RESOLUTION NO. 06 -
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING A NEGATIVE DECLARATION FOR THE VENTURE COMMERCE CENTER
LOCATED AT 6300 CLARK AVENUE (APN 941-1401-003)
P A 06-020
WHEREAS, Venture Corporation, has requested approval of: 1) a Site Development Review
for the demolition of an existing 38,825 square foot building and the construction of the Venture
Commerce Center which will be comprised of four new office buildings with a total of 67,029 square
feet of office and warehouse space; and 2) a Vesting Tentative Tract Map to subdivide the property for
the purpose of creating office condominium units. The applications are collectively known as the
"Project"; and
WHEREAS, the Venture Commerce Center property consists of :t4.l9 acres located at 6300
Clark Avenue, (APN 941-1401-003); and
WHEREAS, an Initial Study has been prepared to analyze the potential effect of the Project
pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15063; and based on
the Initial Study, a Negative Declaration has been prepared for the Project in accordance with CEQA
Guidelines Section 15070 et seq., with the finding that the Project will not significantly effect the
environment; and
WHEREAS, the draft Negative Declaration, including the Initial Study, was circulated for public
review for twenty days as required by CEQA. The draft Negative Declaration, including the Initial Study,
is attached as Exhibit A and incorporated herein by reference; and
WHEREAS, the City did not receive any public comments regarding the draft Negative
Declaration and Initial Study during the public review period from September 19, 2006 through October
9,2006; and
WHEREAS, the Planning Commission did hold a properly noticed public hearing on the Project
on October 10, 2006; and
WHEREAS, a Staff Report, dated October 10, 2006 was submitted to the Planning Commission
analyzing the Project and recommending approval of the Negative Declaration and Site Development
Review and Vesting Tentative tract Map applications; and
WHEREAS, the Planning Commission considered the Negative Declaration before making a
recommendation on the Project. The Planning Commission further used its independent judgment and
considered all reports, recommendations and testimony before taking action on the Project.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Dublin
does hereby make the following findings and determinations regarding the Negative Declaration:
A. The Negative Declaration for the Venture Commerce Center Project has been completed In
compliance with CEQA, the CEQA Guidelines and the City of Dublin Environmental Guidelines.

B. On the basis of the whole record before the City, including the Negative Declaration as described
above, there is no substantial evidence that the Venture Commerce Center Project will have a
significant effect on the environment.
C. The Negative Declaration as described above, was presented to the Planning Commission who
reviewed and considered the information therein prior to approving the Project.
D. The Negative Declaration as described above reflects the City's independent judgment and analysis on
the potential for environmental effects of the Venture Commerce Center Project.
E. The custodian of the documents and other materials which constitute the record of proceedings for the
Venture Commerce Center Project is the City of Dublin Community Development Department, 100
Civic Plaza, Dublin, CA 94568.
BE IT FURTHER RESOLVED that the Planning Commission hereby adopts the Negative
Declaration and related Initial Study, attached as Exhibit A, for the Venture Commerce Center Project
(PA 06-020) pursuant to CEQA Guidelines Section 15070 et seq.

This Initial Study has been prepared in accordance with the provisions of the California Environmental
Quality Act (CEQA) and the CEQA Guidelines adopted by the City of Dublin. The Initial Study assesses

10. Description of project:
The property is 4.24 acres in size and currently has a one-story office building which is 38,825
square feet in size and related site improvement including parking, hardscape, landscape and
accessory structures. The existing building was constructed in the mid 1970's.
The Applicant has requested a Site Development Review permit approval to demolish the existing
building and site. The Applicant proposes to construct four two-story buildings on the site. The new
buildings are proposed to range in size from 14,774 square feet to 18,602 square feet for a total floor
area of67,029 square feet (an increase of28,204 square feet over the existing building). The four

buildings will have approximately 31 units which will be sold as "office condominiums." The Project
will also include new hardscape, parking lot and landscaping

professional office buildings to the north and south and a shopping center to the west.

