FINANCIAL STATEMENT: None
DESCRIPTION: Following Dublin's general municipal elections in November of
even-numbered years, terms expire on each ofthe City's Commissions/Committee: Planning
Commission, Parks & Community Services Commission, Heritage & Cultural Arts Commission, and
Senior Center Advisory Committee. Openings are advertised extensively within the community via the
City's website, multiple run newspaper advertisements, direct mailings and at the City's Leadership
Academy.
PLANNING COMMISSION
A total of 17 applications were received by the advertised deadline in response to the 2 openings.
Applications were received from: Elpi Abulencia, John Archer, Mona Lisa Ballesteros, Robert Boboc,
Ron Boggs, Marguerite Carney, Ronald DeDiemar, Sam Enochian, Sue Flores, Steven Jones, Morgan
King, Eric S. Potts, Matthew Paoni, Brent Moffitt, Eric Swalwell, Thomas Taylor and Greg Tomlinson.
Mayor Lockhart recommends the re-appointment of Morgan King and the appointment of Greg
Tomlinson each to 4 year terms which expire in December 2010.

A total of 7 applications were received by the advertised deadline in response to 3 openings. Applications

Mayor Lockhart recommends the re-appointment of Richard Guarienti and Angela Muetterties, and the
appointment of Alan Elias each to 4 year terms which expire in December 2010.
HERITAGE & CULTURAL ARTS COMMISSION
A total of 6 applications were received by the advertised deadline in response to 4 openings.
Mayor Lockhart recommends the re-appointment of Connie Mack and Georgean V onheeder- Leopold, and
the appointment of Anita Carr and Eric Swalwell each to 4 year terms which expire in December 2010.
SENIOR CENTER ADVISORY COMMITTEE
No applications were received by the advertised deadline. Staffhas extended the application deadline to
January 4, 2007, and appointments are anticipated to be made at the January 16,2007, Council meeting.
Recommendation
Staff recommends that the City Council confirm the Mayor's appointments to the various Commissions,
or provide other appropriate direction.

1. Why are you interested in serving on the Planning Commission?
With over 25 years of corrmunity leadership experience in San Francisco and the Bay
Area, I believe this achievement will greatly enhance the effort to make Dublin a
very well planned city.
2. What is your knowledge of and experience in Planning and Zoning?
My knowledge of and experience in Planning and Zoning are due to my work as a
landlord of income properties and as a real estate coordinator, and my management
employment with ma;or engineering, construction, and environmental companies as
well as.my detailed reaQing of. the Draft Housing Element of the City of Dublin and
my prevlous attendance ln oublln Councll Meetlngs.
3. How do you feel about the growth that has occurred in recent years in Dublin?
As a resident of Dublin, I am proud of the city's unprecedented growth. I like the
population/gtga~~ssense of people wanting to make Dublin their home.
4. What should the City's position be regarding growth?
Dublin should be for a balanced and sustainable growth. It must have a managed
growth approach by a proactive and dynamic leadership in concert with the people.
5. What type(s) of housing do we need?
The type(s) of housing that we need would depend on relevant factors, which include
demographlcs, particularly the number of households and their income, land availability
and costs, construction costs, and environmental considerations. This sug2;psts R
feasibility study, which could easily be undertaken.

1. Why are you interested in serving on the Planning Commission?
I expect to live and work in Dublin for quite a while and feel if! really care about the
City and it's future I should participate in it's planning.
2. What is your knowledge of and experience in Planning and Zoning?
Having worked on construction projects as a security vendor and having worked at
the DSRSD you can say I've learned through osmosis. I have a healthy knowledge of
the logistics involved in planning developments and construction projects, this I
learned from being a Project Manager for a security company. I worked with other
project managers, customers and construction crews and understand what a lengthy
process it can be to build from the ground up and how important constant
communication is; one small change could affect many. I've also learned quite a bit
about permits and planning by asking questions of our District engineers to gain a
better understanding of the District's processes, who is affected, how they are
affected and why. In regards to Zoning, many years ago I worked at the City of
Phoenix (City Clerk during elections and in the Neighborhood Services department)
and this was my first time gaining knowledge on zoning, SOIs and city limits. The
City Clerk position educated me on SOls and city limits and how the City could
expand or redistrict itself. The Neighborhood Services position taught me about the
different zones in a city and how there are certain ordinances and rules required for
each. In fact I was able to go on ride alongs with Inspectors to visit residents and
businesses to explain to them what they needed to comply with.
3. How do you feel about the growth that has occurred in recent years in Dublin?
As I look around I notice that the majority of what is currently under development is
for housing. I believe this is a good decision as we need places for people to live. I
know there are developments for retail also underway and there are some really large
ones coming in the next few years, but it was good practice to bring the people first
then encourage businesses to come later.
4. What should the City's position be regarding growth?
At this point, while we do have some existing open parcels of land left, developing
them may not be necessary. The growth opportunities we could focus on are
expanding our city limits (if not in process already).
5. What type(s) of housing do we need?
Every type. We should not omit certain segments of the population due to financial
standing. We should take advantage of the current development boom in our city by
proactively pushing developers to create different types of housing. Having a
community where people "want to" live in rather than "have to" live in due to their
financial circumstances helps to cultivate a sense of pride of ownership.
6. What do you think are the major concerns of Dublin residents regarding future planning?
The first concern would be our roadways. Weare a uniquely shaped city and do not
have many thoroughfares running the length of it. I know there have been case studies
done on traffic congestion and have faith in the current commission that they have
done their best to circumvent this issue. It would be an area of concern I would
constantly consider alongside each decision for land usage.

