RECOMMENDATION: 2) Additional engravings requests will formally sunset at the end of December 2005. FINANCIAL STATEMENT: In thc 2004-05 Capital Improvement Project 93175 - Public Safety Memorial a total of $67,305 was budgetcd. The maximum amount or Gencral Funds dollars that wcrc allocated was $37,305. The remaining balance of $30,000 was to be fUnded through the fundraising efforts of the DubJin Lions Club. The City Council necds to formally recognize and accept thc donations for the City of Dublin Public Safcty Memorial from the Dublin Lions Club, Dcputy SherifPs Association of Alamcda County, Alamcda County Firefighters Association, and other major donors (major donors are defined as (hose organizations/individuals that contributed $1,000 or more). Thc donations were accepted and thc City announced the continued fundraising on thc City's wcbsitc. It is rccommended that the City would sunset the acceptance or any additional donations for engravings at the end of December 2005. At the Mß1'Ch 4, 2003 City Council mccting, Staft' presented the Council with the Public Safety Line of Death ProtoçoI¡md Public Safety Memorial Alternatives. At that meeting, the City C01.Ulcil directed thc pubBc Safety Memorial Committcc to move forward with a Public Safety Memorial of a frccstandillg bronze sculpture comprised off our figureS dE:picting a Fircfighter, Police Officer and two children. There have been a varicty offundraising activities that have occurred since March 4,2003 to help m~)ve this project forward. In AUb'llst 2004, Brodin Studios notified the Public Safety Conunittee that pricc increase for the frccstanding bronze sculpture was necesswy due to the increases in raw materials and labor. At that mecting the City Council made the decision to fund an additional amount of $22,305 for a graud total contributcd by the City of $37,305. With this additiOTlal funding the project was able to move forward. a-. Vb 6' Staff b.as been working behind the sceMS to coordinate this effort. and the Public Safety Committee is ph~ased to advise the Council that the frcc~tanding bronze sculpture is in the City's possession. The pedestal for the sculpturc has bcCll completed, and Staff is in the final stages of securing the lighting for the sculpture. Staff bas also been re.verifying the engravings with our various donors to mISI.IJ'e that names and MY inscriptions arc correct. The next step in this process will be the dedication of the Public Safety Memorial. The Public Safety Commi ttee has mct on this matter Iilld is recommending the datc of Sunday, September 11, 200~ for the dedication. The Public Safety Committee felt that the date allowed for the dedication of the Public Safety Memorial and also would honor the date of September 11 tb. At that meeting. the City Council directed the Public Safety MCIIlorial Conunittee to move forward with a Public Safety Memorial of a ftee8tanding bronze sculpture comprised of four figures depicting a Firefighter. Police Offica and two children. The estimated cost of the Public Safety Memorial is $60,000, which includes both the pre-cut sÞtue from tbe Brodin Studios and pedestal. At the September 16, 2003 City Council m...eting, Staff provided all update on the Public Safety Memorial project. Staff presented the City Council with a request for fundraising activities. which included concrete engraving and plaques to be placed on the conctete benches adjacen1 w the ptOpoeed memorial. These articles have described the Dublin Public Safety Memorial and tho commitment on ensuring the completion of the project. Additional íunclraising efforts included a pancake breakfast hollted by the Dublin Lions: Club thAt was part of the Day on the Glen Festival in September 2003. In December 2003, the City of Dublin participated in a competitive grant process with the U.S. Department of Jw.¡tiec, Burenu of Justice Assistance, FY 2004 Law Enforcement Tribute. Act. A $30,000 grant was tequested in onler to complete the Dublin Public Safety Memorial. Unfortunately, although the il'ant proposal received hl¡h praise and a score of 92.3, the City of Dublin was not awarded the grant. Staff has continued to search for grant opportunities to belp fw:\d the Public Safety Memorial but at the writing ofthìs Staffrcport there are no grant opportunities to be found. Brodin Studios recently notified the Public Safety M....,orial Committee that as of August 1. 2004, they would no looter- be able to guaraDteð the pricc that was originally quoted to Stiff in Mørch 2003. which was $45,000 for the four bronze sculptures. This is based OD the fact that tÞeir fees have increased from $45,000 to $50,000 due to the cwrent cost ofbmnze and labor. 8t8ft has contacted Brodin Studios and provided them with information on our fundrailing efforts and timeline. Brodin Studios has graçiol,lsly agreed to honot the original price quote of $45,000 for the coJIUlrission until September 3D, 2004. The prico will tbon increase by $5,000 to the DOW commiøsion agreement of $50,000. The Deputy Sheriff's Association and the AlllIlleda County Fire Fighters' AIIIIociation hl....e both been ¡¡ontactcd and solicited for additi¡¡na.J. dODation~ Unfortunately both AssocîatioDS have other financial constraints, which presently win not allow them to donate a substantial amount at tho present tÎIxIe. The Public Safety Memorial Committee is roquelltÎn¡ Council to cO!'Jsider an increased contribution of SIO,OOO for II &eta! contribution of $25,000. This will allow Staff to commission the sculpture at the original quote of 545,000 and avoid the incrcase o[$S,OOO. The estimated time for completion oftbe pre- cast memorii1l is six to nine months.