ENVIRONMENTAL IMPACT REPORT is required.
_ I find that the proposed project MAY have a "potentially significant impact" or "potentially

analyzed in an earlier document pursuant to applicable legal standards, and 2) has been addressed by

The following information is provided for the environmental checklist.
I. Aesthetics
The Project site is currently developed with one 38,825 square feet building and surface parking, accessory
structures and landscaping.
Proiect Impacts
a-b) Have a substantial adverse impact on a scenic vista or state scene highway? NI. The project site is
located off of Dublin Boulevard, however, this is not a scenic vista or highway in the City. The
existing site is developed and the new buildings will not alter the existing view of the site.
c) Substantially degrade existing visual character or the quality of the site? NI. The existing site is
developed with one building. The Project proposes to remove the existing one-story building and
replace the building with four two-story buildings. Once complete and the new landscaping has
matured, the overall character of the site, a developed property, will remain unchanged.
d) Create light or glare? NI. The existing site is developed with parking lot and building lights.
Additionally, the Project site is in a developed area with street lights, parking lot lights and
building lights.
Overall, no impacts to aesthetics are expected to occur as a result ofthis Project.
ll. Agricultural Resources
The existing site was developed in mid 1970's and the office building and related uses have continuously
operated since that time.
Proiect Impacts
a-c) Convert Prime Farmland, conflict with agricultural zoning or involve other changes which could
result in conversion of farmland to a non-agricultural use? NI. As discussed above, the site is
currently developed with an office building, surface parking and landscaping.
No impacts to agricultural resources are expected to occur as a result ofthis Project.

m. Air Quality
Dublin is located in the Tri- Valley Air Basin. Within the Basin, state and federal standards for nitrogen
dioxide, sulfur dioxide and lead are met. Standards for other airborne pollutants, including, ozone, carbon
monoxide and suspended particulate matter (PM-lO) are not met in at least a portion of the Basin.
Project Impacts
a) Would the project conflict or obstruct implementation of an air quality plan? NI. The proposed
project would not conflict with the local Clean Air Plan adopted by the Bay Area Air Quality
Management District.
b) Would the project violate any air quality standards? LS. Construction of the building and site
improvements could result in exceedance of air quality standards due to dust and equipment
emissions. However, the City of Dublin requires the approval and implementation of a
Construction Impact Reduction Plan as a standard condition of approval for all new construction
projects. Implementation of this standard condition will ensure that short-term air quality impacts
remain less than significant.
The Project would increase the number of vehicle trips in the area. However, the increased number
of trips have been determined to be less than significant because the site is located near existing
public transportation (Dublin/Pleasanton BART Station and bus stops) and planned public
transportation (West Dublin BART Station) and the site is an existing developed site.
c) Would the project result in cumulatively considerable air pollutants? LS. As discussed above,
impacts as a result ofthe proposed Project are considered to be minor.
d) Would the project expose sensitive receptors to substantial pollutant concentrations? NI. The
proposed Project includes office uses, which are not considered sensitive receptors.
e) Would the project create objectionable odors? NI. The proposed Project includes typical office
uses which do not typically create objectionable odors.
Overall, no impacts to air quality are expected to occur as a result of this Project.
IV. Biological Resources
The project site is in a highly urbanized area. No wetlands or other bodies of water are present on the site.
The site is currently developed with non-native and some native plants and trees. No Heritage Trees (as
defined by Chapter 5.60, Heritage Trees, ofthe Municipal Code) are present on the site.
Project Impacts
a-d) Would the Project have a substantial adverse impact on a candidate, sensitive or special status
species? Riparian habitat or federally protected wetlands? Interfere with movement of native fish
or wildlife species? NI. As discussed above, the existing site is currently developed and does not

