DESCRIPTION: At the July 18, 2006 meeting the City Council authorized Staff to
prepare the construction documents for the Shannon Community Center based on the design development
plans presented by the Dahlin Group Architects (Attachment 1). The new building includes
approximately 19,000 square feet of space and provides for a banquet hall for 300 people, a catering
kitchen, two preschool classrooms, flexible meeting rooms, Staff area, and support spaces. The traditional
mission style design of the building incorporates a terra cotta colored tile roof, cream-colored walls,
sandstone colored base, dark window mullions and green stone accent tiles. The building interior has
similar finishes and colors that mimic the terra cottas and creams in the wall colors, carpets and tiles.
The landscape was designed to incorporate "Bay Friendly" practices and a demonstration garden on the
lower terrace which can also be used as a teaching tool for nature camps. The multi function plaza and
landscape off of the social hall also includes the removal of the gazebo to be replaced with a thematic re-
creation of a "faerie ring" from Irish folklore. This element could also function as an opportunity for
donor names for the Dublin Pride Steering Committee.
The final design is in accordance with the City's Green Building Ordinance which requires that all City
buildings with a construction cost of $3,000,000 or higher be built to a LEED (Leadership in Energy and
Environmental Design) Silver Certification standard. Some of the components that were incorporated into
the project design were; high performance heating and air conditioning units, recycled products, certified
wood products, increased insulation, high performance glazing and energy conserving appliances. The

certification process will require the contractor to provide detailed reporting of all materials and
installation processes to be included in a final submittal to the US Green Building Council for their review
and certification.
In addition to the project design the Council approved the proposal that 1 % of the budget be allocated to
art in the Center for a total of $104,785. It should be noted that funds have not yet been appropriated
for the art; Staff intends to bring a budget change before the City Council when the construction
contract for the project is awarded. The public art selection process is underway. A call for artists has
been released and maquettes for the new facility are anticipated by May, 2007. In addition to
permanent public art, the lobby provides opportunities for temporary displays of art work.
At this time the Architect has provided permit plan sets for review to the City departments, has received
comments and incorporated them into the Bid Set. The Architect has also provided Staff with an updated
cost estimate. The cost estimate is in excess of the available budget and Staff seeks direction from
Council. The cost estimator has identified that the current bid climate is still uncertain. Thus the bids for
the project could possibly be higher than the estimate
Throughout the process Staff has worked extensively with the Consultant to economize elements of the
project to achieve a design that is estimated to be within the available construction budget. At this time,
reductions in project scope may jeopardize the project's intended use and quality.
In order to retain the project near the current budget several discreet elements have been identified that
could be shifted to additive bid items and removed from the project's base bid. The items are:
1) Park Restroom Building
The restroom building can be installed at a later time as part of a separate CIP. It is
independent of the construction of the Community Center and is located near the play area.
2) Emergency Generator Hook Up
The generator hook up can be installed at a later date. However Staff would recommend that
conduit and space be left in the base bid to allow for an easily installed and efficiently
integrated system.
3) LEEl) certification processing.
Staff is recommending that all LEED related building components be left in place and that
only the certification processing be separated as an alternate. The City's Green Building
Ordinance (section 8.1B) does provide the option for the Council to exempt a project from
the Green Building Requirement. In addition, separating out the processing requirements
will provide a better understanding of the actual costs of certification versus increases to the
building construction.
As these items are stand alone and not integral to the building's design and function Staff believes the
removal of these elements would not impact the overall use and quality of the building.
In addition, Staff will be reviewing other budget line items to see if there may be available savings as well
as potential grant funding to off set the shortfall.
RECOMMENDATION:
It is recommended that the City Council;
1) Provide direction regarding the additive bid alternates
2) Authorize Staff to bid the project.
