A streetlight at the cul-de-sac end of Scarlett Court would need to be
installed for security purposes to accommodate the RideNow Pilot
Project taxi pick-up area at an estimated cost of $7,500. The CMA
has committed, in principle, $5,000 towards the installation of this
streetlight. The remaining cost of $2,500 is proposed to be covered
by the City by appropriating new funds to the Traffic Signal and

$100 per year, to be paid by the Citywide Street Light Maintenance
Assessment District.
The cost of updating the "Permit Parking" signage in this area to
include taxi cabs for the RideNow Pilot Project is estimated at $500.
Sufficient funds are budgeted in the Street Maintenance Operating
Budget to cover this cost.
DESCRIPTION: In 2003, the Federal Highway Administration (FHWA) awardcd a
grant to the CMA to implement and test the RideNow carpool service at the East DublinlPleasanton Bay
Area Rapid Transit (BART) station. The RideNow system is designed to make the most efficient use of
limited BART parking by allowing people to carpool in a flexible and convenient manner. The CMA, in
partnership with BART, the Metropolitan Transportation Commission (MTC), Caltrans, FHWA, the
Cities of Dublin, Pleasanton, Livermore, and San Ramon, and the Hacienda Business Park, has been
working since Fall 2004 to launch a pilot program at this BART station.
The RideNow Pilot Project is intended to test the concept and usability of the new RideNow technology.
RideNow is a web-based and interactive telephone system designed to connect and match riders and
drivcrs instantly. This program adds flexibility to carpooling by helping passengers find last-minute rides
fÌ'om home to BART in the morning and/or fÌ'om BART to home in the evening. Drivcrs and riders
simply register and make rideshare requests by phone or Internet whenever users need a ride or want to
give someone a lift. Participants in the Pilot Project will help the CMA work through any issues with the
system and the implementation of the program.
To qualify for the pilot program, a participant must have a cel1 phone, reside in Pleasanton, Dublin, San
Ramon, or Livermore, and be willing to use the system to find carpool matches. Participants do not have
to plan ahead or make formal arrangements for carpooling; instead, participants request carpool partners
only when carpooling is desired.
The goal of the RideNow program is to help reduce traffic congestion on freeways and surface streets in
Alameda County by reducing thc number of solo-driven vehicles and encouraging more commuters to use
BART. In ordcr to facilitate recruitment of pilot participants, the first 75 commuters who met the
eligibility requirements received a free $32 BART ticket. To date, the CMA has recruited approximately
80 eligible participants, of which half are drivers and half are riders. The CMA would like to launch the
Pilot Project by October 2005 and operate it for 6 months. Continuation of the RideNow program beyond
the first 6 months will be contingent upon the performance and degree of success achieved by the Pilot
Project and approval of a second phase by the CMA Board.
Guaranteed Ride Home
Riders wil1 use personal cel1 phones to cal1 the RideNow system while on the BART train. By following
the menu prompts, participants will indicate a current location (either a station or next station of arrival) to
give the system an approximate time of arriva1 at the DublinIPleasanton station. Riders getting off the
train will check the RideNow monitor at the station to see ride matches and meeting places. RideNow
driver participants will receive preferential parking located on the Pleasanton side of the BART station.
Spaces wil1 be indicated with special RideNow signs and parking permits will be displayed by the drivers.
An important element of the RideNow program is providing a guaranteed ride home to participants
unsuccessful in making a ride match with a driver during the 3:00 to 7:00 p.m afternoon commute period.

