This project is funded by Gas Tax monies (Fund 206).
The FY 2005-2006 budget includes improvements to be completed as part of this
Contract, as well as the 2005-2006 Annual Slurry Seal Program scheduled for Summer
2006. Staff wi1\ seck authorization to solicit bids for the 2005-2006 Program to complete
the remaining budgeted work in Spring 2006.
The original scope of work for the 2004-2005 Slurry Seal Program included Dublin
Boulevard from Hansen Drive to Vi1\age Parkway. However, due to sewer rehabilitation
work by Dublin San Ramon Services District (DSRSD), this work wi1\ be deferred until
the completion of DSRSD's project in Summer 2006. Therefore, the low bid of
$196,226.55 does not include the slurry seal of Dublin Boulevard from Hansen Drive to
Vi1\age Parkway.

DESCRIPTION: On July 5, 2005, the City Council authorized Staff to solicit bids for
Contract No_ 05-08, 2004-2005 Annual Slurry Seal Program.
Slurry seal is a preventative maintenance technique used to prolong the life of asphalt concrete surfacing.
As streets begin showing wear and stress cracking, it is important to seal the cracks to keep water ITom
getting into the roadway subgrade. Slurry consists of a sand/oil mixture which seals cracks and provides a
new unifoTIn wearing sUTface.
The City's Pavement Management Program provides funding guidelines and priorities for properly
maintaining City streets. City streets are slurry scaled approximately every five to seven years, depending
upon the level of wear.
Funding for the 2004-2005 Annual Slurry Seal Program was rolled over into the Fiscal Year 2005-2006
budget as the work was postponed until the completion of the Overlay Program. The total amount
budgeted for the Slurry Seal Program will fund not only the 2004-2005 Program, but also the 2005-2006
Program, which is scheduled for Summer 2006. Staffwi1\ seek authorization to solicit bids for the 2005-
2006 Program to complete the remaining budgeted work in Spring 2006.

A total of 3 bids were received (Attachment 3). The low bidder is Valley Slurry Seal Company, with a bid
of $196,226.55. Staff has reviewed the bids and detennined that the contractor has satisfactorily
perfonned similar projects within Dublin and for other cities.
Staff recommends that the City Council adopt the resolution awarding Contract No. 05-08, 2004-2005
Annual Slurry Seal Program, to VaHcy Slurry Seal Company.

AWARDING CONTRACT NO. 05-08
2004-2005 ANNUAL SLURRY SEAL PROGRAM
TO VALLEY SLURRY SEAL COMPANY
WHEREAS, the City of Dublin did, on July 28, 2005, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 05-08, 2004-2005 Almual Slurry Seal Program, authorized by the City Council on July 5,
2005, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of
said work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
award City of Dublin Contract No. 05-08 to the lowest responsible bidder therefor, to wit, Valley Slurry
Seal Company, at a bid of One Hundred Ninety-Six Thousand, Two Hundred Twenty-Six Dollars and
Fifty-Five Cents ($196,226.55), the particulars of which bid are on file in the Office of the Public Works
Department.
PASSED, APPROVED AND ADOPTED this 16th day of August, 2005.
