GENERAL INFORMATION PROJECT: A request by Fountainhead Montessori for a Conditional Use Permit to operate a pi~school, elementary, and daycare classes at the Fallon School site. APPLICANT: Fountainhead Montessori 115 Estates Drive Danville, CA 945526 School REPRESENTATIVE: ~., Sarah Zimmerman 115 Estates Drive Danville, CA 94526 " PROPERTY OWNER: Murray School District 7416 Brighton Drive Dublin, CA 94568 LOCATION: 7425 Larkdale Avenue ASSESSOR PARCEL NUMBER: 941-181-27-1 PARCEL SIZE: 14 acres EXISTING ZONING AND LAND USE: R-I-B-l (Residential Combining District) present uses include Tri-Valley Church of God & Kaleidoscope SURROUNDING LAND USE AND ZONING: North: South: East West residential, R-I-B-E residential, R-I-B-E residential, R-I-B-E residential, R-I-B-E ZONING HISTORY: approved for children. August 15, 1983 - Conditional Use Permit Tri-Valley Church of God for a maximum of 120 August 15, 1983 - Conditional Use Permit approved for Kaleidoscope for a maximum of 50 children. APPLICABLE REGULATIONS: Section 8-26.3 states that a school is a conditional use in an R-l District. Section 8-94.0 states that conditional uses must be analyzed to determine: 1) whether or not the use is required by the public need; 2) whether or not the use will be properly related to other land uses, transportation and service facilities in the vicinity; 3) whether or not the use will materially affect the health or safety of persons residing or working in the vicinity; and ----------------------------------------------------------------- ITEM NO. 8. \ c (" 4) whether or not the clauses or peformance which it is located. use will be contrary to the specific intent standards established for the district in Section 8-94.4 states the approval of a Conditional Use Permit may be valid only for a specified term, and may be made contingent upon the acceptance and observance of specified conditions. ENVIRONMENTAL REVIEW: Categorically exempt NOTIFICATION: Public Notice of the April 16, 1984, hearing was published in the Tri-Valley Herald, mailed to adjacent property owners, and posted in public buildings ANALYSIS: Fountainhead Montessori School is proposing to relocate from San Ramon to the Fallon School site. The proposal calls for one elementary class, two preschool classrooms and a daycare center. Fountainhead School is projecting a total of 116 children, with a maximum number at anyone time of 80. The school would operate from 7:00 a.m. to 6:15 p.m., Monday - Friday. ,.,. As noted above, the Planning Commission previously approved Conditional Use Permits for Tri-Valley Church of God {120 children) & Kaleidoscope (50 children) to operate at the Fallon School site. If this use permit is approved, it will bring the total number of children to 286 (120+50+116=286). The Murray School District informed staff that when the school closed in 1983, there was a total of 379 children. Therefore, even with the approval of this use permit, there will be fewer children than when the school was in operation. Parking and loading/unloading, will take place in designated areas onsite. Off street parking is limited, but should be sufficient to accomodate the staff of the three uses. It should be noted that the School District will be responsible for the maintenance of the buildings and grounds. With respect to signage, there is a need for one identification sign to include all three uses. The details ~~ of this sign (size & location) will need staff review and approval. , ' Concerning the playground activities, there is a fenced play area located immediately east of wing "C" which will be used for the preschool children. The elementary children will have access to the general play area north of the parking lot.