The second would be losing free space. Although our natural lands may not be home
to a large array of wildlife, it still is home to some and it would be nice to keep some
views of the rolling green hills that contributed to Dublin's namesake.
The third would be the potential need of a second high schooL Especially considering
the fact that there are limited routes to travel from the eastern end of Dublin to reach
our current high schooL
7. What, if anything, should be done to enhance the Downtown business districts?
There are many ideas I could put down on paper, but the real issues that must be
addressed first are:
1. There are four lanes and an island that divide our downtown; add to that driveway
entrance after driveway entrance. All of the successful downtowns I have visited are
extremely pedestrian friendly and allow people to cross a small street quickly and
safely.
2. Existing businesses do not motivate consumers/shoppers/residents to flow from
one shop to the next. These businesses are one time stops (i.e. dentistry, karate dojos,
trophy shops, Oil Changers, Post Office, car wash) and are not places people prefer to
hang out or leisurely enjoy the day.
8. What considerations should the City be concerned with in future developments in
Dublin?
The City should consider the future of Camp Parks, the congestion on 580 & 680, and
perhaps a hospitaL
9. How do you feel about making a decision for the overall good of the community, but
unpopular with some neighbors?
I am aware that not every decision will receive positive feedback and I am fine with
that. This is not math and there are no exact answers. My feeling is that every single
person has their own perspective and opinion and it would be near impossible to find
two people in this world who agree on every single item or come to the same
conclusion on an issue in exactly the same manner. I know to respect others views
and place myself into their shoes and by doing so if I still have confidence in my
decision in the end then I do not feel this will be an issue for me.
lD. What is the most important contribution you can make as a member of the Planning
Commission?
Having a sound and reasonable sense of judgment; knowing the decisions I make
today will affect many residents for years to come.

1. Why are you interested in serving on the Planning Commission?
I want to be involved in the decision process that determines the city's future.
The Planninq Commission is an inteqral part of the decision making process.
2. Whafis your knowledge of and expffience in Planning and Zoning?
I have a qood understandinq of Planninq and Zoninq. I have attended several
Planninq Commission meetings and have a feel for what needs to be addressed
when determininq the requirements to approve aproposed development. Also I
have read the Planninq Commission meetinq minutes for the past two years.
3. How do you feel about the growth that has occurred in recent years in Dublin?
I am excited about the qrowth in Dublin. The city has done a very qood iob of
qrowinq the east side. By providinq the schools, parks, retail and commercial space
necessary to round out the city.
4. What should the City's position be regarding growth?
The city should ensure that the services it provides expand as the population
continues to increase. The city should also decide how larqe it wants to qrow, so
that Police and Fire services are adequately maintained.

I would like to see more apartment complexes for those who cannot afford a home.

