RECOMMENDATION FINANCIAL STATEMENT: The City of Dublin may be able to secure up to $335,000 from a grant that may be used by the City for construction or acquisition of capital assets that benefit the community DESCRIPTION In May 2005, the State of California issued a Notice of Funding Availability (NOFA) for a Workforce Housing Rewards Grant Program available to Cities that have a certified Housing Element, have turned in the required Compliance Report for 2005 and have provided very low- and low-income housing in their communities. In December 2005, the application packet was made available for the grant. This grant is available if a number of conditions are met. The City of Dublin is able to meet all of these conditions. These include that the Final Land Use Approval and Building Permits be issued for developments that include affordable units and that this can be demonstrated by providing verifYing documents. Staff is collecting all required documentation and will be submitting the application packet to the State of California, Department of Housing and Community Development (HCD) by the required March 22, 2006 deadline. The passage of this resolution and submittal to the State Department of Housing and Community Development is the final document required of the City of Dublin to provide a complete application packet. COPIES TO: In House Distribution ITEM NO. ~.l Page 1 of2 K:\Housing Granls\Workforce Housing Reward Grant 05\WHFRP 2005\StaffReport.Grant WHRP 05.doc rJ The grant is awarded on the basis of how many projects with affordable units (very low- and low-income units) have been entitled for which building permits have been issued as well as the number of bedrooms contained in the affordable units of those projects. Both ownership units and rental units are eligible to be counted. Staff has totaled the number of low- and very low-income units in projects entitled and will submit the reward grant application for these developments. These include Camellia Place (111), Greenbriar's Roxbury Development (4), and Braddock & Logan's The Willows (3) for a total very low- and low-income unit count of 118 apartments and homes. This number of units and the bedroom counts for all units listed entitles the City of Dublin to apply for a maximum grant amount of $333,000 The money requested may be used for a variety of acquisition and construction activities. These include, but are not limited to, traffic improvements, neighborhood parks, bike paths, libraries, school facilities, play areas, community centers, and police and fire stations. Staff will propose that the grant be used toward rebuilding the Shannon Community Center. The Department of Housing and Community Development has informed Staff that the activity selected for use ofthe awarded funds must be underway within a three-year period from the signing of an agreement for receipt of funds with the State. The awards for the Workforce Housing Rewards Program Grants are anticipated to be announced by HCD in June of this year RECOMMENDATION: Staff recommends that the City Council receive the Staff Report and Adopt the Resolution authorizing Application for Workforce Housing Reward Grant and authorizing the City Manager to execute Application. Page 2 of2 ( Gf 1- RESOLUTION NO. - 06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* AUTHORIZING APPLICATION FOR WORKFORCE HOUSING REWARD GRANT WHEREAS, The State of California, Department of Housing and Community Development (the "Department") has issued a Notice of Funding Availability dated May, 2005 (the "NOFA"), under its Workforce Housing Reward (WFH) Program; and WHEREAS, The City of Dublin ("Applicant") desires to apply for a WFH grant and submit the Application Package released December 2005 by the Department for the WFH Program; and WHEREAS, The Department is authorized to approve funding allocations for the WFH Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application Package, and Standard Agreement; NOW, THEREFORE, BE IT RESOLVED that the City of Dublin City Council does herby find that: A. The Applicant is hereby authorized and directed to apply for and submit to the Department the Application Package released December 2005 by the Department for the WFH Program. Ifthe application is approved, Applicant is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement (the "Standard Agreement"), and any and all other documents required or deemed necessary or appropriate to secure a WFH Grant from the Department, and all amendments thereto (collectively, the "WFH Grant Documents"). B. The Applicant shall be subject to the terms and conditions as specified in the Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement. Applicant hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by the Department and in accordance with the NOF A and Program Guidelines and Application Package. BE IT FURTHER RESOLVED that the City Manager and his or her designee are authorized to execute in the name of Applicant the Application Package and the WFH Grant Documents as required by the Department for participation in the WFH Program.
