The FY 2001-2002 Overlay budget includes funding for the Fall 2001 Overlay (Contract No. 01-09, 2000-2001 Annual Street Overlay Project) and the 2001-2002 Annual Street Overlay Project. The Fall 2001 overlay project was carried over from FY 2000-2001 due to delays in the processing of outside funding. The project is now complete, with the exception of Dougherty Road, which is scheduled to be overlaid in May 2002. The completion of Dougherty Road was delayed due to adverse weather conditions and coordination with utility installations on Dougherty Road. The remaining budget is being used to fund the 2001-2002 Annual Street Overlay Project. The FY 2001-2002 Annual Overlay budget includes funding from the General Fund ($39,000), Measure B Funds ($391,260), Gas Tax ($577,559), TEA-21 Federal funds ($439,000) and Traffic Congestion Relief Program (Federal) funds ($294,470). COPIES TO: DeSilva Gates Construction ITEM NO. __~ g:\overlay\2002\project~S award The low bid. of $329,329 for the 2001-2002 Annual Street Overlay is $229,716 less than the amount budgeted for improvements, which is $559,045. As a result, Staff will work with the low bidder to include additional streets in the project area for pavement repair and overlay. DESCRIPTION: On April 2, 2002, the City Council authorized Staff to solicit bids for Contract No. 02-03, 2001-2002 Annual Street Overlay Project. The Annual Street Overlay project consists of remOving and replacing failed asphalt concrete pavement to a minimum depth of 4 inches, resurfacing the street with a 1-1/2-inch overlay of asphalt concrete, and re- striping pavement markings. Major cracks will be sealed prior to resurfacing in order to prevent the cracks from reflecting through the new overlay. Pavement fabric will be placed on major arterial and collector streets such as Village Parkway to control cracks and further pavement base failure. Pavement repair for slurry seal streets is also included in this Overlay contract as this type of work is not normally performed by contractors specializing in slurry seal. A reduced cost to the City is achieved by incorporating the repairs with the Overlay project. The annual slurry seal project will follow shortly after completion of the overlay project. Notices will be sent out prior to the beginning of work in order to advise schools, business owners and residents of the work to be performed. The 2001-2002 overlay project will repair and overlay the following streets: Cresta Lane Manzanita Lane Tina Place Amarillo Court Circle Way Mancini Court Reilly Court Alegre Drive Ladera Court Marquita Court Castillian Court Village Parkway - from Kimball to Davona Drive Luna Court Estrella Court Murietta Court In addition to the above streets, the pavement on Scarlett Court will be repaired by removing and replacing failed pavement areas and grinding down and resealing the joints/cracks. However, Scarlett Court will not be overlaid until the project for Dublin Boulevard and Dougherty Road intersection improvements is completed. This contract will also repair the pavement for the following streets in preparation for the 2001-2002 Annual Slurry Seal Program: Shady Creek Road York Drive Crossridge Road Penn Drive Wildwood Road Dublin Boulevard - from Scarlett Drive to Dougherty Road (westbound lanes only) Page 2 A total of eleven bids were received (Attachment 2). The iow bidder is DeSilva Gates Construction with a bid of $329,329.00. Staff has reviewed the bids and determined that the low bid contractor has satisfactorily performed similar jobs° Staff recommends that the City Council adopt the resolution awarding Contract No. 02-03, 2001-2002 Annual Street Overlay Project, to DeSilva Gates Construction. Page 3 RESOLUTION NO. - 02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT NO. 02-03 2001-2002 ANNUAL STREET OVERLAY PROJECT TO DESILVA GATES CONSTRUCTION WHEREAS, the City of Dublin did, on April 30, 2002, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 02-03, 2001-2002 Annual Street Overlay Project, authorized by the City Council on April 2, 2002, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 02-03 to the lowest responsible bidder therefor, to wit, DeSilva Gates Construction, at a bid of Three Hundred Twenty Nine Thousand Three Hundred Twenty Nine Dollars and no Cents ($329,329.00), the particulars of which bid are on file in the Office of the City Engineer.