6. What do you think are the major concerns of Dublin residents regarding futureplanning?
After speakinQ with numerous citizens on the west side, they are concerned with the
recent Qrowth in the city. Thev feel that all the attention is beinQ paid to the development
on the east side and not enouQh is beinQ done to redevelop the west side.
7. What, if anything, should be done to enhance the Downtown business districts?
The downtown area (VillaQe Pkwv & Dubllin Blvd) needs to Qet a facelift. I would like to
see a downtown similar to that of Pleasant Hill with adequate parkinQ.
8. What considerations should the City be concerned with in future developments in Dublin?
Traffic should be a biQ consideration when considerinQ future development. Also,the
environmental impact associated with new proiects needs to be considered. As the city
continues to Qrow, parking will be harder to find and needs to be addressed.
9. How do you feel about making decisions for the overall good of the community, but
unpopular with some neighbors?
I do not have any problerrs with makinQ tOUQh decisions that are unpopular.
BeinQ a leader in the Air Force reserve, I freQuentlv have to make those kinds of
decisions. I believe as 10nQ as you are respectful of people and explain to them why you
are makinQ the decisions YOU are makinQ, they will understand and respect your decision.
10. What is the most important contribution you can make as a member of the Planning
Commission?
A forward thinkinQ approach that will look at how developments will iml]ict Dublin
10-20 years into the future. Also an understandinQ of unintentional consequences of
future developments that look at the neQative as well as the positive impact of future
proiects.

1. Why are you interested in serving on the Planning Commission?
Dublin continues to have the opportunity to define its character amidst the hectic
lifestyle of the Greater Bay Area. With growth opportunities to the East, West and in the
Downtown for residential, commercial, recreational and industrial projects Dublin sits on
the brink of having to make many decisions. My growing family has lived in Dublin for
almost five years and, as a thirty-something resident of Dublin, I feel that it is my
responsibility to make our City the best possible place for my family and other families
like mine to live. The only way to ensure that I have a say in my family's future is to get
involved and there is no better way to do so than via local government.
2. What is your knowledge of and experience in Planning and Zoning?
I have very limited formal knowledge and experience. Through my work in public
transportation I have been exposed to proposals for Transit Oriented Development in
other Cities throughout the United States. In addition to the Transit piece of these
Development plans I have also been involved in discussions concerning the
environmental impact on the Community of proposed vehicles and facilities. I believe my
Transit background, my formal education in Environmental Economics at UC Berkeley
and my MBA from CSU Hayward have equipped me with the intellectual tools to make
rational decisions for the City of Dublin.
3. How do you feel about the growth that has occurred in recent years in Dublin?
The big question that the City Council must contend with is "What do we want
Dublin to be?" As a City with a small population the answer to this question can be easily
altered in the pursuit of "getting bigger". I would contend that "getting bigger" doesn't
mean getting better and thus I have mixed feelings concerning the growth that has
occurred since my family moved to the City in 2002.
I would contend and agree with the direction of most of the residential
construction; a population of 42,000 people needs more than 14,294 available housing
units. However, I also believe that without creation of new, non-retail jobs in the City
new housing starts should be kept at a slower pace. The high-density housing along
Dublin Boulevard will have mixed results on the City. I think there should be more
emphasis on single-family stock in the Western and Eastern expansion areas (although I
do not like, from an aesthetic perspective, the development in West Dublin along 580).
The commercial development along the western span of Dublin Boulevard is
going to put pressure on the City infrastructure without creating higher paying jobs. This
may have a negative social impact on the quality of life for residents of the City. This
may also lead to the need for lower priced housing when in reality what the City needs is
housing for the moderate income families. Higher priced homes means more property tax

revenue and higher sales tax returns due to more disposable income by higher salary
families. These tax revenues will be needed to improve the City infrastructure without the
use of bonds.
4. What should the City's position be regarding growth?
I have already discussed some of my opinion above. Briefly, I think the City
should focus on attracting higher salary families that will work outside the City but will
return to Dublin due to the high quality of life provided within the City limits. I think the
City should preserve as much open space as possible and should be conscientious about
the environmental footprint left by new development. Commercial development is
important but I think it needs to address specific needs and not be speculative. Existing
commercial space should be utilized before more stock is built. Dublin does a great job
with Parks and this should continue. If there is to be one downtown than I think it should
be identified and invested in. Otherwise, if we are to be villages within the City of
Dublin, each village should be allowed its own identity. I contend that with the
geographic and demographic characteristics of our City the latter will be the outcome.
5. What type(s) of housing do we need?
Again, as expressed above, it depends on "What we want to be". My opinion is
that there is a housing need for moderate income families. The housing stock that should
be provided in the Expansion Areas is Single Family Residential and Medium-Density
Residential. Along Dublin Boulevard and as in-fill there is a need for high-density
affordable housing. The housing need is predicated on the demographic of current and
future residents. So, "What do we want to be?"

