The cost to install new signs, pavement markings, and red curb
markings for the proposed pedestrian access safety measures is
estimated at $2,500. SutÌÌcient funds are budgeted in the Street
Maintenance Operating Budget to cover this oost.
FINANCIAL STATEMENT:
The City included a contingency item in its Crossing Guards
Operating Budget in Fiscal Year 2005-2006 for a potential ncw
crossing guard at Fallon School. The cost to add a second crossing
guard for this school is $9,857. It is proposed that the City cover
this cost by appropriating new funds to the Crossing Guards
Operating Budget.

DESCRIPTION: With the opening of the new Eleanor Murray Fallon School in
Dublin on August 29, 2005, City Staff conducted a comprehensive field review of children crossing
activities in the area during the t\rst three weeks of the school year. This review was intended to idcntify
the primary walking routes to school and major crossing locations that children use on their way to/from
school, and to determine the appropriate traffic safety measures to ensure the school children's safety.
The field review revealed that children who walk or bike to school cross public streets at three
uncontrolled locations on Antone Way, Grafton Street and South Dublin Ranch Drive, as indicated below.
These crossings do not have marked crosswalks.
I. Antone Way at Grafton Street
2. Grafton Strect at Saddlebrook Place/Castleton Lane
3. South Dublin Ranch Drive at Woodshire Lane
The primary school routes observed during thc field review are shown on the Arca Map (Attachment 2)
with a red dash line pointing in the inbound direction toward the school. The three crossings listed above
are highlighted in yel10w on the Area Map.
Staff collected pedestrian counts of children crossing at these locations on three scparate days in the
morning and afternoon whcn children walked or biked to and from school, respectively, and calculated the
avcragc numbcr of crossing children at each location as listed below.

In some cases, the morning count for a particular crossing was much higher than the afternoon count
because of the staggered dismissal times for the different grades on certain days of the week. This
explains why the avcragc counts are higher in the morning at locations (2) and (3) in the above table.
A summary f()l1ows of the physical, regulatory and operational characteristics for each crossing location:
Antone Way @ Grafton Street
· Antonc Way is uncontrolled at Grafton Street.
· No marked crosswalks exist on Antone Way at this intersection.
· Gratton Street is controlled by a stop sign.
· The posted speed limit on Antone Way is 25 mph.
· The averagc daily traffic volume on Antone Way is 1,400 vehicles per day.
· Traffic spceding tendencies were observed on Antone Way.
· This intersection is in close proximity to Fallon School and is on one of the primary school routes.
· The average number of children crossing Antone Way at Grafton Street ranges between
approximately 25 and 29 children during the moming or afternoon period, with a maximum
observed volume of 38 crossing children, which is slightly below the 40 school pedestrian
threshold suggested in Caltrans' Traffic Manual for oonsidering use of a crossing guard.

· Thc average daily traffic volume on Grafton Street is approximately 1,800 vehicles per day.
· This intersection is in close proximity to Fallon School and is on one of the primary school routes.
· Sight distance for vehicles turning from Saddlebrook Placc or Castleton Lane onto Grafton Strcct
is atTected by thc alignment of Grafton Street which has a comhination of horizontal and vertical
curves, particularly when vehicles are parked on either side of Grafton Street during drop-off or
pick-up periods tor the school children.
· The average number of children crossing Gratton Strect at this intersection ranges between
approximately 33 and 45 children, with the latter volume exceeding the 40 school pedestrian
threshold suggested in Caltrans' Traffic Manual for considering use of a crossing guard.
South Dublin Ranch Drive (tv, Woodshlre Lane
· South Duhlin Ranch Drive is uncontrolled at Woodshire Lane.
· No markcd crosswalks exist on South Dublin Ranch Drive at this intersection.
· Woodshire Lane is controlled by a stop sign.
· The posted speed limit on South Dublin Ranch Drive is 25 mph.
· The average daily traffic volumc on South Dublin Ranch Drive is approximately 6,000 vehicles
per day.
· Tratlic speeding tendencies were observcd on South Dublin Ranch Drive.
· This intersection is immediately adjacent to a school gate oft' South Dublin Ranch Drive and is on
one of the primary school routes. The school gate connects to a walkway ramp on the school
property, which provides direct access to the school.
· The vehicular traffic volume on South Dublin Ranch Drive includes 427 vehicles during the
morning peak hour, which exceeds Caltrans' Traffic Manual thrcshold of 350 hourly vehicles for
considering use of a crossing guard.
· The average number of children crossing South Dublin Ranch Drive at this location ranges
bctwccn approximately 19 and 46 children, with the latter volume exceeding the 40 school
pedestrian threshold suggested in Caltrans' Traffic Manual for considering use of a crossing guard.
Proposed Pedestrian Access Safetv Measures
The City's Traffic Safety Committee conducted a thorough review of the above findings and concluded
that (he City should take the following pedestrian access safety measures to ensure the safety of school
children as they walk or bike to/from Fallon School:
I. Establish crossing guard supervision at two uncontrolled locations along the primary walking
routes to school. One crossing guard should be assigned to crossing children across South
Dublin Ranch Drive at Woodshire Lane, and the other crossing guard should be assigned to
crossing children across Antone Way at Grafton Street.
2. Upgrade the current tratÌÌc control at the Grafton StreetiSaddlebrook Plaee/Castleton Lane
intersection to 4-way stop sign control by installing stop signs on Grafton Street and striping