For example, some riders may not arrive at the station in time to catch the match ride. As a resull, the
CMA is offering a guaranteed (fÌ'ee-of-charge) taxi ride home service to RideNow participants using Tri-
City Cab & Limo, Inc., the cab company contracted for the CMA's Guaranteed Ride Home program. The
CMA anticipates that, of the 40 registered riders in the program possibly needing taxi rides home, about
four to six riders per week will need a taxi ride in the initial two months of the pilot. It is anticipated that
the number will decline as the program becomes more successful in making matches between drivers and
riders.
Taxi Pick-uD Area
The CMA has investigated a number of options for a taxi pick-up location, including taxi pick-up on the
BART site. However, because of rules governing taxi operations on BART property and the CMA's
inability to insure that participants take taxis on a first-come, first-served basis, the CMA was obligated to
find an off-site taxi pick-up location within walking distance fÌ'om the station. Based on this
investigation, the CMA identified the cul-de-sac area at the end of Scarlett Court as the only viable off-
site option to accommodate the taxi pick-up operation. A pedestrian walkway currently exists, providing
a direct connection fÌ'om thc cul-de-sac to the BART station.
As a resull, the CMA has requested the City of Dublin's assistance in allowing the cul-de-sac area at the
end of Scarlett Court to be used as a taxi pick-up location for RideNow participants (see CMA letter,
Attachment 5). Participating riders requesting a match during the afternoon commute wil1 be required to
wait for at least one more train to find a match with a driver before phoning Tri-City Cab. Riders would
then walk to Scarlett Court to wait for the taxi. The CMA has indicated that at no time would the taxi
arrive before the participant; therefore, no overflow of parking demand or traffic safety issues are
expected to occur within the Scarlett Court cul-de-sac area as a result of the RideNow taxi pick-up
operation.
Current Parklu!! Re!!ulatlons at the Cul-de-sac
On March, 3, 1998, the City Council adopted Resolution 22-98 establishing a No Parking Zone at the cul-
de-sac end of Scarlett Court, but allowing Preferential Parking Privileges in this area for vehicles of City
staffÌ'nembers and contract staff members displaying City permits (Attachment 2). If the City Council
approves the CMA's request to allow the RideNow Pilot Project to use this cul-de-sac as a taxi pick-up
area, current parking regulations at this location wi11 necd to be modified to allow "marked" taxi cabs for
the guaranteed ride home service to park in this area between the weekday hours of 3:00 p.m. and 7:00
p.m. These taxi cabs will be allowed to park at this location provided that the RideNow program - be it in
the form of present or future phases - is officially active. The CMA will be responsible for furnishing
special placards to Tri-City Cab, or any other CMA contracted cab companies, to be displayed by the cab
drivers to mark a vehicle as a "RideNow Taxi Cab" when picking up riders. This will allow any CMA
contracted taxi cab company contracted by the CMA for the Guaranteed Ride Home program to
participate without the need for thc City to issuc a parking permit to each individual company.
The City's Corporation Yard is located at the cul-de-sac end of Scarlett Court, and since the yard is very
small, the City maintenance crew members park personal vehicles in the cul-de-sac area while working
and are issued parking permits by the City in accordance with Resolution 22-98. Since the work hours for
the crew members end on or before 4:00 p.m., and most afternoon commuters arrive at the BART station
after 4:00 p.m., sufficient parking space will be available at the cul-de-sac for the RideNow taxi pick-up
operation.

Lie:htine: Conditions at the Cul·de-sac
One of the concerns raised earlier by City Staff rcgarding the proposed taxi pick-up operation was the lack
of sufficient lighting at the Scarlett Court cul-de-sac to ensure the security and safety of RideNow
passengers at night (e.g., after daylight savings time ends). Although sufficient street lighting currently
cxists on Scarlett Court, no streetlight exists inside thecul-de~sac. Staff is recommending that a new
streetlight be installed inside the cul-de-sac in the vicinity of the access connection to the BART station as
part of the consideration to approve the CMA request to establish a taxi pick-up area at this location for
the RideNow Pilot Project (Location Map, Attachment 3).
The new streetlight installation at the cul~de-sac end of Scarlett Court would cost approximately $7,500.
The CMA has agreed, in principle, to contribute $5,000 towards the installation of the streetlight for the
RideNow Pilot Project (CMA letter, Attachment 6). This commitment is conditioned upon approval of the
funding by the CMA Board at its September 22, 2005, meeting, although CMA staff do not anticipate any
problems with obtaining approval. One of the benefits to the City of installing the streetlight will be
improved illumination of the Corporation Yard at night. The City will be responsible for opcrations and
maintenance of the strcetlight as part of its existing street lighting system.
The streetlight can be installcd by the City and energized by PG&E by the end of October 2005, at which
point the CMA can launch the Pilot Project. A budget change is required to recognize new appropriations
to the Traffic Signal and Street Lighting Operating Budget from unappropriated General Fund reserves
and new revenues.
Implementation of the Pilot Project is fully dependent upon the City Council's approval of the use of the
cul-de-sac end of Scarlett Court as a taxi pick-up area and the installation of the proposed streetlight.
Recommendation
Staff recommends that the City Council adopt the resolution amending Resolution 22-98 extending the
use of a "Permit Parking" area at the cul-de-sac end of Scarlett Court to include taxi cabs for the RideNow
Pilot Project, and approve a budget change in the total amount of $7,500 to the Traffic Signal and Street
Lighting Operating Budget for Fiscal Ycar 2005-2006.