I would like to see the street scape stay the same for the whole Downtown area. I like the
street lights that were installed on Village Parkway and would like to see the same thing
on Amador Valley and Dublin Boulevard.
8. What considerations should the City be concerned with in future
developments in Dublin?
The City needs to make sure that the different types of businesses coming to Dublin in
the future have housing so their employees can live and work in Dublin.
9. How do you feel about making a decision for the overall good of the
community, but unpopular with some neighbors?
I have made tough decisions in the past 3 years serving on the Parks Commission. I feel I
just have to do what's best for the whole city of Dublin, not just one particular group.

I have lived in Dublin over 30 years and watched it grow. I have been involved in many
organizations, dealing with several different segments of the population. These

Smart Growth and Green 8uildingappear to be trends that will govern many Bay Area communities as they
plan for growth in the coming years. Ensuring sustainability with future developmenls~co-friendly site
planning and construction. sufficient traffic management, adequate resource and infrastructure commitments,
,and achieving a level jobs/housing balance-should remain topiCS of importance for local government.

I believe that the greatest challenge for local government is balancing neighborhood- or street-level desires
with the needs and desires of the community as a whole. Education and outreach are critical in informing the
pUblic of the reasoning behind an unpopular deoision. I would view the larger PUblic benetit--and compliance -
with applicable laws (e.g. CEQA)-to be the most importarlt tactOf$ to consider when making decisions.

I would consider championing public participation In the planning process as the most important contribution I
could make a planning commissioner, working hard to keep members of the community engaged and excited

I know that planning and zoning involves the physical development of a community to meet present and future
needs, promoting, amongst other things, health, safety and good design, while promoting business growth and
stability.
3. How do you feel about the growth that has occurred in recent years in Dublin?
My family has recently relocated to the area from Houston, Texas. Though I have been able to get a lot of
information on the recent growth of Dublin, I am still gathering information. But I can see the potential for
more growth that will benefit the residents and businesses alike.
4. What should the City's Position be regarding growth?
Residents first. This should be the overwhelming theme but it should be balanced against growth, both
business and residential, to ensure that the city is able to take advantage of opportunities as they come up.
5. What type(s) of housing do we need?
As the city grows, more multi-family, high density units will be necessary to house local workers as the
economy grows. Also more single family housing will also be needed as the area begins to attract new
residents. The hard part will be balancing the two to maximize the available land usage.
6. What do you think are the major concerns of Dublin resident regarding future planning?
Ensure that as the city grows that we don't loose the small town, family -oriented feel.
7. What, if anything should be done to enhance the Downtown business districts?
Research the current mix and capacities of the existing businesses. Then offer incentives to businesses looking
to open a store front in the downtown area, ensuring that these businesses serve to heighten the appeal and
experience of our downtown area.

is necessary to keep our community thriving. We will have to work hard to ensure that when change occurs it
is as palatable as possible, working for community buy-in at all times, but moving forward with or without
that buy-in.

I bring experience as a small business owner in Houston, Texas. Additionally, I recently earned a MBA in

1. Why are you interested in serving on the Planning Commission?
Exoerience. Ideas. Persoective.
Having been raised in Dublin I benefited greatly from many of the City's
opportunities: jobs, efficient infrastructure, and affordable housing. These opportunities
are the products of city leaders over the years that have had a vision for Dublin. I am in
the process of stating a family and intend to remain in Dublin. Therefore, I believe the
time has come for me to give back to the community that has provided me with so much.
I have the experience, ideas, and perspective to be a valuable member of the Planning
Commission.
EXJ}erience:
As a college student I was the student-liaison/member of the College Park City
Council, where I worked intimately with developers to bring downtown business and
residential development. I immersed myself in the details ofRFP's, site plans, and
environmental impact reports. In the process, I had the opportunity to work with the
Office of the Governor, Parris Glendening, the architect of Smart Growth. After my
tenure on the council I served as a consultant for the City of College Park's City-
University Partnership, where I worked between private developers and city leaders to
encourage investment in the community.
Ideas:
With experience in planning and zoning I will bring new ideas to the
Commission. For example, my prior experience with a public-private partnership
demonstrates that it can work if goals are set and the right players are brought to the
table. Additionally, I believe my creative nature lends itself to the form-based code
approach that Dublin embraces. This approach has worked beautifully in eastern Dublin,
e.g., mixed-use development projects, and I look forward to working to bring more
pedestrian-friendly communities.
Perspective:
Dublin is no longer a bedroom community at the crossroads of two major
freeways. With development in the east, jobs and affordable housing are attracting
younger families. Growing up in Dublin, I lived in three locations: north-central area
near Dublin High School; southwestern hills; and northwestern hills near the San Ramon
border. After I get married in the spring we plan to move to east Dublin. I believe that
my geographical perspective of Dublin would assist me in making decisions on behalf of
all Dubliners, e.g., I am not biased in favor of one region of the town. Additionally, I
represent the fastest growing demographic (late-twenties/early-thirties, starting a family)
in Dublin. More and more young families are moving to Dublin for jobs, affordable

