3.4 Housing Committee Pilot Program
SUBJECT: CITY CLERK File # I1Jo-L AGENDA STATEMENT CITY COUNCIL MEETING DATE: June 6, 2006 Appointments to Housing Committee as a Two- e r Pilot Program Report Prepared by Fawn Holman, City Clerk ATTACHMENTS: Housing Committee Applications Received. RECOMMENDATION:, ( " Confirm Mayor's Appointments to the Housing Committee for a 2- year term expiring in June 2008. FINANCIAL STATEMENT: None DESCRIPTION: At its March 21, 2006 meeting, the City Council established a Housing Committee as a two-year pilot program. At that time, the Council determined that the Committee should be comprised of 2 members from the housing/development community (1 developer and 1 housing advocate), 2 members from the Dublin business community, and 3 members from the Dublin residential community. Further, the Council determined that this 7-member Committee would work on items related to housing in the City of Dublin, as follows: 1) provide recommendations on new housing policies and programs; 2) assist in future revisions to the Housing Element; 3) provide recommendations on any amendments to the Inclusionary Ordinance; and 4) any other matters that may be assigned by the City Council or Planning Commission. At the conclusion of the 2-year pilot program, the Council will determine whether the Committee should be continued and possibly expanded to include reviewing funding requests from different agencies and make funding recommendations to the City Council. An announcement seeking applications was published in local newspapers, and posted on the City's website, at all City facilities, the Dublin Library and the Dublin Chamber of Commerce. A total of 23 applications were received by the advertised deadline. At this time, Mayor Lockhart recommends the appointment of the following Applicants: Housing/Development Rep Kathy Avanzino Dale Garren Dublin Business Rep Ronald DeDiemar Steve Murdock Dublin Residential Rep Lynn Locke Christine Kaehuaea Mary Rose Parkman Staff recommends that the City Council confirm the Mayor's appointments to the Housing Committee with 2-year terms expiring in June 2008, after which time the Council will evaluate the pilot program. Prior to joining the Bank, Kathy worked for a number of wholesale mortgage lenders, as a senior underwriter and compliance officer. Upon graduation from San Francisco State University with a finance degree, Kathy spent five years with the Department of Housing and Urban Development's F.H.A. mortgage insurance division. She lives in Dublin with her husband and two sons. The City already has an Inclusionary Housing Ordinance, and a Condo Conversion Ordinance, which I believe the Condo Conversion will need continued updating as this is becoming more and more of an issue for Cities to face, as it affects the balance of rental housing opportunities to tho. e individuals that need access to ifforda l e. heiung options. 5. I truly enjoy helping others find safe, decent affordable housing, no matter what their incomes are. Given my 15+ years of experience in Commercial, Residential and mixed -use developments, and my background as a Consultant to City Government in their Housing Policies and my current experience as a Housing Program Analyst, I believe I would be able to offer a broad base of knowledge to the Housing Committee. Why are you interested in serving on the Housing Committee? My family and I have been Dublin residents since 1999. During the past 7 years, we have lived in Jefferson at Emerald Park apartments, in Dublin Ranch, and now near Dublin High School. We have witnessed the rapid development of Dublin. I believe that housing development is the driving force for all other developments. I would like to take part in planning for future housing to ensure that Dublin residents benefit the most from them. 3. Are you familiar with Housing Programs offered by the public sector? Please explain. As a private citizen who does not work in the public sector, I am aware of three types of public sector housing. • Traditional "government housing projects" to provide housing for the poor that have largely failed because they aggregated low-income residents in a central area. • Affordable housing mixed in regularly -priced housing. In this type of program, residents whose income falls below certain threshold can purchase or rent housing at a discounted price. • Military housing. Although in the past most military housing have been primarily provided on military bases, there are now military -subsidized housing in residential neighborhoods provided for military families. 4. Do you feel additional housing programs are needed in Dublin in order to meet our community needs? Please describe I am uncertain whether Dublin has a housing program that ensures our housing is affordable for the local government employees, such as police officers, fire fighters, school teachers, and city staff. I believe it is important for them to be able to live in the communities they serve. If such a program does not exist today, I would suggest the city at least review its feasibility. 