FINANCIAL STATEMENT;

Direct the installation of directional signs as shown on the
directional signing layout, and continue coordination with LA VT A
as needed in order to implement the shuttle service route.
RECOMMENDATION;
The cost to install new signs for the Park and Ride Lot and van
shuttle is estimated at $1,000 Sufficicnt funds arc budgcted in the
Street Maintenance Operating Budget to cover this cost.
DESCRIPTION: The Bay Area Rapid Transit District (BART) East Dublin Station
was opened in May 1997 This station includes parking on both the Dublin and Pleasanton sides of 1-580.
The existing Dublin parking lot includes approximately 1,700 parking spaces. BART is currently
constructing a parking structure that will provide a total of 1,500 spaces (while retaining 300 surface
spaces), for a net increase of 100 spaces. A future expansion is planned that will provide a total of 2, I 00
garage spaces and 200 surface spaces.
The existing 1,700-space surface lot is typically filled to capacity, which has resulted in spillover of BART
patrons onto adjoining public streets, most notably Arnold Drive. On most days, vehicles are parked on
both sides of Arnold Drive, extending from Dublin Boulevard north to Central Parkway. Parking
violations arc common, and there is likely some use of adjacent private parking lots by BART riders. For
some BART riders, the use of Arnold Drive results in a walk of over a half-mile.

The Koll Development at the southwest comer of Tassajara Road and Dublin Boulevard includes a parcel
ofland that was dedicated to the City of Dublin in 1998 for a Park and Ride lot. The lot was improved as
part of the Koll Center site improvements and includes 200 spaces.
In contrast to the BART East Dublin Station parking lot, use of the Park and Ride lot is minimal. This
may bc due partially to a lack of directional Slgning to the lot, or simply an indication of low demand for
the facility at this time.
In order to improve the exishng parking space shortage at the BART station, as wcll as to better utilize the
Park and Rlde Lot, Staff developcd thc concept of using the Park and Ride lot as an alternative parking site
for BART nders, with a shuttlc service from the Park and Ride lot to thc BART station and return. Staff
subsequently discussed the concept with the Livermore-Amador Valley Transportation Authority
(LA VT A), which supportcd the concept and has agreed to the shuttle service.
As part of the proposed scrvice changes beginning in August, LA VT A will add a new route serving both
the BART station and the Park and Ride Lot. The route will bcgin on the Pleasanton side of the BART
station, traverse the Hacienda Business Park, and then cross 1-580 via Tassajara Road to a stop at the Park
and Ride Lot (also serving the Koll Center), finishing on the Dublin side orthc BART station. The service
will utilize nine-passenger vans and mn on a fifteen-minute headway during commute hours (7'00 a.m. to
9:30 a.m. and 4:00 p.m. to 7'00 p.m.). Cost of the servIce will be partially offset by the Hacienda Business
Park, and there will be no charge to users.
Current directional signage to the Park and Ride Lot is minimal. In conjunction with the proposed
LA VT A shuttle service, Staff recommends the installation of directional signs to the Park and Ride Lot
(modified to show the BART symbol) at various locations on Tassajara Road and Dublin Boulevard, as
shown on Attachment 2.
In addition, Staff will work with staff from LAVTA and BART to prepare a joint article for the City's
website and for distribution to the press that outlines the details of the new shuttle service and directs
potential users to the Park and Ride Lot. Staff is also working with ACTlA to incorporate additIonal
signing on the freeway as park of the auxiliary lane project between the Fallon and Tassajara Intcrehanges.
Staff recommends that the City Council direct the installation of directional signs as shown on the
directional signing layout, and continue coordination with LAVTA as needed in order to implemcnt the
shuttle service route.
