_ 18-2004, approving the "Sentinels of Freedom Program _
Operation Wekome Home" in the Town of DanviUe
BACKGROUND
At the February 17 Town Coundl meeting, Michael Conklin, California Conunittee for
Employer Support of the Guard and Reserve, requested that the Town Coundl adopt a
program honoring military men and women from Danville, whereby each individual is
presented with a proclamation in appreciation for their commitment in their servke to our
l:Ountry. He also envisions this program,. if adopted, to serve as a model to be used by
other towns and dties across the nation.
DISCUSSION
The Town Coundl expressed support for an ongoing program honoring every member of
the military from our Town who has served overseas, been wounded in combat, completed
erùistment and been honorably discharged, graduated advanced military trairúng, or
graduated from a military academy. The Council requested the item be placed on the
March 3,2004 Town Council agenda for formal action.

HONORING JACOB BROWN
WHEREAS, /he Town ofDanville is honored to recognize Jacob Brown; and
WHEREAS, Jacob Brown is a Danville residen/ and 2000 gradua/e of San Ramon Valley High
School; and
WHEREAS, Jacob Brownjoined /he u.s. Army in July 2000 and completed his basic /raining
and advanced infantry training at For/ Benning, Georgia and proceeded to his duty s/ation with
the 1" Infantry Division in Gennany; and
WHEREAS, Jacob Brown, in February 2002, while in a night training mission, was involved in
a collision wi/h an Abrams Tank, which resul/ed in serious injuries /0 his legs, ches/, head and
anns, 15 days in a coma, infec/ions, pneumonia, and four separate major surgeries to repairhis
legs and abdominal damage; and
WHEREAS. Jacob Brown has been honorably discharged from the Anny and has come home /0

The community recognizes the valuable service and dedi,
cation military men and women provide our country. With
the leadership of several individuals, veterans' groups, and
elected officials, the Danville Town Council has established
the "Sentinels of Freedom Program - Operation Welcome
Home." This program will formally recognize individuals
from Danville who have served our country, upon their
return from active duty or ¡;raduated miJitary academy. As
part of the program, the Council will honor these individu-
als with a Proclamation presented at a Town Cooncil meet-
ing in apprec;:iation of their çommitrnent to our nation. The
program involves the support of veterans' organizations,
service groups, employers, community leaders and mentors
to reintroduce these individuals back to our community and
to thank them for their service and sacrifice. This program i.

Town Recruits for
Commissioners in 2004
Tn 2004, the Town will be recruiting for positions on several
Conunissions. The terms of one member of the Design Re,
view Board will expire in August. The role of the Design
Review Board is to assist the Town Council and Planning
Commission in reviewing and evaJua.ting propo.ed design,
architecture, lands<:aping and signs to ensure consistency
with the Town's General Plan, ordinances and adopted
desi¡;n standards and eriteria_ The Board meets on two
Thursdays each month at 5;00 p.m.
The terms of two Heritage Resource Commissioners will
expire in November TI,ese positions must be filled by in·
dividuals with one of the following areas of expertise: (1)
a licensed architect; (2) a person who has demonstrated in~
teTest, competence '" knowledge in the culture/arts of the
community; or (3) a person who has demonstrated interest,
competence or knowledge in the field of histoTY, archaeol-
ogy or geography_ The Commission meets on the second
Monday of each month at 7:00 p.m.
The terms of four Planning Commissioners and one alter-
nate Commissioner will expire in December. The Planning
Commission makes recommendations to the Town Council
regarding important Town land use and development is-
sues and dediçates a significant ammmt of time studying
the issues and considering public comments during long
and sometimes contentious public hearings. The Planning
Commission meets on the second and fourth Tuesdays of
each month at 7:30 p_m.
ComllÙssioners are voluntcers appointed by the Town
COlfficil. To learn more about the duties and responsibili-
ties·of Commission members, visit the Danville website at

a Danville native and graduate of San Ramon Valley High
School. Jacob has returned to our comro.unity to staTt a new
life as a civilian afteT having been honorably discharged
from the Army with serious permanent injuries_ Jacob and
his new wife will be making their home in San Ramon with
the help and friendship of many u,dividuals and business
leaders in our valley. Please let the Council know of any
retuming military service members, sons, daughters, reb-
tiv<,s or friends, so that we may welcome them back properly
with Oanville's caring community spirit_