housing, and its renewed charm (east Dublin development: parks, shopping, and thriving
community). I believe I could be a strong representative for this demographic.
2. What is your knowledge of and experience in Planning and Zoning?
As mentioned above, as the student-liaison/member of the College Park City
Council I acquired extensive experience in Planning and Zoning. I worked primarily to
redevelop downtown College Park. This included meeting with developers, reviewing
their plans, and working with city staff (City Manager, Director of Planning) and state
government officials. I soon became very comfortable reviewing site plans, RFP's,
environmental impact reports, and comprehensive plans. As a member of the council I
was also able to attend the state municipal conference and the National League of Cities
conference, where I led a presentation on City-University relations, including commercial
development.
Additionally, once my tenure on the council ended, the City recruited me to assist
it in its Planning and Zoning needs. I worked as a consultant to the City-University
Public-Private Partnership, where I wrote development grants, worked between
developers and city leaders, and encouraged development. I was also hired by the city as
an independent contractor, where I conducted a sidewalk-use survey in one of the
neighborhoods. The issue was whether a particular neighborhood needed a sidewalk and
if so, how should the city proceed in procuring funds. I led the survey, supervised 15
people, and issued a report to the City Manager. I believe these experiences qualify me
to sit on the Planning Commission.
3. How do you feel about the growth that has occurred in recent years in
Dublin?
I am pleased and enthusiastic about Dublin's recent growth; however, I am
also thankful for the stewards that made crucial decisions. Over the past fifteen years
Dublin's leaders have been faced with a tough choice regarding development in the east:
(1) develop as much as possible; (2) develop as little as possible; or (3) take a balanced
approach to development. Dublin has successfully harnessed its growth opportunities by
employing a measured, balanced approach. The growth of office, residential, and retail
in the east has been balanced by parks, green space, pedestrian-friendly communities, and
four-sided architecture. This balance ensures that the pristine hills in the east are
recognizable, while at the same time creating jobs, providing housing that is affordable
for all incomes, expansive parks, and retail centers that add to the city's tax base. Yet,
Dublin is not at build-out. There are still areas awaiting development, e.g., Camp Parks,
the site that was to be IKEA, and the west Dublin BART station. If our leaders apply the
same balanced approach to these projects as leaders past, Dublin will continue to thrive.

4. What should the City's position be regarding growth?
Smart. Balanced. Environmentally-Friendly.
As the City moves toward build-out, we should not abandon the principles that
got us here: smart growth; balanced growth; and environmentally friendly growth.
Smart, balanced, and environmentally friendly growth means investing time,
attention, and resources in restoring community and vitality to our downtown districts.
Smart growth is more town-centered, e.g., the west Dublin Bart Station, is transit and
pedestrian oriented, and has a greater mix of housing, commercial and retail uses, e.g.,
east Dublin mixed-use projects. It also preserves open space and many other
environmental amenities.
5. What type(s) of housing do we need?
Dublin needs housing that is affordable for all incomes. This includes everything
from high-end, expansive single-family home lots to mixed-use development apartments
and condos for the couple that is just starting out. Design concepts are also important:
streetscape, pedestrian-friendly designs comport with Dublin's form-based zoning
approach. Additionally, we must build on affordable housing available for seniors.
6. What do you think are the major concerns of Dublin residents regarding
future planning?
As Dublin grows, people are concerned that we efficiently manage our growth.
Without efficient management of growth, we are left with congestion, eyesore retail
development, and overdeveloped hillsides. Congestion can be managed with more
pedestrian- friendly neighborhoods, where parks and shopping are within walking
distance to housing. Eyesore retail development can be managed by four-sided
architectural plans that are not only concerned with the fa<;ade of a building, but also its
other three sides. Finally, protecting against overdeveloped hills means having a
Planning Commission and Council committed to preserving green space. Specific
projects that will require special handling are: west Dublin BART station; Camp Parks
development; and the former lKEA lot.
7. What, if anything, should be done to enhance the Downtown business
districts?
As mentioned above, a Public-Private Partnership would be a strong step in the
direction of encouraging downtown redevelopment. Bringing city and business leaders to
the table is necessary for a sustained downtown. Traditionally, local business leaders
have been reluctant to band together to work with the city. However, if the benefit of
working with the city is conveyed to local business leaders, through strong lobbying

