Approve continuation of contracts with Linhart, Petersen, Powers
and Associates (LP2A), 4Leaf Inc., Precision Inc., CSG Consultants
Inc., and Berryman & Hennigar for Building and Safety Services for
the City of Dublin in Fiscal Year 2006-2007.
In Fiscal Year 2006-2007 it is projected that 26,800 hours of
inspection, plan check and specialized services will be required.
Only those hours required will be billed. Based on these projected
hours of service the annual cost of these contracts will be
$ 2,178,320. Funding will be included in the Fiscal Year 2006-2007
Preliminary Budget.
Since July 1995, the City of Dublin has contracted with the firm LP2A for primary Building and Safety
Services. Due to an increase in construction activity and a tight labor market, LP2A was unable to fill
critical positions in building inspections. As a result, in Fiscal Year 2001-2002, the City of Dublin
contracted with the firm 4Leaf Inc. for Building and Safety Services. The City added the firms of
Precision Inc. and CSG Consultants Inc. in June 2003, and the firm Berryman & Hennigar in September
2004 for overflow work. Due to cyclical construction activity, the City has found that this type of contract
arrangement best suits the City's needs.
Current Contract Staff Levels provided to the City by each company includes the following:
• LP2A — One (1) In -House Plans Examiner (Engineer) and off site plan review services;
• 4Leaf Inc — Two (2) Supervising Building Inspectors, Two (2) Commercial Inspectors and Eight
(8) Residential Building Inspectors; and

. CSG, Precision and Berryman & Hennigar currently do not have staff assigned at the City of
Dublin.
The Consultants' work has been responsive to the City's needs. Customer requests on the phone and over
the counter have been handled quickly and efficiently
In Fiscal Year 2006-2007, Staff projects that contract services will be as follows:
. One (I) full time In-House Plans Examiner;
. Two (2) full time Supervising Inspectors;
. Two and one-half (2.5) full time Commercial Inspectors;
. Six and nine-tenths (6.9) full time Residential Inspectors; and
. In addition, additional off-site plans examiner services will be required.
The assumptions used in estimating service needs are outlined in Attachment 1 A summary of historical
workload data is provided in Attachment 2.
The City Council authorized a rate increase of approximately 6 percent for each of the various hourly
services starting July I, 2005 at the May 17, 2005 City Council meeting and authorized a new rate
schedule for LP2A that started on January I, 2006 at the December 20,2005 City Council meeting. These
rate schedules shall remain in effect for the 2006-2007 Fiscal Year. Staff will review the cost of the
various services during the Fiscal Year 2007 -2008 budget cycle.
RECOMMENDATION:
Staff recommends that the City Council approve the continuation of contracts with Linhart, Petersen,
Powers and Associates (LP2A), 4LeafInc., Precision Inc., CSG Consultants Inc., and Berryman &
Hennigar for Building and Safety Services for the City of Dublin in Fiscal Year 2006-2007