area, the current parking regulations at this location must be modi tied to allow "marked" taxi cabs for the
guaranteed ride home service to park in this area between wcckday hours of 3 :00 p.m. and 7:00 p.m.; and
WHEREAS, the CMA wi11 be responsible for furnishing special placards to its contracted taxi cab
companies for the Guaranteed Ride Home program to be displayed by the cab drivers marking their
vehicles as "RideNow Taxi Cab" when they pick up riders;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve amending Section 1 of Resolution 22-98 to read as follows:
"Pursuant to Dublin Municipal Code Section 6.04.275 and as established by Traffic Code Section
6.28.040 for Permit Parking areas, a No Parking Zone allowing Preferential Parking Privileges for
vehicles of City staff members and contract staffinembers displaying City permits, and for taxi cab
vehicles marked as "RideNow Taxi Cab" between the weekday hours of 3 :00 p.m. and 7:00 p.m. provided
that the RideNow program "'" be it in the form of present or future phases - is official1y active, shall be
established at the cul-de-sac end of Scarlett Court, a total distance of349 feet."

Subject: Request for Scarlett Court Taxi Pick-up Location for the RideNow
Pilot Project
Dear Ray:
As you are aware, the Alameda Ccunty Congestion Management Agency, in
partnership with BART, MTC, Caltrans, FHWA, the cities of Dublin,
Pleasanton, Livermcre, and San Ramon, and the Hacienda Business Park, has
been working since Fall 2004 to launch a pilct program at the
DublinIPleasanton BART station.'· The RideN ow Pilot Project i8 designed to
help passcngers find last-minute rides between their homes and the
DublinlPleasanton BART station during the morning and afternoon commute
hours. Thc RideN ow technology takes advantage of phone and internet
services to help reduce traffic congestion by decreasing the number of solo
driver car trips to and from BART. We anticipate launching the Pilot Project
in July/ Aub'llst 2005 and .operating it for 6 months.
An important element of the program is tc provide a guaranteed taxi ride
home to participants that do not successfully make a ridematch with a driver
during the afternoon commute (approximately 3 p.m. to 7 p.m.). To date, we

commute. The desired ]ocation would be at the end of Scarlett Court, which is
about 200 yards from the BART fare gates Currently, we are contracting with Tri
City Cab & Limo, Inc., who is also the cab company contracted for the ACCMA's
Guaranteed Ride Home program. Riders would request a match on their way home
and be required to wait for at least one more train to find a match with a driver
before phoning Tri-City Cab. They would then walk to Scarlett Court just off
BART property to wait for their taxi. At no time would the taxi arrive before the
participant.

Letter of Commitment for $5000 Towards the Installation of a
Street Light on Scarlett Court for the RideNow Pilot Project
Dear Ray:
Thank you for considering our request for the City of DubJin's assistance in
providing a taxi pick-up location on Scarlett Court for the RideNow Pilot Project.
We understand that the City would need to install a streetlight to address safety
concerns. Please accept this letter as commitment fÌ'om the ACCMA to
contribute up to $5000 toward the purehasc and installation of the streetlight at
the end of Scarlett Court. We assume that the City would be responsible for
power, operations and maintenance of the streetlight as part of its existing
lighting program. We would like to launch the Pilot Project by early October, so
your additional assistance in installing it as soon as possible is also appreciated.
Our commitment is conditioned on approval of the funding by the ACCMA
Board at their September 22nd meeting; however, we do not anticipate any
problems with it getting approved.