efforts and incentive packages, they will respond. This, in turn will lead to fa~ade
improvements, welcoming of downtown housing, and streetscape redevelopment.
Additionally, the Planning Commission should work with local businesses to explore
grant opportunities for redevelopment. Working together, local businesses and the City
can create a viable downtown district.
8. What considerations should the City be concerned with in future
developments in Dublin?
Balancing growth, as mentioned above, is the biggest challenge facing the city.
We must resist the temptation to either overdevelop the hills (leaving no green space for
our children and grandchildren) or close our doors to development. Balanced growth has
worked for over ten years; it must continue to be employed. Future projects that require
balanced growth include: west Dublin BART station; Camp Parks development; and the
former IKEA lot. With the west Dublin BART station, for example, we must work to
provide a viable transit center that includes retail, housing, office, and plenty of parking.
For the Camp Parks development, because there are not many roads, we should consider
zoning it for light industrial development. Commercial retail or office may not work
considering the lack of access; however, light industrial would be appropriate and add to
the city's tax base and create jobs.
9. How do you feel about making a decision for the overall good of the
community, but unpopular with some neighbors?
My prior experience on a city council makes me very comfortable with making
decisions for the good of the community, but unpopular with some neighbors. I will
work my best to be forward-thinking while at the same time considering the will of the
community. However, I will not be beholden to any interest other than Dublin's long-
term viability. My future children and grandchildren will inherit the Dublin I help build.
Thus, if a decision upsets a few neighbors but is best for the community's sustainability, I
will not hesitate to think and act long-term.
10. What is the most important contribution you can make as a member of
the Planning Commission?
The most important contribution I can make as a member of the Planning
Commission is energy. My energy is made up of experience, ideas, and perspective (as
mentioned above). I will relentlessly work to keep Dublin on track as a balanced-growth
community. Dublin's leaders have left the next generation with many opportunities in
planning and zoning. I will use my experience, ideas, and perspective to honor those
leaders and carry the torch for the future.

1. Why are you interested in serving on the Planning Commission?
To see that Dublin's 10-Year Strategic Plan continues it vision for the City of Dublin. It is
my intent to serve my fellow citizen and give back to the Dublin Community as a whole.
There are many ways this can be accomplished of course, but I feel that since Dublin is a
growing city, this is one of the major ways best suited to help our Community.
2. What is your knowledge of and experience in Planning and Zoning?
I was given a practical, real case scenario during my tenure on the Dublin Leadership
Academy. This exercise was then presented to our peers and critiqued. I also have
studied urban planning and renewal at the University of the Pacific.
3. How do you feel about the growth that has occurred in recent years in Dublin?
I am personally excited by the growth of Dublin. I have resided in Dublin since 1998 and
have lived in the Tri-Valley since 1992, so I have seen Dublin blossom over these past
fourteen years. I am especially enthusiastic that BART will have a presence in a new
revitalized Downtown Dublin. BART and the surrounding areas will create more foot
traffic for the businesses and hopefully multi-dwelling residences as well.
4. What should the City's position be regarding growth?
Growth should contribute to the City's economic health. But that also means building
structures that are of high quality and esthetic beauty. Ultimately, the City should be tied
together both east and west portions into a cohesive unit.
5. What type(s) of housing do we need?
Housing needs to span both high and low economic spectrums. This creates a more
diverse Community as a whole. But also it should include single-family residences and
multi-unit residences too. This would encourage both families and single individuals to
move into Dublin and enjoy this Community we already do.
6. What do you think are the major concerns of Dublin residents regarding future
planning?
As a Dublin resident I am personally concerned with unchecked growth and construction
of buildings that are of an inferior quality and design. I feel most citizens regard these as
major concerns to our City.
7. What, if anything, should be done to enhance the Downtown business districts?
Dublin should encourage continued investment in Downtown Dublin. Motorists should be
given the opportunity to walk more while conducting business in Downtown. Give
Downtown a more unique feel, rather than a series of strip malls not connected together.
The improvements along Village Parkway have started in this direction and something I
would promote were I selected to be on the Planning Commission.
8. What considerations should the City be concerned with in future developments in
Dublin?
What will be the combined impact, and overall general need for the City. Will it benefit the
citizens and visitors to the City of Dublin?
9. How do you feel about making a decision for the overall good of the community,
but unpopular with some neighbors?
The Planning Commission should be familiar with the General Plan and Zoning
Ordinance, but also must represent the whole City. To that end I feel keeping the lines of
communication open as liaison between the City, public and developers is key. All
considerations should be made to accommodate as many views as possible. With that
being said, I am reminded of the quote, "The needs of the many outweigh the needs of
the few, or the one." This is my view on a few people who might be disappointed with a
particular decision.

