DESCRIPTION:
Green building is a whole systems approach to the design, construction, and operation of buildings, which
employs materials and methods that promote natural resource conservation, energy and water efficiency,
and good indoor air quality. Green buildings benefit building industry professionals, residents and
communities by improving construction quality, increasing building durability, reducing utiliiy,
maintenance, water and energy costs, creating healthier homes, and enhancing comfort and livability.
DISCUSSION:
At the March 16,2004 City Council Meeting, the City Council adopted a Green Building Ordinance
requiring that all City projects with an estimated cost of construction valued at $3 million or greater, be
designed to meet a minimum Leadership in Energy and Environmental Design (LEED) Silver rating. In
order to establish implementation measures to achieve compliance with the Green Building Ordinance,
Staff developed Operational Guidelines for Green Building Practices, which was approved by the City
Council on June 21, 2005. The green building practices contained in the Ordinance and Operational
Guidelines apply only to City projects and not to private development.

In order to cncomagc green building practices in private, residential developments, the Alameda County
Waste Management Authority (ACWMA) developed three sets of green building guidelines, targeting
new home construction, remodeling and multi· family development (Alameda County Residential Green
Building Guidelines).
The Guidelines are a set of voluntary measures and practices for sustainable home construction that have
been developed to provide local governments with a ready-to-use educational tool for City staff, builders
and homeowners and which offer a range of green practices for builders to choose from.
The ACWMA developed the Alameda County Residential Green Building Guidelines through a
collaborative process and partnership among builders, green building experts, suppliers and government
staff in Alameda County. The Guidelines include a Green Points checklist, a tool to assess how green a
project is. The practices contained in the Guidelines were selected for their viability in today's market and
their ability to promote sustainable buildings and communities. The Guidelines are updated periodically
using a broad stakeholder process.
On September 28, 2005 The Alameda County Waste Management Authority (ACWMA) endorsed a
model resolution for jurisdictions in Alameda County to adopt the Alameda County Residential Green
Building Guidelines as a City reference document.
The attached Resolution would not mandate any particular action by private builders, developers, or
others, and does not impose any new building standards or requirements. Increasingly, building
professionals, homeowners, and businesses are voluntarily seeking to implement grccn building practices.
Having an official City Reference Guide that sets forth feasible and proven green building measures
would provide a useful source of information for such individuals and businesses.
This action would be another step, [ollowing the adoption of the City's Green Building Ordinance,
demonstrating the City's commitment and desire to encourage green building within the City.
RECOMMENDATION
Staff recommends that the Council adopt thc Resolution adopting the Alameda County Residential Green
Building Guidelines as a City reference document.

ADOPTING THE AI"AMEDA COUNTY RESIDENTIAl, GREEN BUILDING
GUIDELINES (FOR NEW HOME CONSTRUCTION, HOME REMODELING AND
MULT1I<'AMIL Y) AS A CITY REFERENCE DOCUMENT
WHEREAS, the City of Dublin's (City) General Plan sets torth goals for preserving and
improving the City's natural and built envirOlllilent, protecting the health of its residents and
visitors, and fostering its economy; and
WHEREAS, green building is a whole systems approach to the design, construction, and
opcration of buildings, which employs materials and methods that promote natural resource
conservation, energy and water efficiency, and good indoor air quality; and
WHEREAS, green buildings benefit building industry professionals, residents and
communities by improving construction quality, increasing building durability, reducing utility,
maintenance, water and energy costs, creating healthier homes, and enhancing comfort and
livability; and
WHEREAS, in recent years, green building design, construction, and operational
techniques have become increasingly widespread in California and the nation, with many
homeowners, businesses, and building professionals voluntarily seeking to incorporate green
building techniques into their projects; and
WHEREAS, the Alameda County Waste Management Authority had developed a series
of voluntary guidelines designed specifically for the residential building industry for New Home
Construction, Home Remodeling and Multifamily ("Alameda County Residential Green Building
Guidelines") that provide helpful and valuable guidance for applying these techniques to
residential building projects; and
WHEREAS, the practices contained in these Alameda County Residential Green
Building Guidelines were selected for their viability in to day's market and their ability to
promote sustainable buildings and communities; and
WHEREAS, a numbcr of cities and counties throughout California have used these
guidelines and;
NOW THEREFORE, BE IT RESOL YED, that private residential developers should
be cncouragcd to use green building design, construction and operation whenever feasible; and
NOW THEREFORE, BE IT FURTHER RESOL YED, that the City Council of the
City of Dublin does hereby adopt the Alameda County Residential Green Building Guidelines
attached hereto as EXHIBIT A, as they may be amended ITom time to time, as a City reference
document and directs City staff to explore incentives to encourage use of the Guidelines by