5. What do you feel are the 3 most pressing housing issues facing our community? I think Dublin has done a good job planning a variety of housing types for our residents. I believe the two most pressing issues in housing facing Dublin are price and West Dublin renovations, • High housing prices has become a way of life in the Bay Area. Although prices in the Tri-Valley have not risen to the heights reached by some other places in the Bay Area, such as housing prices in the peninsular, it certainly has increased just as rapidly. Looking forward, Dublin needs to ensure that our housing prices, even as it continues to rise, can sustain and support a diverse community. • It is self-evident that the East Dublin areas developed in the last 10 years is newer than the original Dublin, which is basically between Dougherty and San Ramon Blvd. It is important that Dublin does not create two different sub -cities within itself, one new and one dilapidated. I think commercial renovation projects such as Village Parkway project and the re -surfacing of several shopping centers are moves in the right direction. In addition, the Arroyo Vista re -development project is also helpful part of this strategy. I would suggest further leadership is needed by the city government in this area. 6. Do you feel you could recommend a housing program or new policy for the Dublin community even if unpopular with some residents or organization? I believe it is almost impossible to be an effective leader and also please all members of the public. By nature, many people are resistant to change. New policies and programs will always have some uncertainty in outcome. If the committee members, after careful analysis, truly believe a new program will benefit Dublin in the long term, they should recommend the program to the Mayor and City Council. 7. What do you feel would be the most important contribution you would provide as a member of the Housing Committee? I believe my two characteristics would be valuable as a Housing Committee member. First, I have a balanced and neutral attitude towards development and conservation. While I believe that we need to be vigilant in keeping the open spaces and environmental quality of Dublin, I also believe that the vibrancy and indeed the fiscal base of our city heavily depends on intelligently planned housing development. Secondly, I believe my profile and background provides unique perspective when analyzing housing issues. I have lived in Dublin for 7 years, long enough to get to know the city well, but not so long that I would resist change. My family has lived both in East Dublin and West Dublin, so I can understand the different housing needs of the two parts. We are a Chinese American family. With the increase of Asian Americans and other minorities in Dublin, there may be housing -related issues that are more urgent among this constituency. Lastly, we are a young family. My daughters are 2 and half and 6 months old. I will certainly understand housing -related issues that young family experience, e.g. associated child care and school development. 8. Do you have any prior experience in public service or participating in civic activities? I am a graduate of the first Dublin Leadership Academy. I have been a homeowner in the city of Dublin since 1998. I am concerned about about our community, it's citizens, and our quality of life here in Dublin. 3. I attended the Dublin Leadership Academy in 2005, and learned about housing issues, in general terms, through the academy. 4. Do you feel additional housing programs are needed in Dublin in order to meet our community needs? Please describe. Dublin is a growing community, in which is both exciting and challenging. To these ends I feel it is important to address one of the major issues a city of Dublin must face,which is housin. We (as a community) must be nrenp.r9d with new programs. The greater good of the community should priority over the vested interests of a few indivduals or erouns. 7. What do you feel would be the most important contribution you would provide as a.member of the Housing Committee? I have had business experience dealing with real estate developers and brokers. That being said, I am also a resident of Dublin, who has interest in seeing_ a qaulity community being taken care of and enhanced. I can see both sides of the issue. 8. I have donated volunteer time for several organizations including most recently, Relief for Katrina Victims in 2006. Would you be available? Are. you familiar with Housing Programs offered by the public sector? Please explain. About a year or so ago, I was aware of the following programs. I do not know if they are still available. I. Tri-Valley Housing Opportunity Center, a non profit home buyer Education Center. 2. California Housing Finance Agency (CHFA). 3. Alameda County Housing and Community Development Department that offers the Mortgage Credit Certificate Program. 4. Home Bricks, below market rate for Dublin Ranch Villages. 5. California Home Source, a service of the Association of Bay Area Government. 4. Do you feel additional housing programs are needed in Dublin in order to meet our community needs? Please describe. I'm not sure we need more programs. I believe we need to educate and provide the general public the vehicle to apply for these programs. I do not think the realtors or mortgage companies offer these programs to potential homebuyers. More advertisement perhaps by these agencies. 5. What do you feel are the 3 most pressing housing issues facing our community? Offer additional incentives to the people who work in Dublin who do not own a hone. I am referring to teachers, firefighters and police officers. Also the company's that are moving into the area whose employees live elsewhere. We need to provide low cost housing, be it to purchase or to rent for the low income service workers of Dublin who commute because they cannot afford to live here. In addition the long time resident of Dublin, whose children cannot afford to live in this area. The Section Eight housing off of Doughtery Road is not a desirable area for families with young children. The area has a bad reputation it is not safe and it needs to be cleaned up and updated. _ Ho you feel you could recommend a housing program or new policy for the Dublin community even if unpopular with some residents or organizations? I came to live in the "City Close, County Quite" San Ramon Village, really Dublin. I was 22 hears of age, a wife and mother of 3 in 1959_ I have seen it grow expeditiously and I would hope to be able to give my input as a long time resident and citizen of this Dublin.. No. I attended the Est Citizens Academy in 2004-2005 and I was impressed with how the City is managed by our City Government. I would like to contribute in some way.