10. What is the important contribution you can make as a member of the Planning
Commission?
My most important contribution can be summed up in two words: time and analysis
Time - in that as a single professional it allows me great flexibility with the time
commitments required of a Planning Commissioner. I have nothing that could interfere
with the mandatory meetings and ad-hoc meetings should the need arise. Analysis - As
an Intelligence Officer for the Department of Homeland Security it is my second nature to
analyze, question and synthesize all data presented to me and from that make a logical
recommendation, that would impact a great many individuals.

I would like to serve my community and believe that my passion for land use and quality design
will continue to enhance the quality of life that we all expect in Dublin.
2. What is your knowledge of and experience in Planning and Zoning?
I have been involved in the real estate industry full time for 20 years and as part of my career, I
have regularly worked with zoning ordinances and general plans. I have appeared before
planning commissions and city councils and in Santa Clara, I wrote an entire zoning classification
that was adopted on a unanimous vote.
3. How do you feel about the growth that has occurred in recent years in Dublin?
I belieye the smart growth exhibited in Dublin has been instrumental in making Dublin one of the
most fiscally sound and highest quality of life places to live in the Bay Area. Dublin has also done
an excellent job of balancing the jobs, retail, and housing mix so residents can live work shop
and play in their hometown. ' , ,
4. What should the Cityts position be regarding growth?
The. city should embr~ce growth that is well-conceived, offers community b~~efits, is
enV1ron~ent~lly responsible, and appeals to people at various levels of the economic ladder.

We need to continue the policy of encouraging a variety of housing at different socio-economic
levels. A diverse community is a vibrant community. While it is easy to say we need more
teacher housing, workforce housing, etc., it may be wise to explore the policies and codes in
place that either encourage or discourage this kind of development so that this kind of housing is
actually constructed. We should also consider a luxury-oriented condominium development that
would appeal to empty nesters who have built up substantial equity in their homes. Many older
professionals and early-retirees don't want the responsibility of a single-family home but still
want a spacious, luxurious place to live. This would also free up more homes to be purchased by
younger families with children.

6. What dd you think are the major concerns of Dublin residents regarding future
planning?
Residents will always be concerned with traffic since that affects everyone in their daily lives.
Parking ratios are also important as I've heard from many of our friends about the frustration of
parking at places like BART or Hacienda Commons. Privacy needs to be considered for situations
where a taller development is located near lower rising properties. Quality design is also a
critical concern as citizens want to be proud of the look of their city.
7. What, if anything, should be done to enhance the Downtown business districts?

There is a lot that should be done here but this is an extremely complex problem. An excellent
long-term goal would be to change the feel of the downtown from "car-centric" to pedestrian
friendly. Main Street in Pleasanton and University Avenue in Palo Alto are good examples of
downtowns that draw people out of their cars and onto sidewalks. Landscaped medians,
buildings closer to the street, and parking in the rear are potential ideas to be explored.
8. What considerations should the City be concerned with in future developments
in Dublin?
While trying, t~ avoid being redundant on this question, the city should consider any
develop~ent s lmpact on traffic, the environment, curb appeal, and overall contribution to the -
commumty.
9. How do you feel about making a decision for the overall good of the
community, but unpopular with some neighbors?
With any contentious issue, the first goal is to try to bring--parl:ies together by listening to eacn--
party's concerns and strive for common agreement. Often, slight tweaks in projects can make all
people agreeable and feel like they were part of the process. Sometimes, however, agreement
may not be possible and in those situations, tough decisions must be made which is the
responsibility of being in a leadership or decision making position. It will be very obvious to
those I interact with that I have the overall goals of Dublin first in my mind, that I am fair, and
listen to all. In the end, I will use my best judgment to make a decision considering all facts,
even if it's unpopular with some. I am not seeking this position to win a popularity contest.