Branding Campaign Continues
The" di.cover Danville" branding campaign to promote
Oanville as a special place to shop, dine and play is well
underway. The newly formed II discover DanvWel'l assoÔa-
tionhas been meeting weekly for the past six months to
create ways to highlight the small town cbann, historic
character, walkability, individualized customer service, and
convenience of Danville shops and restaurants. The group
hired a marketing and graphics firm to design a brand logo
and tag line. These elements have been incorporated in a
brochure whièh promotes shopping, dining and playing
in Danville, includes a map of Danville's shopping areas,
and provides some historic context to the Town_ An excerpt
of the brochure can be found on the opposite page. A full
color version canbe viewed or downloaded from the Town's
website at www.ci.danville.ca.us.
Tn addition, the group is currently creating a monthly event
calendar, which will highlight individual store events and
sales, as well as special events taking place in the downtown.
The goal is to obtaill merchant recognition, as well as to help
generate revenue for Danville businesses, by increasing foot
traffic into the stores and restaurants. The same marketing
firm that produced the brochure will produce tl,e calendar.
The calendar will likely highlight one montil, with a teaser
for upcoming events the following month_ There will also
be several spaces available for business ads, which will be
offered on a first-come, first-served basis. The first calendar
is targeted to be printed in April.
Once the calendar is completed, the group will continue
to plan additional activities and encourage shoppers to
discover Oanville.

Scout in the U.s.

ber 2003, Thomas was assigned to the
1-1 Cavalry Regiment of the 1" Armored
Division in Iraq. While in Iraq, Thomas
worked alongside the Army Rangers and

All Wars Memorial at Oak Hill Park
When visiting Oak Hill Park this fall,
you. arc sure to see construction.

All Wars MemoriaL This "living memo-
ria!," originally conceived by the Vietnam
Veterans of the Diablo Valley, wiil serve
as a place of remembrance and acknowl-
edge the sacrifices made by others for our
nation's freed01ns.
Located in Oak Hill Park, on Stone
Valley Road adjacent to Monte Vista
High School, the Memorial will feature a
walkway that climbs gently to a plaza that
is characterized as "the Healing Place."
Adjoining the walkway will be a wall
featuring several bronze liberty panels
depicting how the lives of soldiers from
ali branches of the service and their famiiy
members have been touched by all wars
and conflicts. A bronze statue depicting
two soldiers, one of whom is wounded,
will mark the entrance to the Memoria.1

The All Wars Memorial Foundation,
a collective of San Ramon Valley business
and corrununity leaders, is raising monies
entirely through donations and grants to
fund construction of the Memorial. To

A preliminary opening is plarmed as
part of the armual Veterans' Day event on
November 11, 2004. The remainder of the
construction will be completed during

Shane just returned from a one-year tour
of dllty in Traq supporting Operation Iraqi
Freedom, flying the Kiowa HlUlter-Scout
helicopter serving in the 1" Cavalry of the
1 "Armored Division. He will be returning
for another tour of duty in Iraq.

Council to honor all Danville veterans in

the effort in generating corporate financial
support for the program to supplement
the local agencies' eommitments_ To date,
over $19,000 in private contributions
have been raised from private sponsors
including SlUlset Development Company,
Chevro,;/Texaco, Windemere (Lennar
Homes), Shapdl, Bank of Walnut Creek,
and Club Sport.

months welcoming home Our troops.
Taking advantage of the holiday fur-
loughs granted to our service men and
women. the Town formally welcomed our
military "family" home with an inspiring
ceremony held at the San Ramon Valley
High School Theatre on December 29,
The room was filled with veterans, family
members of the honorees, and Blue Star
rn.oms, who have been instrumental in
maintaining publiç awareness of Our vets
serving in Iraq.
