FINANCIAL STATEMENT:
None
DESCRIPTION: The 23'd Annual St. Patrick's Day Celebration is scheduled for the
weekend of March 18 & 19,2006. The St. Patrick's Day Liaison Committee has met and Staff has plans
well under way for this year's event.
FESTIVAL ARTWORK
The City has had a tradition of crcating colorful, cyc-catching posters for the St. Patrick's Day Fcstival. In
2005, the main focal point of the poster was a large shamrock filled with four event photos. Prior to 2005,
the City had been using the same layout for the poster for the five previous years (2001 - 2004) which
featured the festival artwork surrounded by a green border listing the cvent information. This year both
postcr layout options havc been prepared for consideration by the City Council.

Option I would utilizc thc postcr layout that was used prior to 2005 in which an artist rendering is
surrounded by a green border listing the event information. Staff has contracted with a local artist to
prepare to two different hand drawn artist renditions promoting the charm of the festival. Attachment I
depicts an Irish woman playing the harp and a secondary visual of a child performing an Irish dance.
Attachment 2 depicts a different drawing of the Irish woman and child dancer and also includes a young

overlaid on the 2004 poster. If this option is selectcd, the dates and event information would be updated.

Option 2 would utilizc a similar poster layout rrom 2005. Attachmcnt 3 provides the basic poster format
approved in 2005 with an updated look, dcpicting a more graphic shamrock design. For this option, four
photos would be selected trom Attachment 4 to be incorporated into the shamrock design.
Thc Parks and Community Services Conunission has reviewed the artwork and recommends eontinuing
with the Shamrock design and updating it by ineorporating new photos rrom past events.
ROAD CLOSURES
The loeations ofthe festival, parade and fun run will be the same general vicinity as last year.
The parade will be staged on Amador Plaza Road between Dublin Boulevard and Amador Valley
Boulevard. The parade route will begin on Dublin Boulevard at Amador Plaza, head east to Village
Parkway, north to Amador Valley Boulevard, and west to Donohuc Drive where it will disperse into the
Target parking lot.
Thc Fun Run will start on Amador Valley Boulevard at Regional Street. Runners will hcad west on
Amador Valley Boulevard to San Ramon Road, north to Bellina Drive, and south through the residential
neighborboods to finish in the Shamroek Village Shopping Center parking lot. Pre and post race activities
will be held in onc comer of the Shamrock Village Shopping Center.
The festival will be held on Amador Valley Boulevard between Rcgional Street and Donohue Drivc.
However, there are somc ancillary ehanges to the previous year's layout. Thc Dublin Senior Center will
house the Conununity Stage, which will provide the first-ever indoor venue for the festival. The Senior
Ccntcr Staff parking lot located on the west side of thc building will be blocked off for an added
attraction, called Ire'land, which will feature Irish vendors only. The south side of the Senior Center
parking lot will be reserved for entertainmcnt and vendor parking. Access to Wicklow Square parking
garage will be provided for residents and guests. The small, east sidc parking lot of Anderson's TV will
accommodate the carnival rides. These changes are due in large part to the remodeling of the Shamrock
Village Shopping Ccntcr. Only a small portion of Shamrock Village's parking lot along Amador Valley
Boulevard will be available for the Festival and will be used for a row offood booths.
Each year the City Council adopts a resolution to temporarily closc the streets for the events. Vehiclc
Code section 21101, subdivision (c), provides that local authorities may, by ordinance or resolution,
temporarily close a portion of any street under thcir jurisdiction for "celebrations, parades, local special
events, and other purposes" as long as the authorities determine that the closing is ''necessary for thc
safety and protection of persons who are to use that portion of tbe street during the temporary closing"
Attachment 5 is a resolution authorizing the temporary street closure lor the festival. In addition to
authorizing thc tcmporary street closure for the festival, the resolution also authorizes the temporary street
closures neccssary for the St. Patrick's Day Parade and the Shamrock 5K Fun Run and Walk. Following
the adoption of thc rcsolution, Staff will prepare a direct mailing in early January to all residents and
businesses affected by the road closures.
RECOMMENDATION:
Staff rccommends that the City Council take the following aetion:

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AUTHORIZING TEMPORARY STREET CLOSURES FOR THE
2006 ST. PATRICK'S DAY FESTIVAL, PARADE AND
SHAMROCK 5K FUN RUN & WALK
WHEREAS, the California Vehicle Code scction 21101, subdivision (c) provides that local
authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction
for "cclcbrations, parades, local special cvents, and other purposes: as long as the authorities determine that
the closing is "necessary for the safcty and protcction of persons who are to use that portion of the street
during the temporary closing"; and
WHEREAS, the City annually celebrates St. Patrick's Day with a Festival, Parade and Fun Run; and
WHEREAS, these events are hcld on City streets; and
WHEREAS, the City has determined that it is necessary for the safety and protection of the public to
temporarily close City strects as follows;

WHEREAS, signs giving notice of the street closures will be posted at all road entranees; and
WHEREAS, traffic control devices ercctcd by the City to effectuate the road closures will conform
to the uniform standards adopted by the State Department of Transportation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin docs hereby
authorizc the aforementioned temporary street closurcs for the 2006 St. Patrick's Day Festiva1, Parade and
Shamroek 5K Fun Run & Walk.
