On August 16, 1983, the Planning Commission approved a Conditional Use Permit for Tri- Valley Church of God for a K-9 school for up to 60 students and a church in an R-1 single- family residential district. On August 16, 1983, the Planning Commission approved a Conditional Use Permit for the Kaleidoscope Center education program for up to 44 developmentally disabled youths. On April 17, 1984, the Planning Commission approved a Conditional Use Permit for Fountainhead Montessori School to operate a preschool/daycare and elementary classes at the Fallon School site. On November 20, 1984, the Planning Commission approved a Conditional Use Permit for Growing Tree Preschool to operate a daycare center at the Fallon School site. On January 6, 1986, the Planning Commission approved a Conditional Use Permit for Kaleidoscope Center to operate a daycare/ activity center for up to 44 developmentally disabled youths. On September 15, 1986, the Planning Commission approved a Conditional Use Permit -2- PAGE~OF3) at the Fallon School site for an administrative office and corporation yard for Murray School District and continued use of existing building by Kaleidoscope Center. PA86-024.2: On September 15, 1986, the Planning Commission approved Tentative Map 5616 to subdivide 14.0+ acres into 20 lot subdivision for single-famIly residential lots, a five acre neighborhood park, a City Senior Recreational Center, administrative office and corporation yard and the Kaleidoscope Center. PA88-098: On November 23, 1988, the Planning Commission approved a Conditional Use Permit for Dublin School District to modify previous conditions of approval of a 6 foot tall chain link fence with slats from a 6 foot masonry wall. APPLICABLE REGULATIONS: Section 8-26.3 of the Zoning Ordinance allows daycare centers as a community facility in the R-1 Single-Family Residential District, subject to approval of a Conditional Use Permit. Section 8-94.0 states that conditional uses must be analyzed to determine: 1) whether or not the use is required by the public need; 2) whether or not the use will be properly related to other land uses, transportation and service facilities in the vicinity; 3) whether or not the use will materially affect the health or safety of persons residing or working in the vicinity; and 4) whether or not the use will be contrary to the specific intent clauses or performance standards established for the district in which it is located. Section 8-95.0 Site Development Review. This review is intended to 1) provide orderly, attractive and harmonious development; 2) recognize environmental limitations on development; 3) stabilize land values and investments; and 4) promote the general welfare by preventing establishment of specific intent clauses or performance standards established for the district in which it is located. ENVIRONMENTAL REVIEW: The project has been found to be categorically exempt from CEQA under Section 15314, Class 14 of the California Environmental Quality Act guidelines. This use consists of a minor addition of a portable classroom trailer unit within the existing school grounds. -3- PAGE~ OF~ NOTIFICATION: Public Notice of the April 15, 1991 hearing was published in the local newspaper, mailed to adjacent property owners, and posted in public buildings. BACKGROUND: The existing Kaleidoscope Activity Center Conditional Use Permit PA 85-104 expired on January 6, 1990. The expired Conditional Use Permit came to the attention of Staff on June 1, 1990, when the Applicant requested information regarding adding a classroom addition to expand the activity center site. On July 16, 1990, Staff met with the Applicant to discuss the use permit application process and Site Development Review requirements. At the September 10, 1990 City Council meeting, the Applicant requested a waiver of Conditional Use Permit and Site Development Review fees. At this meeting, the City Council did not grant the Applicant a fee waiver. On October 2, 1990, the Applicant submitted a letter to the City Attorney requesting that Kaleidoscope be considered "exempt" under Dublin Unified School District State regulations. The City Attorney determined that Kaleidoscope was not exempt from City zoning regulations. On November 16, 1990, the Applicant submitted an incomplete Conditional Use Permit/Site Development Review application to the Planning Department. On November 28, 1990, a letter was sent to the Applicant requesting submittal of items to complete and process the Conditional Use Permit and Site Development Review request. The Applicant subsequently submitted a complete application on February 12, 1991. Zoning enforcement has been held in abeyance pending the processing of the Conditional Use Permit/Site Development Review application. On February 25, 1991, the City