In a consolidated election, the Registrar of Voters has 28 days after the election (or December 5th) to canvass and certify the election results. The Registrar of Voters has indicated that Election Certificates will be transmitted to the City by Monday, December 4th. Without benefit of certification information at the time of the Staff Report's writing, Dublin's voter turnout, number of registered voters and total number of ballots cast in the City of Dublin is unknown. This information, however, will be presented to the Council during the December 5, 2006, Special City Council meeting. As a point of information, voter turnout in past elections was: November 2004 = 80.99% November 2002 = 51.3% March 2002 = 31.7% November 2000 = 69.5% The November 7, 2006 election preliminary results were as follows: MAYOR (one elected) Janet Lockhart 7,71 0 Votes COUNCILMEMBER (two elected) Tim Sbranti 5,667 Votes Kate Ann Scholz 2, 789 Votes Bill Schaub 2,450 Votes Robert Boboc 1,566 Votes Ginger Ripplinger 1,132 Votes Ron Boggs 821 Votes ------------------------------------------------------------------------------------------------------------- COPY TO: Page 1 of2 ITEM No.N G:\CC -MTGS\2006 cc mtgs\2006-gtr4\12-Dec\12-05-06 sp\as-certiry.doc Staff recommends that the City Council adopt the attached Resolution declaring the results of the November 7,2006 election. RESOLUTION NO. xx - 06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 7, 2006, DECLARING THE RESULTS THEREOF, AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW WHEREAS, a consolidated general municipal election was held and conducted in the City of Dublin, County of Alameda, State of California, on Tuesday, November 7,2006, as required by law; and WHEREAS, the City Council requested that the Alameda County Board of Supervisors order the consolidation of said election; and WHEREAS, the territory affected by this order of consolidation, to wit, within the boundaries of the City of Dublin, said election was held in all respects as though there were only one election in accordance with the provisions of Section 10418 of the Elections Code of the State of California; and WHEREAS, in accordance with Elections Code Section 15301 et seq., the Registrar of Voters has canvassed the returns of said election and has certified the results, pending approval of the Board of Supervisors at their next regularly scheduled meeting. Said results are received, attached and made a part hereof as EXHIBIT A. NOW, THEREFORE, the City Council ofthe City of Dublin does hereby resolve as follows: Section 1. That there were _ voting precincts established for the purpose of holding said election consisting of consolidations of the regular election precincts in the City of Dublin as established for the holding of federal, state and county elections. Section 2. That said municipal election was held for the purpose of electing the following officers of said City as required by the laws relating to cities in the State of California, to wit: One (1) Mayor of the City of Dublin to serve for a term of two (2) years. Two (2) Members ofthe Dublin City Council to serve for terms of four (4) years. Section 3. That the whole number of votes cast in the City of Dublin was _' Page 1 of3 Section 4. That the names of persons voted for at said election for Mayor and Councilmembers of City of Dublin are as follows: Mayor Janet Lockhart Councilmember Tim Sbranti Kate Ann Scholz Bill Schaub Robert Boboc Ginger Ripplinger Ron Boggs Section 5. That the number of votes given at each precinct and the number of votes given in the City to each of such persons above named for the respective offices for which said persons were candidates were as listed in Exhibit A attached. Section 6. The City Council does declare and determine that: Janet Lockhart was elected Mayor ofthe City of Dublin for the full term oftwo (2) years; Tim Sbranti and Kate Ann Scholz were elected as Members of the Dublin City Council for full terms of four (4) years each. Section 7. That the City Clerk shall enter into the records of the City Council of said City, in accordance with Elections Code Section 10264, a statement of the results of said election, showing: (a) The whole number of votes cast in the City. (b) The names of the persons voted for. ( c) The measures voted upon. (d) For what office each person was voted for. (e) The number of votes given at each precinct to each person and for and against each measure. (f) The total number of votes given in the City to each person and for and against each measure. Section 8. That the City Clerk shall administer to each person elected, the Oath of Office prescribed in the State Constitution of the State of California and shall have them subscribe thereto and file the same in the Office of the City Clerk. Whereupon, each and all of said persons so elected shall be inducted into the respective office to which they have been elected. The City Clerk shall sign and deliver to each person elected, a Certificate of Election. Page 2 of3 Section 9. That the City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original Resolutions of said City; and shall make an entry of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