have any wetlands or any other bodies of water on the site and therefore, will not impact any
species or riparian habitat or wetlands.
e,f) Would the Project conflict with local policies or ordinances protecting biological resources or any
adopted Habitat Conservation Plans or Natural Community Conservation Plans? NI. Although
several large trees are present on the site, there are no trees on the site which meet the requirements
for protection under the City's Heritage Tree Ordinance. The project plans include a Landscape
Plan which shows that new landscaping will be planted throughout the site. The site is not located
within the boundaries of any Habitat Conservation Plan.
No impacts to biological resources are expected to occur as a result ofthis Project.
V. Cultural Resources
The project site has been developed with an office building which was constructed in mid 1970's. No
cultural resources remain on the graded surface of the site. Since surface improvements are less than 30
years old or newer, no historic resources exist on the site.
Proiect Impacts
a) Would the Project cause substantial adverse changes to significant historic resources? NI. The
Project site is developed with a one-story brick building which does not have any significant
architectural qualities.
b-d) Would the Project cause a substantial adverse change in the significance of an archeological
resource, destroy a paleontological resource or unique geological feature, or disturb any
human remains? NIoo The entire project site was previously graded in connection with
construction of the existing building and improvements. The project proposes neither
basements nor underground parking, therefore little if any additional surface or near surface
disturbances is likely to occur. The General Plan does not identify any significant cultural
resources for the project site. Cultural resource sites in Dublin have been identified along some
streams and creeks; however, the project site is not located on or near a creek or stream. Based
on the above, the project is not expected to have any impact on cultural, archeological, or
paleontological resources. Consistent with CEQA Guidelines l5064.5(f), if such resources
should be buried on site and are accidentally discovered during construction, Public Works
standard conditions require that construction be halted until the resources are evaluated for
significance.
The proposed Project will not result in any impacts to Cultural Resources.

IV. Geology and Soils
The Project area is part of the San Francisco Bay Area, a seismically active region. The significant
earthquakes that occur in the Bay Area are generally associated with crustal movement along well-defined,
active fault zones of the San Andreas Fault system, which regionally trend in a northwesterly direction. The
San Andreas Fault, which generated the great San Francisco earthquake of 1906, passes about 27 miles
southwest of the site. Two other major active faults in the area are the Hayward Fault (located about 9 miles
southwest of the site) and the Calaveras Fault (located about 1 Y2 miles southwest of the site).
The site is currently developed and the Geotechnical Report prepared by TRC Lowney (Source 8) did not
have any concerns regarding the existing soils.
Proiect Impacts
a) Would the Project expose people or structures to potential substantial adverse impacts, including
loss, injury or death related to ground rupture, seismic ground shaking, ground failure or
landslides? LS. The Project site is subject to ground shaking caused by a number of regional faults.
Under moderate to severe seismic events which are probable in the Bay Area, buildings, utilities
and other improvements would be subject to damage caused by ground shaking. The buildings will
be required to conform to all Uniform Building Code requirements, which address impacts
associated with earthquakes in the area. '
b) Is the site subject to substantial erosion and/or the loss of topsoil? NI. The site is flat and is
currently developed. As a result the Project will not result in the loss oftopsoil or result in erosion.
c-d) Is the site located on soil that is unstable or expansive or result in landslides, liquefaction or
collapse? LS. The Geotechnical Report identified that the site is comprised of predominantly silty
clays or sandy silts containing sufficient fine-grained material. The Report identifies that there is a
potential for localized liquefaction in some of the sandy layers occurring below the ground water
table, however, the Project design incorporates the Report's recommendations to ensure that these
impacts are less than significant.
e) Does the Project site have soils incapable of supporting on-site septic tanks? NI. The Project will
be connected to a sanitary sewer system provided by the Dublin San Ramon Services District and
therefore septic tanks will not be used.
Overall, no significant impacts to soils and geology are expected to occur as a result of the project.
VI. Hazards and Hazardous Materials
The project site is currently developed with an office building, surface parking, accessory structures and
landscaping. Pursuant to Government Code Section 65962.5, the site is not located on a hazardous waste
and substance site.