yel10w crosswalks across this street. The proposed 4-way stop sign control is justified at this
location on the basis of safety considering that: (I) this intersection is located in a school area
with heavy volumes of school children crossing Grafton Street; (2) sight distancc limitations
exist at this intersection as vehicles egress from the adjacent residential developmcnts, as
described above; and (3) the proposed 4-way stop sign control would result in minimal
interruption to traffic flow on Grafton Street due to the low daily traffic volumes on this street.
3. Establish 100 feet of "No Parking" zone on the south side of South Dublin Ranch Drive west
of Woods hire Lane to enhancc sight distance for pedestrian crossing.
4. Establish 100 feet of "No Parking" zone on the north side of Antone Way at the Grafton Street
intersection to enhance sight distance for pedestrian crossing.
5. Establish 50 feet of "No Parking" zone on the south sidc of Antone Way west of Gratton Strect
to enhance sight distance for pedcstrian crossing.
Adiacent Residential Developments
There is currently a residential development (Pulte Homes) under construction located directly to the east
of Fallon School, consisting of 121 single-family units. This development is expected to be completed
and ful1y occupied in 2006. The project could generate approximately 44 elementary school students and
21 middlc school studcnts, for a total of 65 students, based on the traffic study prepared for Fallon School
hy TJKM Transportation Consultants in February 2004. It is anticipated that these students will walk to
school due to its proximity to the residential development, which. will necessitate crossing Grafton Street
at Madden Way/Kohnen Way. Therc arc currently 4-way stop signs and yel1ow-markcd crosswalks at this
intersection to al10w school childrcn to cross Grafton Street safely without the need for crossing guard
supervisIOn.
The area located directly south of the school site is planned for a single-family residential development
consisting of 119 dwelling units. This deve10pment is expected to be completed and occupied in 2007.
Similar to the Pu/te Homes project to the east, this development could generate approximately 65
elementary and midd1e school students, who will cross Kohnen Way to access Fallon School. Kohnen
Way has two T-intcrsections, with the inbound and outbound driveways connecting to the school's
internal loop road. Both intersections are equipped with 3-way stop signs and yellow-marked crosswalks
to allow school children to cross Kohnen Way safely without the need for crossing guard supervision.
Public Outreach
City Staff recently met with the Principal of Fallon School to discuss the proposed pedestrian access
safcty measurcs and rcceived the Principal's concurrence on thc plan. The City also notificd area
residents who would be affected by the proposed 4~way stop sign installation at the intersection of Grafton
StrcetlSaddlcbrook Place/Castleton Lane. These residents usc Saddlebrook Place or Castleton Lane on a
daily basis. Staff will report any feedback from residents to the Council at the Public Hearing.
Recommendation
Staff recommends that the City Council conduct a public hearing, deliberate and adopt the Resolution
(Attachmcnt I) approving implementation of the proposed pedcstrian access safety measures for Eleanor
Murray Fallon School. Staff further recommends that the City Council approve a budget change in the
amount of $9,857 to the Crossing Guards Operating Budget for Fiscal Year 2005-2006.

WHEREAS, Eleanor Murray Fallon School WaS newly opened on August 29, 2005, as a K-8 grade school
in Dublin; and
WHEREAS, City Staff conducted a comprchcnsive field review of children crossing activitics in the
Fallon Schoo1 area during the first three weeks of the school year: and
WHEREAS, said review was intended to idcntify the primary walking routes to school and major crossing
locations that childrcn usc on their way to/from school, and determine the appropriate traftlc safety measures to
ensure school children safcty;
The City Council ofthc Oty of Duhlin hereby resolves as follows in the intercst ofpuhlic safety:

following locations and shall be added to Section 628.010 of the City ojDuhlin Traffic Code:
