FINANCIAL STATEMENT:
Adequate funds are included for a Strategic Planning Workshop in
the 2006-2007 Budget.
DESCRIPTION: The City of Dublin Strategic Plan was adopted by the City Council
in Fiscal Year 2004-2005. At the November 15, 2005 City Council meeting, the City Council directed
Staff to defer scheduling a Strategic Planning Workshop until after the November 2006 elections. The
intent behind this decision was to allow the new City Council the opportunity to make adjustments on the
long-term Strategic Plan, if necessary.
Staff has made contact with Sherry Lund, the consultant, who has facilitated the two previous Strategic
Planning Workshops for the City of Dublin; who indicated she would be available to facilitate the
Strategic Plan Workshop for the City. Ms. Lund indicated that she would be available to conduct
individual interviews with members of the Council on December 14 and 15. She would also be available
to conduct the Strategic Planning Workshop on Friday, January 12,2006. The Workshop would be a half
or full day workshop depending upon the results of the Council interviews.

Workshop, Staff would request Council consideration of the following dates for meetings related to the

Recommendation
It is recommended that the Council: 1) confirm the dates associated with the 2007-2008 Strategic
Planning and Goals and Objectives process or provide alternate dates; and 2) authorize the City Manager
to negotiate a contract for Strategic Planning consulting services not to exceed $10,000.

SCOPE OF SERVICES
Sherry L. Lund Associates will provide consulting services to The City of Dublin. The
focus of responsibility will be design and facilitation of a strategic planning process.
Sherry L. Lund Associates (Consultant) Responsibilities:
1. Gather background information
· Review relevant City documents.
· Conduct advance individual background interviews with City Council
members, CM and ACM.
· Provide summary of group themes, analysis, and recommendations for the
strategic planning update process based on findings.
2. Design a strategic planning review and updating process.
3. Design and facilitation of a I-day strategic planning session for the City Council
and the Executive Staff, including:
· Consult with Staff on trend data or any other information that they assemble
and present. Update staff at staff meeting so they are aligned with session
planning.
· Provide advance agenda to participants and prework assignment, if any.
· Conduct design review meeting with City Manager.
· Provide post-session written summary of decisions and action items.
· Provide session evaluation and evaluation summary.
4. Consult on linkages between City strategy, tactical project
planning/prioritization, and budgeting processes.
5. Additional pre-or post-session consulting, as needed.

City of Dublin (Client) Responsibilities
1. Make relevant documents available that would inform the background-gathering
process, e.g., brochures, plans, previous meeting summaries.
2. Make City Council and City Executive Staff members available as needed to plan
and complete the strategic planning process.
3. Provide coordination and support in scheduling individual meetings.
4. Provide meeting space, A-V equipment, and meals for the strategic planning
seSSIOn.
5. Provide relevant data and content as needed on key City topics, e.g., trends in
population, business, employment, housing, transportation, public safety, revenue,
social/cultural life, etc.
6. Wholly own the process of writing, editing, graphics, and printing for a formal
plan document, should one be produced.

Fiscal Year 2006-2007 Goals & Objectives and
Strategic Planning Workshops and Budget Study Session Calendar

City Manager Richard Ambrose presented the Staff Report and advised that Staff had
prepared a draft calendar for Council consideration, especially as it relates to the
Council's desire to include a half-day Strategic Planning Workshop in the process. Staff
recommended that the Strategic Planning Workshop be bypassed this year and be held
only every other year, after the new Council was elected, in order to give the new
Council an opportunity to make adjustments on the long-term plan. Staff also proposed
to hold the Council/Commissions Workshop on Saturday, January 28, 2006, and the
Council Goals & Objectives/Budget Study Session on Monday, March 13, 2006.
The Council discussed the proposed meeting dates and, because of scheduling conflicts,
directed Staff to study the feasibility of having the Council/Commissions Workshop on
Saturday, February 2nd and the Council Goals & Objectives/Budget Study Session on
Monday, March 20th and return to the December 6,2005 with an updated calendar for
Council approval.
The Council and Staff discussed the Strategic Plan Workshop and agreed that it should be
bypassed this year and be held every other year after a new Council has been voted in.

City of Livermore Municipal Airport Support of Noise Reduction Legislation Request

Community Development Director Jeri Ram presented the Staff Report and advised that
the City Council would consider authorizing the Mayor to sign letters on behalf of the
City of Dublin, and in coordination with the Cities of Livermore and Pleasanton, to u.S.
Senators Barbara Boxer and Diane Feinstein supporting new legislation that would phase
out Stage 1 and Z aircraft less than 75,000 pounds at airports in the United States.
