Thompson, Public Works Director ATTACHMENTS: I) Resolution 2) Location Map 3) Street List 1Jv~ RECOMMENDATION:', Adopt resolution directing Staff to apply for funding FINANCIAL STATEMENT: If the City of Dublin's grant application is approved, the City will receive $400,506 from the State to overlay various City streets. No local match is required. . DESCRIPTION: '. The Road Resurfacing Program is part of the annual street overlay program that repair and overlay City streets in order to reduce future costly road reconstruction. The streets identified for resurfacing have been determined by the City's Pavement Management System Program which prioritizes deteriorating streets in need of repair. If the City receives this grant, funds will be available in fiscal year 1999- 2000. Staff intends to complete the overlay project in FY 1999-2000. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ***************** AUTHORIZATION FOR GRANT APPLICATION FOR THE STATE TRANSPORTATION IMPROVEMENT PROGRAM (STIP) FOR THE ROAD RESURFACING PROGRAM WHEREAS, SB45 reformed the State Transportation Improvement Program (STIP) (Chapter 97-062, October 3, 1997); and WHEREAS, pursuant to SB45, and the regulations promulgated thereunder, eligible project sponsors wishing to receive State Transportation Improvement Program grants for a project shall submit an application first with the appropriate metropolitan transportation planning organization (MPO), for review and inclusion in the MPO's Regional Transportation Improvement Program (R TIP); and WHEREAS, the Metropolitan Transportation Commission is the MPO for the San Francisco Bay region; and WHEREAS, the City of Dublin is an eligible project sponsor for State Transportation Improvement Program funds; and WHEREAS, the City of Dublin wishes to submit a grant application to MTC for funds from the State Transportation Improvement Program in fiscal year 1999-2000 for the following project: Resurfacing various streets in the City of Dublin with one and a half inch (1 'iZ) asphalt overlay in the amount of $400,506. WHEREAS, MTC requires, as part of the application, a resolution stating the following: 1) the commitment of necessary local matching funds, if necessary; and 2) that the sponsor understands that the State Transportation Improvement Program funding is established at the programmed amount, and therefore any cost increase cannot usually be expected to be funded with State Transportation Improvement Program funds; and 3) the assurance of the sponsor to complete the project as described in the application, and if approved, as programmed in MTC's TIP. 4) that the sponsor understands that funds must be obligated within specific deadlines as set forth in SB45 or the project may be removed from the program. . Transportation Improvement Program ofSB45 in the amount of $406,506 for resurfacing various streets within the City of Dublin; and NOW, THEREFORE, BE IT FURTHER RESOLVED that the City of Dublin by adopting this resolution does hereby state that: 1) The City of Dublin understands that the State Transportation Improvement Program funding for the project is fixed at $400,506, and that any cost increases must be funded by the City of Dublin from local matching funds, and that the City of Dublin does not expect any cost increases to be funded with State Transportation Improvement Program funds; and 2) The Road Resurfacing Program will be built as described in this resolution and, if approved, as programmed in Metropolitan Transportation Commission (MTC) Transportation Improvement Program (TIP). 3) The deadlines established by SB45 will be adhered to by the project sponsor. NOW, THEREFORE, BE IT FURTHER RESOLVED that a copy ofthis resolution will be transmitted to the MTC in conjunction with the filing of the application; and . NOW, THEREFORE, BE IT FURTHER RESOLVED that the MTC is requested to support the application for the project described in the resolution and to program the project, if approved, in MTC's TIP.
