Mikulich, Vice President Real Estate, Berkeley Land Company, Inc. Z) Concept Plan 3) Options for Dublin Historic Park Expansion 4) Budget Change Fonn 1) Approve request to consider a site plan for Dublin Square Shopping Center and that the potential park be considered in lieu of the City's Option 3 for the Dublin Historic Park Master Plan; or 2) Approve request to consider a site plan for Dublin Square Shopping Center and that the potential park be considered as a fourth option for the Dublin Historic Park Master Plan; approve a budget change in the amount of$8,000; or 3) Decline request to consider a site plan for Dublin Squarc Shopping Center at this time. The additional cost to the City for the Dublin Historic Park Master Plan consultant team is $8,000. As per the Consultant Services Agreement between thc City and Royston Hanamoto Alley and Abey, the City Manager may authorize payment in excess of 10% however an additional appropriation from the Unalloeated General Fund Reserve is needed. DESCRIPTION: Correspondence has been received from Michael S. Mikulich, Vice President of Real Estate for Berkeley Land Company requesting that the City consider a site plan for Dublin Square Shopping Center (Attachment 1). As shown in the Attachment 2, the plan identifies 56 residential units and a 1.16 acre neighborhood park. As proposed in his letter, Mr. Mikulich would contribute a 1.16 acre neighborhood park to the City at no cost in return for support in rezoning the balance of property to residential. (It should bc notcd that development of 56 units would result in the need for 56 acres of park land so in effect, the contribution would be of .60 acres.) In May 2005, the City Council retained the services of Royston Hanamoto Alley and Abey to prepare a master plan for the Dublin Histone Park and to evaluate the park potential of three options for land acquisition of the Dublin Square Shopping Centcr (Attachment 3). At this time, two public mectings havc bcen held to gain input on potential design alternatives for the options. Based on the input received, the Consultant is poised to begin work on preferred altcrnates for caeh of the thrcc options for presentation to a joint meeting of the Parks and Community Services Commission and Heritage and Cultural Arts Commission on September 19, 2005. If the City Council is inclined to evaluate the offer of Mr. Mikulich, Staff recommends that the potential neighborhood park as shown in Attachment 2 be evaluated as part of the Dublin Histone Park Master Plan process. This could be done as a fourth option or Mr. Mikulich's potential 1.16 acre park could be substituted for the City's Option 3, which was a potential 1.2 acre park in a similar location. RECOMMENDATION: actions: Staff recommends that the City Council take one of the following 1) Approve the rcquest of Mr. Mikulich to consider a site plan for Dublin Square Shopping Ccnter and that the potential park be considered in lieu of the City's Option 3 for the Dublin Historic Park Master Plan; a budget change is not necessary_ 2) Approve the request of Mr. Mikulich to consider a site plan for Dublin Squarc Shopping Center and that the potential park be considered as a fourth option for the Dublin Historic Park Master Plan; approve a budget change in the amount of$8,000. 3) Decline the request of Mr. Mikulich to consider a site plan for Dublin Square Shopping Center at this time 2"ùZ 1'tJ1p .æl. We contribute thc 1 plus acre to you in return for your support in rezoning the balance of the property to residential. The money the city would otherwise have to pay us could now be used to buildidevelop other facilities. Alternatively thc city could use thc money to acquire oth.er property in the historical district, for cxample the Green Store. The acquisition of the Green Storc was the subject of some inquiry at the last community meeting. Thc site plan specifically attempts to provide the city with a view corridor to St Raymonds Church. We believed in prior negotiations on our proposed office building that a view corridor was a city priority, it also provides a wider corridor than the onc- third option the consultants are now studying and a rectangle which should help facilitate planning the park. We would appreciate the City of Dublin taking a serious review of this offering as presented. Billy and I would of course be more than happy to meet at any lime to further discuss the plan.
