The cost to install new signs and markings for the proposed 4-way
stop sign installation and marked crosswalks at Antone Way/North
Bridgepointe Lane is estimated at $1,500. Sufficient funds are
budgeted in the Street Maintenance Operating Budget to cover this
cost.

DESCRIPTION: Construction activities for the John Green Elementary School have
recently begun on an approximately 9.8-acre site located on the northwest quadrant of Antone Way and
North Bridgepointe Lane. The school is planned to be open in August 2007, with the ultimate capacity for
650 students. The school site is bounded on the south by Antone Way, on the east by North Bridgepointe
Lane, and on the west by Ted Fairfield Park. Attachment 3 shows an aerial photo of the project site.
The Dublin Unified School District's contractor on this project is proposing that the existing sidewalk on
the north side of Antone Way fronting the project site be closed for the duration of the project (ending in
summer 2007) in order to facilitate construction activities for the project (Attachment 2). Furthermore,
the School District has requested that the sidewalk closure be put in place before schools are back in
session in August 2006, and that an alternate pedestrian route be established for children attending
Eleanor Murray Fallon School by striping a crosswalk across Antone Way at North Bridgepointe Lane and
installing stop signs on Antone Way for pedestrian safety. Attachment 3 shows the proposed sidewalk
closure.
Staff Findinl!s
Staffhas reviewed the above proposal and made the following determinations:
1. The proposed temporary closure of the sidewalk along Antone Way in front of the project site is
justified based on the need to maintain pedestrian safety at all times during the construction of John
Green Elementary School.
2. The proposed installation of a marked crosswalk across Antone Way at North Bridgepointe Lane and
the intersection upgrade to 4-way stop sign control are justified based on the need to provide a safe
alternate route to and from Fallon School during construction of John Green Elementary School. If
the City Council approves these improvements, Staff will work together with the School District on a
detailed plan to provide appropriate directional signs to use the sidewalk on the south side of Antone
. Way (between South Bridgepointe Lane and Grafton Street) as an alternate pedestrian route during the
2006-2007 School Year.
3. Staff proposes that two crosswalks be striped across Antone Way at North Bridgepointe Lane (one
crosswalk on each side of the intersection) as pedestrians crossing at this intersection will be protected
by the proposed 4-way stop sign control.
4. In the long run, the proposed 4-way stop sign control and marked crosswalks at Antone Way/North
Bridgepointe Lane will benefit school children who will be attending John Green Elementary School
(starting in 2007) by providing a safe location to cross the street without the need for crossing guard
assistance. In addition, City Staff will conduct a comprehensive field review of traffic safety and
circulation in and around John Green Elementary School during the first few weeks after the school
opens in 2007. Based on the outcome of this review, the City will take the appropriate traffic safety
measures in the vicinity of the school in a manner similar to the review process that was undertaken
after Fallon School opened in 2005.
Public Outreach
City Staff has coordinated closely with the School District and the North Bridgepointe Lane residential
neighborp.ood regarding pedestrian safety during the construction of John Green Elementary School. The
City also notified residents living in the vicinity of Antone Way of the proposed pedestrian safety plan as
specified above (Attachment 4). Staff will report any feedback from area residents to the City Council at
the Public Hearing.

Recommendation
Staff recommends that the City Council 1) open Public Hearing and receive Staff presentation; 2) receive
testimony from the public; 3) question Staff and the public; 4) Close the Public Hearing and deliberate;
and 5) adopt the Resolution approving temporary closure of the existing sidewalk along Antone Way in
front of the project site for John Green Elementary School, establishment of 4-way stop sign control at
Antone Way/North Bridgepointe Lane, and installation of two marked crosswalks on Antone Way at
North Bridgepointe Lane.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING TEMPORARY CLOSURE OF EXISTING SIDEWALK ALONG ANTONE WAY
IN FRONT OF THE PROJECT SITE FOR JOHN GREEN ELEMENTARY SCHOOL,
ESTABLISHMENT OF 4-WAY STOP SIGN CONTROL AT ANTONE WAY/NORTH
BRIDGEPOINTE LANE, AND INSTALLATION OF TWO MARKED CROSSWALKS ON
ANTONE WAY AT NORTH BRIDGEPOINTE LANE
WHEREAS, John Green Elementary School is currently under construction on an approximately
9.8-acre site located on the northwest quadrant of Antone Way and North Bridgepointe Lane in Dublin;
and
WHEREAS, the said school is planned to open in August 2007, with the ultimate capacity for 650
students; and
WHEREAS, the Dublin Unified School District has proposed that the existing sidewalk on the
north side of Antone Way fronting the project site be closed for the duration of the project (ending in
summer 2007) in order to facilitate construction activities for the project; and
WHEREAS, the School District has proposed that an alternate pedestrian route be established
before schools are back in session in August 2006 for children attending Eleanor Murray Fallon School by
striping a crosswalk across Antone Way at North Bridgepointe Lane and installing stop signs on Alltone
Way for pedestrian safety; and
WHEREAS, City Staff has reviewed the School District's proposal to implement the above
pedestrian safety improvements and determined that such improvements are justified to ensure pedestrian
safety in the area during and after construction ofthe Green Elementary School project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby resolve as follows in the interest of public safety:
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.070, 4-Way Stop sign
control is established at the intersection of Antone Way/North Bridgepointe Lane and shall be added to
Section 6.16.010 of the City of Dublin Traffic Code.
Section 2: Pursuant to the 4-Way Stop sign installation specified in Section 1 above,
installation of two marked crosswalks across Antone Way at North Bridgepointe Lane (one crosswalk on
each side of the intersection) is authorized.
Section 3: Pursuant to the installations specified in Sections 1 and 2 above, Temporary closure
of the existing sidewalk on the north side of Antone Way between Ted Fairfield Park and North
Bridgepointe Lane is authorized for the duration of construction of the Green Elementary School project.

