Although the estimated project costs are projected to be over the
total project budget, the work performed in FY 2001-2002 will be
within this year's approved budget. The additional monies needed
for the total budget will be included in the Capital Improvement
Budget for FY 2002-2003.
Funds budgeted for construction include State Transportation
Improvement Program funds in the amount of $3,100,000 and
$400,000 in CMA Transportation Improvement Program monies.
The DSRSD work (per the reimbursement agreement between
DSRSD and Dublin approved by the Council on April 16, 2002), in
the amount of $130,240 will be reimbursed by DSRSD. The utility
undergrounding will be paid with Rule 20A funds budgeted under
CIP # 96080 and adequate funds are available for construction.
DESCRIPTION: On January 15, 2002, the City Council authorized Staff to solicit
bids for Contract No. 01-10, Dublin Boulevard Widening Project between Village Parkway and Sierra
Court/Civic Plaza. This capital project will increase capacity of the roadway from four to six lanes to
accommodate furore traffic demand, including traffic generated by several downtown developments.
The project includes the following:
Widening of the roadway from four to six lanes from the vicinity of Village Parkway to Sierra
Court/Civic Plaza
· Widening of the Alamo Canal Bridge and restoration/stabilization of the canal slopes and bike trail
in the vicinity of the bridge
· Construction of. Alamo Canal bike trail access at the north side of Dublin Boulevard
· Repair and overlay of existing street pavement
· Undergrounding of existing overhead utilities
· Upgrading existing traffic signals at the intersections of Dublin/Clark Avenue and Dublin/Sierra
Court
· Landscaping of road median, installation of additional lighting, and planting of street trees along
the sidewalk areas, and
· Installation of D SRSD's 4-inch recycled waterline.

A total of 8 bids were received (Attachment 2). The low bidder is Granite Construction Company with a
bid of $3,063,859.00. The low bid came out approximately 9% higher than the engineer's cost estimate
probably due to increased cost of construction. For this project, the City has established a 9% goal for
Disadvantaged Business Enterprise (DBE) participation, as required on projects with federal funding.
Granite Construction Company meets this requirement with 10.4% participation from certified DBEs.
Staff has reviewed the bids and determined that the low bidder has satisfactorily performed similar
projects in the past.
Staff has been successful in obtaining Caltrans approval of the federal/state funds programmed for
construction and the City has been given authorization to award the project.
Staff recommends that the City Council adopt the resolution awarding Contract No. 01-10 to Granite
Construction Company.

AWARDING CONTRACT NO. 01-10
DUBLIN BOULEVARD WIDENING PROJECT
BETWEEN VILLAGE PARKWAY AND SIERRA COURT/CIVIC PLAZA
TO GRANITE CONSTRUCTION COMPANY
WHEREAS, the City of Dublin did, on April 3, 2002, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 01-10, Dublin Boulevard Widening Project between Village Parkway and Sierra Court/Civic
Plaza, authorized by the City Council on January 15, 2002, which Plans, Specifications, and Modifications
are hereby expressly referred to for a description of said work and for all particulars relative to the
proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 01-10 to the lowest responsible bidder therefor, to wit, Granite
Construction Company, at a bid of Three Million Sixty-Three Thousand, Eight Hundred Fifty Nine
Dollars and No Cents ($3,063,859.00), the particulars of which bid are on file in the Office of the City
Engineer.
PASSED, APPROVED AND ADOPTED this 7th day of May, 2002.
