PROJECT DESCRIPTION: The 5.57-acre project site is located at 6680 Regional Street. This sIte IS located at the northeast comer of the I-SSO/San Ramon Road interchange. The site has Planned Development Zoning (PD 02-0l4). The current General Plan Land Use designation is Retail/Office and the current Specific Plan deSIgnation is Hotel. Ht06 Rll.ui!ison Reust: GPA SPA. dot; The development of the Radlsson Hotel began under Alameda Counly's Junsdietion in 1972 with approval of the first site development review The hotel was ongmally approved as a 93-room hotel and restaurant (Howard Jolmson Motor Lodge). Over time, various Condll1onal Use Permils were approved to expand the hotel use to what is now in place today, a 234-room hotel, With nleetmg facilil1es and dilllng space. Charles Clark, on behalf of Dubhn Continuum, LLC., has submitted a request tu initiate a General Plan and West Dublin BART Specific Plan Amendment Study for the proJect site. The Applicant proposes to change the use of the sIte Irom the existing Radisson Hotel to senior housing consisting of independent hvmg, aSSIsted hvmg, and an Alzhelmer/demenl1a facility, as well as possibly maintaining the existing COlllmulllty meetmg space and puhlic restaurant (Attachment 3). West Dublin BART Specific Plan The West Dublin BART Specific Plan, adopted by the City Council on December II.), 2000, contains a development program that ontlincs the maximum development potential for the various land uses in the plan area. The Specific Plan allows lor a maximum of 396 hotel rooms and 541 residential units within the plan area (Allachment4). All of the hotel rooms are antIcIpated to he developed on two siles which inclnde 6680 Regional Street teXIstmg Radisson Hotel), and 6600 Golden Gate Dnve (I\.ttachment5). The City Conneil has approved a Stage 1 Development Plan for a limited service hotel at 6600 Golden Gate Dnve; however, the Apphcant still must process a Stage 2 Development Plan and Site Development Review, and obtam Buildmg Permits in order to eonstmet the facility Table I provides a breakdown of the existing and proposed hotel rooms in the Speei fie Plan area. A Stage 2 Development Plan and Site Development Review have been approved for the development of 304 residential units at 6700 Golden Gate Drive, Table 2 provides information regarding the development potential of these two sites, Table 2 - Anticipated Residential Uses in the West Dublin BART Specific Plan Area Residential Units allowed Units Pro osed er S ecific Plan Unit Surplus 210 210 304 331 514 541 6600 Golden Gate Drive 6700 Golden Gate Drive Total o 27 27 Transient Occupancy Tax The City of Dublin collects a Trans,,)nt Occupancy Tax (TOT) on all hotel rooms within the City The TOT equals 8% of the nightly room rate and IS General Fund revenue for the City. The proposed rense of the Radisson Hotel as senior housing would not be subject to the TOT and would thus ehmlllate a source of General Fund Revenue for the City Page 2 of 4 Hotel and Meeting Rooms The existing Radisson Hotcl currently provides meeting space to Dublin busll1esses and residents. The Apphcant has lI1dleated that they will "attempt" to mall1tam this meeting space along with the dining facilities for public use (Attachment 3). As previously stated, the City Council has approved a Slage 1 Devclopment Plan that includes a I 50-room, limited service hotel at 6600 Golden Gate Dnve. As currently proposed, this limited service hotcl docs not include regional meeting space. ANALYSIS: The existing General Plan land use designation for the project site is Retail/Office, which permits a range of office and retail uses, lIlcluding hotels and ancillary uses such as restaurants and meeting space. The existing West Dublin BART Specific Plan land use designation IS Lodgmg, which also permJ/s hotels and ancillary uses (Attachments Sand 6). In order to allow the proposed senior housing and possibly a restaurant and meeting space on Ihe site, an amendment to the General Plan and West Dublin BART Specific Plan IS reqLLJred that would contain the following components: General Plan Amendment to change the land use designation Irom Retail/Office to either High Density Resldenllal or Mixed Use if the proJect meludes public meeting and dining facilities, 2. Specific Plan Amendment to change the land use designation from Lodgmg to either Resldenl1al or Mixed Use if the project includes meeting and dining facilities. City policy requires that the City CounCil approve the 1Illhalion of any General Plan and/or Specific Plan Amendment Study pnor to Staff accephng a development apphcation that would include a General Plan and Specific Plan Amendment for a project. CONCLUSION: If the City Council authonzes a General Plan and West Duhlin BART Specific Plan Amendment Study for the property located at 6680 Regional Street, Staff will: " Examllle the proposed land uses and densihes to detenmne if they are appropriate based on City policies and standards. );> Evaluate the impact of eliminating 234 hotel rooms and meeting facilities from the West Dublin BART Specific Plan area. " Study the land use plan, clTculahon routes, and the interrelationship and compatibility of the proposed combination of uses. " Study the Impact on parkland. );> Study the fiscal impacts of the proposal, including the loss of the TranSient Occupancy Tax and the cost of providing City services to the proposed use. The City Council is only considering the initiation of a General Plan and West Dublin BART SpecIfic Plan Amendment study at this time, Initiating or not initiating a General Plan Amendment Study IS totally wltlun the discretion of the City Council. If the City Conncil initiates the General Plan and Specific Plan Amendment Study, the project will come before the Plannmg CommissIOn and the City Council for a General Plan and Speclfic Plan Amendment, PD - Planned Development Rezone with Stage I and Stage 2 Development Plan and other entitlements as needed. At t11is point, the City Council needs to detennine whether a General Plan and Specific Plan Amendment Study should be authorized for the Applicant's proposaL Both denial and approval resoluhons have heen included for City Council consideration (Attachments 1 and 2). Because of the anticipated new BART Station to the East of this site, and the increasing elder population, we believe that this proposal would result in a much more efficient use of the site. The majority of the buildings would remain in their existing fonn, with a minimal addition of a Cafe to serve the North Wing, as shown on the enclosed drawings. This proposal would convert transient housing to more permanent residents, who would be more involved in City programs. This conversion would require minor changes to the existing facilities. We would attempt to maintain existing community meeting spaces and open dining spaces to the public. We understand that this reuse requires amendments to the General and Specific Plans, as well as existing Zoning.
