Resolution Amending the Salary Plan RECOMMENDATION: ~ Adopt Resolutions. ~ FINANCIAL STATEMENT: Sufficient funds have been included in the FY 1998-99 budget to cover the costs associated with the creation of the new Recreation Technician position. There is no fiscal impact in approving the Associate/Sernor Planner job description. DESCRIPTION: Pursuant to the City's Personnel System Rules, ajob description and .a1ary range must be adopted for each classification in the organization. The job description typically includes general purpose, essential duties and responsibilities, knowledge, skills, abilities and requirements of the position. CLASSIFICA TION PLAN Staff has prepared a job description for the new Recreation Technician position originally approved as Aquatic Director in the adopted FY 1998/99 Budget. The proposed description outlines the responsihilities of the Recreation Technician in more general description as opposed to the original Aquatics Director designation. In redesigning the job description staff took a more universal perspective to titling the classification. The Recreation Technician position is responsible for the operational activities . of assigned recreation programs within the Parks and Community Services Department. A broad-based . job titling and description allows staff the flexibility in placement of this position based on the assignment needs of the department. The specific duties of the Recreation Technician include on-site supervision and implementation of assigned program areas which could range from aquatics, senior citizens, youth and adult sports, playgrounds, special events, camps, teens and preschool activities. Monies have been authorized in the budget for the addition of the Recreation Technician position within the department of Parks and Community Services Staff also proposes a flexible staffing classification of the positions Associate Planner and Sernor Planner. A common tool in public · agencies, the flexibly staffed classification creates a means for the journey level incumbent to progress to the senior level upon fulfilling any special requirements, based upon the judgement of management and approval by the City Manager. In recommending the Associate/Senior Planner classification, the . distinction between the levels is based upon the degree of responsibility rather than on the types of duties. assigned. After gaining the experience and knowledge to perform the full range of journey leve (Associate Planner) tasks, the incumbent could reasonably expect to progress to the senior level (Senior Planner). The comprehensive job description required only minor modifications to provide for this flexible opportunity. The concept of the flexibly staffed Associate/Sernor Planner position was approved as part of the FY 1998/99 Budget. There are no salary modifications required to implement the flexibly staffed classification. Staff recommends that the City Council adopt the attached Resolution amending the Classification Plan, which incorporates both Recreation Technician and Associate/Senior Planner positions (Attachment t). SALARY PLAN Included in the City's Personnel System are Resolutions, which address salary ranges for both part-time and full-time personnel. The salary range provides a minimum and maximum salary to be paid for each position. The proposed salary ranges are based on market conditions determined by a survey of comparable positions in similar agencies. The recommended salary range values for the position of Recreation Technician is $2,495 - $3,119 per month. This salary range represents the average salary for similar positions in other cities, which staff surveyed. As stated earlier, there is no salary modification to the Associate/Senior Planner position, Staff recommends that the City Council adopt the attached Resolution amending the Salary Plan, for the. position of Recreation Technician (Attachment %,). A RESOLUTION OF TIlE CITY COUNCIL OF THE CITY OF DUBLIN ********* AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add job descriptions to the adopted Classification Plan; and WHEREAS, it is also necessary to update existing job descriptions to insure that the qualifications required are appropriate to the classification. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to include new job descriptions for the positions of Recreation Technician (Exhibit A) and Associate/Senior Planner (Exhibit B). . BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective January 5, 1999. Date Adopted: 1-5-99 Date Revised: Title: Recreation Technician FLSA: Non~Exempt General Purpose: The Recreation Technician under general supervision of assigned supervisory staff is responsible for assisting in the operational activities of assigned recreation and community service programs within the Parks and Community Services Department. Distinguishing Characteristics: This is an entry level class, which requires the incumbent to perform a broad range of . tasks under general supervision. Essential Duties and Responsibilities: Under supervision, assists with the City's recreation and community services programs which may include: aquatics, senior citizens, youth and adult sports, playgrounds, special events, camps, teens and preschool. . Provides on-site supervision and implementation of assigned program areas. Assists with administrative tasks including the maintenance of records, files and other data. Assists in preparing promotional materials including flyers, program brochures, newsletters and press releases. Ensures that assigned program or event is operating in compliance with established health and fIre department rules and regulations. Monitors facilities and activities of users; secures facilities as required. . 1 EXHIBIT A 3 ~ /1 . Issues equipment for recreational activities; prepares for special events such as dances and excursions. Participates in assessing supplies needed for events and requisition additional supplies as needed. Notifies participants for scheduling events and registration requirements. Coordinates recruitments, recommends for employment, trains, supervises and evaluates volunteers and temporary part-time staff. Date Adopted: 1-5-99 Date Revised: Title: Associate/Senior Planner FLSA: Exempt General Purpose: Under general direction performs professional level urban planning assistance to the City; coordinate and manage planning and development projects to ensure compliance with federal, state and local regulations governing planning and the environment; coordinate current and/or advanced planning activities with other divisions and departments; exercise considerable judgment and initiative when independent action is required. The Senior Planner position is distinguished from the Associate level in that it handles . more complex planning studies and development proposals; may oversee the operations of an assigned division; and exercises full supervisory authority over staff, including directing, training and evaluating. Distinguishing Characteristics: The position of Associate/Senior Planner is a flexibly staffed position as defined in the City's Classification Plan. The distinction between the Associate and Senior level position is based upon the degree of responsibility rather than on the types of duties assigned. After gaining the experience and knowledge to perform the full range of journey level tasks and fulfilling any special requirements for the journey level, the employee could reasonably expect to progress to the senior level based upon the judgment of management and approval by the City Manager. Essential Duties and Responsibilities: Serve as project manager on assigned planning projects. Perform research, analysis and evaluation of site, architectural and related plans. Prepare written project analyses and reports including identifying appropriate land use policy, design and fiscal issues and environmental requirements. NOW, THEREFORE, BE IT RESOLVED that the position of Recreation Technician shall be covered under Article I, Section B of the Salary Plan; and BE IT FURTHER RESOLVED that the position of Recreation Technician shall be paid a monthly salary within the following range with the exclusion of any Performance Pay Adjustment granted in accordance with the adopted Personnel Rules: Recreation Technician: $2,495 - $3,119 BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan for the City of Dublin; and that the changes contained herein shall be effective January 5, 1999. .