Dear Ray,
Thank you for your consideration of our request to temporarily close a portion of sidewalk on
Antone Way in thevicinity of the John Green Elementary School constructlonprojecl The section
of sidewalk in concern is on the north side of Antone Way. along the School site frontage between
Ted Fairfield Park and North Bridgepoint Street. The Contractor has requested that the sidewalk be
closed from the time that the traffic measures are In place, through July 2007, which is basically the
duration of the project. I have listed below, some of the milestone dates of the current schedule.
1. Close sidewalk when traffic measures are in place. (August 2005)
2. August ~-September 2006 ... Utilities Connection
3. September --October 2006 . on Driveways I Paving
4. August 2006 - July 2007 ..... Building Construc1ion 1 deliveries
5. July 2007 .... Campus Move~in. .
6. August 2007 ., .Open Sidewalk
As we can see, there will be much activity for the duration of the project. We feel that closing the
sidewalk will provide a very safe condition for the general public In. the vicinity. I think it worthy to
note that for those pedestrians who chose to not cross Atone Way from North Bridgepoint, there is
access to the park from Oak Bluff lane via the regional trail. Thank you again for your assistance

PUBLIC HEARING NOTICE
Dear Homeowner/Resident:
The Dublin City Council will consider a proposal on August 15, 2006 to upgrade the current
traffic control at the intersection of Antone Way/North Bridgepointe Lane from 2-way to 4-way
stop sign control by installing stop signs on Antone Way at North Bridgepointe Lane. The
proposal also includes installing two marked crosswalks across Antone Way at this intersection.
These improvements are expected to benefit Dublin residents living in the vicinity of Antone
Way, where construction of John Green Elementary School has recently begun on the
northwest quadrant of the Antone Way/North Bridgepointe Lane intersection and is expected to
be completed in summer 2007. The School District's contractor on this project has proposed
that the sidewalk on the north side of Antone Way adjacent to the project site be closed
temporarily for the duration of the project in order to maintain pedestrian and traffic safety at all
times during construction. The proposed 4-way stop sign control and marked crosswalks at
Antone Way/North Bridgepointe Lane will provide a safe alternate route for school children as
they walk to and from Eleanor Murray Fallon School. In the long run, these improvements will
also benefit school children who will be attending Green Elementary School starting in 2007.
In addition, the City plans to conduct a comprehensive field review of traffic safety and

A public hearing will be held on August 15, 2006 to consider the above proposal to install 4-way
stop sign control and marked crosswalks at the Antone Way/North Bridgepointe Lane
intersection. This notice is intended to notify residents in the area who might be affected by this
proposal as they use this intersection on a regular basis to access their homes.
The Public Hearing will be held at 7:00 p.m. in the Dublin Civic Center Council Chambers,
located at 100 Civic Plaza, Dublin. You are invited to attend this Public Hearing to provide input
or voice any concern you might have regarding the proposed 4-way stop sign installation and
marked crosswalks at Antone Way/North Bridgepointe Lane or any other related matter.
The City of Dublin encourages interested parties to attend public meetings and comment on the
issues being discussed. If you wish to provide testimony and are unable to attend the meeting,
written comments which are delivered to the City Clerk's office prior to the time of the Public
Hearing will be made a part of the public record.