Proiect Impacts
a, b, c) Would the Project create a significant hazard to the public through the transport, use, disposal
or emission of hazardous materials? NI. Proposed uses for the Project include office and some
light industrial uses. Hazardous materials are not typically associated with these types of uses;
however, minor quantities of hazardous materials could be associated with the uses. These
materials could include lawn chemicals, cleaning solvents or other items typically used for building
and site maintenance.
d) Would the Project be located on a site which is included on a list of hazardous materials sites? NI.
Pursuant to Government Code Section 65962.5, the site is not located on a hazardous waste and
substance site. Additionally, the site has primarily been used for an office building since the mid
1970's and hazardous waste is not typically associated with such use.
e, f) If the site is located within an airport land use plan or within the vicinity of a private airstrip,
would the Project result in a safety hazardfor people working or residing in the area? NI. The
Project area is located to the west of the Livermore Municipal Airport, but is not within the airport
land area or near a private airstrip.
g) Would the proposed Project impair the implantation of the adopted emergency response plan or
emergency evacuation plan? NI. Adequate emergency access will be provided in the area through
the existing streets.
h) Would the proposed project expose people or structures to a significant risk of loss, injury or death
involving wildlandfires? NI. The Project site is located in an urban area which is currently served
by existing fire stations. There are no vacant properties near the Project site.
vm. Hydrology and Water Quality.
The project site is relatively flat. The Federal Emergency Management Agency (FEMA) has determined that
this property is located outside of a special flood hazard area (Map date September 1997).
Proiect Impacts
a) Would the Project violate any water quality standards or waste discharge requirements? NI.
Construction of the Project would require grading in order to construct the building pads,
roadways, utilities and other improvements. Public Works Standard Conditions of Approval for the
Project will require that a Stormwater Pollution Prevention Plan be prepared to reduce construction
and post-construction impacts to water quality.
b) Would the Project substantially deplete groundwater recharge areas or lowering of water tables?
NI. The Project will not alter the groundwater resources because drainage will be directed to the
existing storm drain system, which serves the existing developed site.
c) Would the Project substantially alter drainage patterns or result in flooding on or off the project
site? LS. The existing site is a developed site. The proposed development may slightly alter the

existing drainage pattern through the installation of new underground pipes, however this impact is
less than significant.
d) Would the Project create stormwater runoff that would exceed the capacity of drainage systems or
add substantial amounts of polluted runoff? NI. The existing site is developed and the proposed
Project has been designed to accommodate additional stormwater runoff as a result of the proposed
Project.
e) Would the Project substantially degrade water quality? LS. As discussed above, existing
groundwater resources will not be impacted as a result ofthis Project.
f) Would the Project place housing within a 1 OO-year flood hazard area as mapped by a Floor
Insurance Rate Map? NI. This Project does not include housing units.
h,i) Would the Project place within a 100-year flood hazard boundary structures that impede or
redirectfloodfloor, including damfailures? NI. No portion of the Project site is located within a
flood hazard area as defined by the Federal Emergency Management Agency.
j) Would the Project result in inundation by seiche, tsunami or mudflows? NI. The site is not located
near a significant body of water which could result in a seiche. The risk of a potential mudflow is
considered low since the site and area are generally flat and no historic mudflows or landslides
have been identified on the site.
V. Land Use and Planning
The Project site is located adjacent to Dublin Boulevard and Clark Avenue. The existing building and
related improvements were constructed in mid 1970's and the surrounding properties were also developed
around the same time. The property is located in an existing highly urbanized area and the proposed Project
will intensify the existing property in a manner similar to the surrounding properties and compatible with the
limits established by the Dublin General Plan and Zoning Ordinance.
Proiect Impacts
a-d) Would the proposed Project physically divide an established community? NI. The project site is
developed, located on an existing parcel and is located between Dublin Boulevard and Clarke
Avenue.
b-d) Would the Project conflict with any applicable land use plan, policy or regulation? NI. The
proposed Project site has a land use designation of Business ParklIndustrial. The property is
located in the CO (Commercial Office) zoning District. Both the land use and zoning designation
allow a wide variety of office uses. The proposed project includes four buildings which will be
sold for research and development business, offices and some medical uses.
c) Would the Project conflict with a habitat or natural community conservation plan? NI. A habitat
or natural community conservation plan has not been adopted for this area and therefore
development on the project site would not impact an established plan.

