RECOMMENDATI~ \ Waive reading and adopt Ordinance amending Section 2.08.020 of the Dublin Municipal Code to provide for an increase in the salary for members ofthe City Council after the November 2006 election. FINANCIAL STATEMENT: The Ordinance would increase the salary for members of the City Council in an amount equal to 5% of the current $687.58 monthly compensation for calendar years 2005 and 2006, for a total of $758.06 monthly compensation. The Mayor receives an additional $100 monthly. DESCRIPTION: At its January 3, 2006 meeting, the City Council conducted a public hearing, waived the reading and introduced an Ordinance which would increase the salary for members of the City Council in an amount equal to 5% of the current $687:58 monthly compensation for calendar years 2005 and 2006, for a total of$758.06 monthly compensation. The Mayor receives an additional $100 monthly (see attached Staff Report). Recommendation: Staff recommends that the City Council waive the second reading and adopt the Ordinance amending Section 2.08.020 of the Dublin Municipal Code to provide for an increase in the salary for members of the City Council after the November 2006 election. The Mayor receives an additional $100 monthly. DESCRIPTION: Government Code Section 36516(a) allows a general law city to provide a salary to Councilmembers. Compensation may be increased by ordinance ''not to exceed an amount equal to 5% or less for each calendar year :from the operative date of the last adjustment of the salary in effect when the ordjnAn~e or amendment was enacted" (Government Code Section 36516(c). Councilmembers currently receive $687.58 per month as compensation. The Dublin City Council last adjusted salaries for the Council in February 2004 and was effective after the November 2004 election. Z. 1/t'7 lOb 2 ot 5 The attached Ordinance will increase salaries for calendar years 2005 and 2006, as follows: Current compensation: $687.58 2005 increase: $721.96 2006 increase: $758.06 The attached Ordinance increases the monthly compensation to $758.06 for each City Councilmember. In accordance with Dublin Municipal Code Section 2.08.020 B and State law, the increase would not become effective until new Councilmembers are swom into office following certification of the November 2006 election. The Mayor's salary will include an additional $100 per month, pursuant to DMC Section 2.08.040. OF mE CITY OF DUBLIN ********* AMENDING DUBLIN MUNICIPAL CODE SECTION 2.08.020 AND PROVIDING FOR AN INCREASE IN THE SALARY FOR MEMBERS OF TBE CITY COUNCIL THE CITY COUNCIL OF TIlE CITY OF DUBLIN DOES ORDAIN AS FOLLOWS: Section 1. PURPOSE Ordinance No. 6-82 established salaries for members of the City Council, as amended by Ordinances No. 22-85. 8-87. 4-88, 3-89, 1-90,6-91,23-99,7-02. and 7..04. The purpose of this Ordinance is to modify salaries for members of the City Council in accordance with Government Code Section 36516. The salary increase shall become effective when new Councilmembers are sworn into office following the certification of the November 2006 General Municipal election. Section 2: AMENDMENT OF MUNICIPAL CODE Section 2.08.020, Subsection Aoftbe Dublin Municipal Code is hereby amended to read as follows: Pursuant to Section 36516 of the Government Code which provides that a City Council may enact an ordinance providing that each member of the City Council shall receive a salary which shall be determined by a schedule of population for cities, the members of the City Council shall receive a salary of seven hundred fifty eight dollars and six cents ($758.06) per month. Section 3: EFFECTIVE DATE AND POSTING OF ORDtNANCE . This Ordinance shall take effect and be in force thirty (30) days from and after the date of its passage. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code oftbe State of California.