My over 25 years of corrmunity leadership involvement and my management education and
my affiliations with major enginneering, construction, and environmental firms could
be genuine assets to the Commission. These accomplishments support this interest.

Public service has always been very important to me. I want to serve the citizens of
Dublin in any way that I can.

I have extensive knowledge of the parks and recreation facilities in Dublin.
My family frequents most of the parks in Dublin includinQ Emerald Glen skate park
as well as the old Shannon Community Center.

I would like to see a Veterans Memorial established in one of the city parks.

The user fees should onlv be enouqh to help the city pay for the cost of the proqram.
There should be a proqram to waive fees for citizens who cannot afford the user fee.

unpopular with some neighbors or organizations?
I do not have any problerrs with makinq touqh decisions tI"Bt are unpopular.
Being a leader in the Air Force reserve. I frequentlv have to make those kinds of
decisions. I believe as lonq as you are respectful of people and explain to them why you
are makinq the decisions yOU are makinq, they will understand and respect your decision.

The most important contribution I can make is to be fair and partial in every decision that
comes before the commission. Also to listen to everyone's point of view and treat each
individual with the respect that they deserve.

1. Why are you interested in serving on the Parks & Community
Services Commission?
Dublin's parks and related activities represents a key component in the
character of our community. Our athletic fields and athletic programs provide
kids and adults an opportunity to expend energy in a positive, non-
destructive way.
Parks & Community Services other non-sports programs provide
members of our community - including seniors - with activities that can
enhance and enrich lives.
As a Dublin resident who has been a part of the exciting growth (and
growing pains), and having a great deal of experience as a participant - and
as the parent of participants - in Parks & Community Services programs, I
feel that I have an excellent perspective that can add value to the
Commission and the city as a whole.
2 &3 - What knowledge do you have of the parks and recreation facilities
in Dublin? What knowledge do you have of the programs offered
through the Parks & Community Services Department? Have you or a
family member participated in a program sponsored by the Department?
I have a great deal of knowledge about the parks and recreation facilities
and from a variety of perspectives. I have used/visited virtually every park
in the city, and have taken part in a number of Parks & Community
Services events - ranging from Day on the Glen to the recent family movie
at Emerald Glen Park. Here are some additional examples:

. Former President - Tri-Valley Youth Football & Cheer (based in
Dublin with practices at Dublin parks and games at Dublin High
School)

4. Are there additional park facilities and recreation programs
needed by the community? Please describe.
Overall, I think the City does an admirable job of providing recreation
programs for its residents. I think the programs are varied and designed for a
wide age range. Having said that, I still believe it would be helpful for the city
to undertake an annual survey (could be done of parents and kids at sporting
events, in-school surveys at middle and high school, and seniors at the senior
center using volunteers to reduce costs) to ensure that the Department is
providing the type of recreational programs that successfully meet the needs
of our residents.
My instinct is that additional music and art classes would be welcomed,
and I believe that more planned activities need to take place on the growing
east side as the new facilities come on line.
5. How do you feel about user fees for recreation programs and
park/facility reservations
Many residents might argue that they already pay for many core services
via property taxes. But the reality is that parents/adults are already used
to paying additional participation fees for sports and other programs. If a
program being offered is professionally managed and delivers as
promised, then I believe most people are willing to pay their fair share.
Where feasible and financially affordable, I do believe that the city should
take into consideration a family's income, however, and should provide
financial assistance for those not able to afford to pay for a program -
especially for at-risk kids.
6. How do you feel about making a decision for the overall good of
the community, but unpopular with neighbors or organizations?
Making tough decisions is not something that I have a problem with. I am
faced with very difficult decisions on a daily basis with my job and my
family. My decisions as a Commissioner will be based upon what I
believe will serve the greater good of the community and its residents. My
neighbors and local organizations might not like all of my decisions, but I

believe they'll respect the fact that I took the time and effort to clearly
understand an issue before taking a position.
7. What is the most important contribution you can make as a
member of the Parks & Community Services Commission?
When I finish my tenure as a Commissioner I will be able to look back and
know that I played a small, but positive role in helping Dublin and its
residents now and into the future. I will call upon my experience as an
athlete, coach, and parent to help the Commission create a legacy that will
benefit Dubliners for many years to come.
In addition, with my many years experience as both a journalist and a
communications/public relations expert, I'll be able to offer unique and
valuable counsel to Parks and community Services staff members on the
best ways to market the City's programs and to involve an even greater
number of participants.