Overall, no impacts to land use and planning are expected to occur as a result ofthis Project.
VI. Mineral Resources
The Project site contains no known mineral resources.
Proiect Impacts
a, b) Would the project result in the loss of availability of significant mineral resources? NI. No known
sources of mineral resources exist on the site.
Overall, no impacts to mineral resources are expected to occur as a result of this Project.
XI. Noise
Major sources of noise on and adjacent to the Project site include noise generated by vehicles on 1-580
which is located approximately 828 feet away, 1-680 which is located approximately 503 feet away and
Dublin Boulevard.
Proiect Impacts
a) Would the Project expose persons or generate noise levels in excess of standards established by the
General Plan or other applicable standards? NI. The City of Dublin General Plan includes
policies which requires the development to be constructed in accordance with the City's noise
exposure limits (see Table 9.1 in the General Plan) and the Project will be required to conform to
these requirements. Office development, however, does not typically generate high levels of noise
and impacts as a result of the development are expected to be less than significant.
b) Would the Project expose persons to excessive groundbourne vibration or groundbourne noise
levels? NI. No impacts are anticipated for groundbourne vibration or noise, since no sources of
vibration currently exist within or adjacent to the Project, such as heavy industrial facilities or
railroads.
c-d) Would the Project substantially increase temporary or permanent ambient noise levels? LS. The
proposed Project may result in a minor increase in noise levels in the area. These increases would
include temporary noise increases due to construction of the Project and permanent noise increases
associated with additional vehicular trips associated with the Project. These increase, however, are
expected to be minor due to the high levels of noise already present in the area; the determination
that the proposed Project will not significantly increase vehicular trips on the site; and the
application of a standard condition of approval, as applied to all new construction, requiring
approval and implementation of a Construction Impact Reduction Plan.
e,j) For a Project located within an airport land use plan or within two miles of an airport, would
the project expose people to excessive noise levels? NI. The Property is located more than two
miles from the Livermore Municipal Airport, which is the closest airport to the project site.

Overall, no impacts related to noise are expected to occur as a result ofthis Project.
Xll. Population and Housing
The City population as of January 1, 2006 was estimated by the State Department of Finance to be 41,907.
Proiect Impacts
a) Would the Project induce substantial population growth in an area, either directly or indirectly?
LS. The increase in commercial floor area (square footage) on the site is consistent with the Floor
Area Ratio established by the Dublin General Plan. Additionally, the proposed Project is a
commercial development and therefore will not significantly increase the population in the area.
b, c) Would the Project displace a substantial number of existing housing units or people? NI. No
housing units are currently present on the site.
Overall, no impacts with respect to population and housing are expected to occur as a result of this Project.
XIII. Public Services.
Fire Protection: The City of Dublin contracts with the Alameda County Fire Department for fire protection
services including fire suppression, fire prevention, education, inspection services and hazardous material
control to the community.
Police Protection: The City of Dublin contracts with the Alameda County Sheriff Department to provide 24-
hour security patrols throughout the community in addition to crime prevention, crime suppression and
traffic safety.
Schools. The Dublin Unified School District (DUSD) provides educational services to residents in the City
of Dublin.
Maintenance. Maintenance of public streets, roads and other governmental facilities are the responsibility of
the City of Dublin Public Works Department.
Solid Waste Services. Solid waste services are provided by Amador Valley Industries.
Proiect Impacts
a) Fire protection? LS. Construction of the proposed project would increase demand for fire and
emergency services on the site. As part of Site Development Review and Building Permit Review
of this project, specific fire protection requirements will be imposed to ensure compliance with the
California Fire Code to ensure that impacts are less than significant.
b) Police protection? LS. An increase in the demand for police services may occur as a result ofthe
increase in building square footage on the site. As part of the Site Development and Building

