DESCRIPTION; The Public Works Department currently utili"es three Cull-timc
construction inspectors to inspect City Capital lmprovemcnt Program projects and improvements
associated witl1 private development. The inspection workload for thc first six months of the 2005
calendar year exceeded the capacity of the tl1ree inspectors. This, plus the need for ongoing night work on
certain projects and continued requests for Saturday work by the development community, has resulted in
overtime for all three inspectors. The workload is projcctcd to remain at current levels for the remainder
of the calendar year. While the effort providcd to datc by Staff has yielded good results, it is not
reasonable to continue the workload without additional help.
In response to a request from StatT, tl1e engineering consulting firm of Associated Engineering
Consultants, Inc., submittcd a proposal to provide a contract inspector for an initial six-month pcriod.
The individual to be assigned to the City has 30 years of inspection cxpcricnce and most recently assisted

The Engineering hudget provides for a contract inspector position, which is vacant. The unused funds for
this position have heen utilized to pay overtime costs for the three Staff inspectors. With the additional
inspector on hoard, the need for ovcrtime and the associated costs will be diminished, allowing thc
budgeled funds to be used for thc contract position.
This agreement provides for 1,000 hours or inspcction time for a total not-to-cxcccd amount of $82,000.
The ratc will be $82.00 per hour (this will he a tully-loaded flat rate, based on the attachcd fee schedule
rate of $75.00 pcr hour plus an allowance for mileagc, vchiele, phone and miscellaneous cquipment and
supplics). It is anticipated tl1at the actual time spent will be 800-900 hours through the cnd of the calendar
year, with a contingcncy of 100-200 hours for additional work in early 2006, ifrequired hy actual project
schedules. The tenn of the agrccmcnt is proposed to TUn through .Tunc 30, 2006, in case the need lor