Permit review process, specific security requirements will be imposed on the Project to ensure
compliance with applicable provisions of the City of Dublin Municipal Code. Incorporation of
these measures will ensure that impacts are less than significant.
c) Schools? NI. The proposed Project is for the construction of a new office complex. The proposed
Project will not significantly increase demand for schools in the area.
d) Maintenance of public facilities, including roads? LS. Approval of the project would increase the
long-term maintenance demand for roads. However, the additional demands will be offset by
additional City impact fees and property tax revenues.
e) Solid waste generation? LS. Approval of the Project would increase generation of solid waste
during construction and during the life of the buildings. The Project will be required to provide
adequate garbage and recycling facilities on the site.
Overall, no additional impacts with respect to public services are expected to occur as a result of this
Project.
XIV. Recreation
Nearby community and recreational facilities include: the Dublin Sports Park, Iron Horse Trail and the
Library.
Proiect Impacts
a) Would the Project increase the use of existing and neighborhood or regional parking? NI. The
proposed Project will not result in an increase in the number of residential units constructed in the
area. As a result, there will be no impacts on neighborhood or regional park facilities.
b) Does the Project include recreational facilities or require the construction or expansion of
facilities which may have an adverse impact on the environment? NI. The proposed Project does
not include any recreational facilities.
Overall, no additional impacts to recreation are expected to occur as a result of this Project.
XV. Transportation/Traffic
The City's Traffic Engineer reviewed the proposed project to determine if the proposed Project would create
a significant impact on traffic in the City. His findings are attached to this Negative Declaration (Source 7).
Existing Transportation Network
The project site is served by a number of regional freeways and sub-regional arterial and collector roadways

Interstate 580 - An eight lane east-west freeway that connects Dublin with local cities such as Livermore to
the east and Hayward and Oakland to the west. Interchanges near the project site include
Dougherty/Hopyard Road and San Ramon Road.
Interstate 680 - A six lane north-south freeway that connects Dublin with local cities such as San Ramon to
the north and Pleasanton to the south. Interchanges near the Project site include Village Parkway and
Amador Plaza Road.
Dougherty Road - A six lane road between Dublin Boulevard and 1-580 (the road continues as a six lane
road as Hopyard Road in Pleasanton). This road reduces to four lanes from Dublin Boulevard to the
Alameda County/Contra Costa border where it reduces to two lanes.
Dublin Boulevard - This is a major arterial roadway in the City. The road extends from the City Limits in
the west and will connect to Fallon Road in the future.
Village Parkway - Extends from Clark Avenue to Alcosta Boulevard. Once Village Parkway crosses over
Dublin Boulevard, it has four lanes with raised center landscaped and hardscape medians. This road
provides access to San Ramon and to a northbound freeway ramp onto 1-680.
Amador Valley Boulevard - This road is located north ofthe Project site and extends in an east-west
direction. This road extends from San Ramon road to Dougherty Road.
San Ramon Road - This road is located to the west of the Project Site. San Ramon Road extends from 1-580
(where it connects with Foothill Road in Pleasanton) to the City of San Ramon.
Proiect Impacts
a) Would the Project cause an increase in traffic, which is substantial to existing traffic load and
street capacity? LS. The City's Traffic Engineer has determined that the increase in building area
on the site would result in net increase of 40 trips during the AM peak hour and a net increase of
38 trips during the PM peak hour. Because the Project would not generate more than 100
additional trips during the AM or PM peak hours, the City's Traffic Engineer has determined that
the increase in traffic would not be a significant impact. Additionally, the proposed Project is
located within close proximity to the future Western Dublin BART station and a bus stop is located
in front of the Project.
b) Would the Project exceed, either individually or cumulatively, a LOS standard established by the
County CMAfor designated road? NI. As discussed above, the Project would generate less than
100 additional trips during the AM or PM peak hours and therefore would not create a significant
impact any County CMA roads.
c) Would the Project result in a change in air traffic patters? NI. The proposed project would have
no impact on air traffic patterns because it is an office development and is not located near any
airport.

d) Would the project substantially increase hazards due to a design feature or incompatible use? NI.
Approval of the Project would result in the construction of a new project with a new internal
circulation system. The proposed Project does not include altering any of the existing entrances to
the Project site or the existing roadway.
e) Would the Project result in inadequate emergency access? NI. The proposed Project has been
reviewed with respect to emergency access by the City's Fire Department and the Police
Department. The Departments have concluded that the site has been adequately designed for
emergency access.
f) Would the Project result in inadequate parking capacity? NI. The proposed project has been
reviewed with respect to parking and the City has determined that the proposed Project meets the
requirements of the Dublin Zoning Ordinance with respect to parking.
g) Would the Project create hazards or barriers for pedestrians or bicyclist? NI. The Project has been
designed to so that there are no hazards to pedestrians and bicyclists.
XVI. Utilities and Service Systems
The Project is consistent with the General Plan and Zoning use and density designations. The Project site is
served by the following service providers:
Sewage treatment and local water supply: Dublin San Ramon Services District and Alameda County Flood
Control and Water Conservation District, Zone 7.
Regional water supply and distribution: Alameda County Flood Control and Water Conservation District,
Zone 7
Storm drainage: City of Dublin/Alameda County Floor Control and Water Conservation District, Zone 7.
Proiect Impacts
a) Would the Project exceed wastewater treatment requirements of the RWQCB? NI. The regional
wastewater treatment plant is currently operating in compliance with local, state and federal water
quality standards.
b) Would the Project require new water or wastewater treatment facilities or expansion of existing
facilities? NI. The existing site is served by water and wastewater facilities. No changes are
expected to occur as a result of the Project.
c) Would the proposed Project require new storm drainage facilities? NI. A storm drainage system
currently exists on the site and will be upgraded for the project.
d) Are sufficient water supplies available to support the Project? LS. The proposed Project will
minimally increase the demand for water for domestic and irrigation purposes. The increase in
water will be accommodated by Zone 7 and the Dublin San Ramon Services District.

e) Does the current wastewater provider have adequate capacity to serve the project? NI. Approval
of the Project and construction of the office development may result in a minor increase in the
demand for wastewater treatment over present conditions. The Dublin San Ramon Services District
has reviewed the proposed Project and has not expressed any concerns regarding the additional
building area.
t) Would the project be served by a landfill with adequate capacity to serve the Project? LS.
Construction of the Project would increase solid waste generation over time. However, as
statewide regulations mandating increased recycling take effect, the amount of solid waste reaching
the landfill would decrease. The Project plans show that adequate recycling bins will be provided
throughout the Project to encourage recycling on-site.
g) Would the Project comply with federal, state and local statues and regulations related to solid
waster? NI. The City of Dublin and the City's solid waste provider would ensure that developer of
the Project would adhere to federal, state and local solid waste regulations.
Overall, no additional impacts to utilities and service systems are expected to occur as a result of this
Project.
XV. Mandatory Findings of Significance
a) Does the project have the potential to degrade the quality of the environment, substantially reduce
the habitat of fish or wildlife species, cause a fish or wildlife population to drop below self-
sustaining levels, threaten to eliminate a plant or animal community, reduce the number of or
restrict the range of a rare of endangered plant or animal or eliminate important examples of the
major periods of California history or prehistory? No. The analysis in this Initial Study indicates
that the proposed Project will not have a significant adverse impact on the overall environmental
quality, including biological resources or cultural resources.
b) Does the Project have impacts that are individually limited, but cumulatively considerable? No.
The Project represents an example of in-fill development in an existing urbanized area which is
served by an existing transportation network including roadways and public transportation. No lon-
term environmental impacts are expected to occur as a result of this Project.
c) Does the Project have environmental effects which will cause substantial adverse effects on human
beings, either directly or indirectly? No. As discussed in the Initial Study, no impacts on human
beings are expected to occur as a result ofthe Project.