Council directed Staff to submit an application for $5,000 of Dublin's '91-'92 Federal Community Development Block Grant funds for use by Kaleidoscope Activity Center (see attached Agenda statement). ANALYSIS: The Applicant is requesting approval of a Conditional Use Permit for the operation and expansion of an existing daycare/activity center for developmentally disabled youths and Site Development Review for an additional 1440 square foot portable classroom trailer unit at 7425 Larkdale Avenue. The Kaleidoscope Center has been in operation since 1983 and currently provides after school and vacation activities for 36 youths ages 5 to 22. -4- PAGE 1- OF 31- . The daycare/activity center operates between the hours of 2:00 p.m. and 6:00 p.m., Monday through Friday during the school year, and between 7:45 am. and 6:00 p.m. during the summer and school holidays. The drop off and pick up of students occurs on- site within the existing drive aisle adjacent to the activity center. Adequate on-site parking is provided by the adjacent school district administrative offices. According to the Applicant, the space within the existing 2600 square foot activity center building is limited and operating at maximum capacity. The Applicant proposes to install and use a portable classroom trailer unit on the site. This unit will provide additional classroom and administrative office space. This will also enable the activity center to enroll an additional 12-20 more students and add 5 additional part-time staff members. The proposed portable classroom will be located approximately 50 feet to the north of the existing building. This location is not anticipated to cause any adverse visual impacts to the adjacent residential properties or to Kolb Park. The doorways, ramp and deck for the proposed portable classroom unit will need to be modified to meet building code requirements. This concern has been addressed by Staff and a condition has been included in the draft resolution. The Applicant indicated to Staff that this was not a problem. The portable classroom unit will be painted to match the existing activity center building. Staff also discussed the location of the proposed trash enclosure at the south east corner of the site with the Applicant. The Applicant was advised that this area was not an appropriate location since it was proposed within the required setback area, and was highly visible from Larkdale Avenue and to the adjacent residential property. The Applicant did not have a problem with an alternate location for the trash enclosure and a condition addressing this concern has been included in the draft resolution. Since the location of the proposed portable classroom unit will be within the existing landscaped playground area, Staff recommends that landscaping be added and maintained at the southeast corner of the site in lieu of constructing the trash enclosure in that location. The noise generated by the increase in enrollment of the activity center is not expected to significantly impact the surrounding neighborhood in that all activity will occur during daytime hours. The activity center has operated in compliance with the previous Conditional Use Permit requirements and Staff is not aware of any zoning violations. The proposed development is in -5- PAGE 5 OF.:2J conformance with the regulations of the Zoning Ordinance (R-1 B-E Zoning District development standards) regarding building height and setback requirements. This project has been reviewed by the applicable City departments and affected agencies (police, Building, Public Works, Fire, Waste Management, Dublin Unified School District) and all applicable conditions of approval have been incorporated into the draft resolutions. Staff recommends approval of the Applicant's request for Conditional Use Permit and Site Development Review, subject to the conditions listed in the draft resolutions, Exhibits A and B, respectively. RECOMMENDATIONS: FORMAT: 1) 2) 3) 4 ) 5) Open public hearing and hear Staff presentation. Take testimony from Applicant and the public. Question Staff, Applicant and the public. Close public hearing and deliberate. Adopt resolutions relating to PA 90-114 Kaleidoscope Conditional Use Permit/Site Development Review, or give Staff and Applicant direction and continue the matter. Staff recommends that the Planning Commission adopt the draft resolutions approving 1) Conditional Use Permit (Exhibit B); and 2) Site Development Review (Exhibit C) for PA 90-114. CA 1.1~' ."2.Q!2f> RESOLUTION NO. 91 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN --------------------------------------------------------------------- APPROVING PA 90-114 KALEIDOSCOPE ACTIVITY CENTER CONDITIONAL USE PERMIT TO OPERATE AND EXPAND AN EXISTING DAYCARE/ACTIVITY CENTER AT 7425 LARKDALE AVENUE WHEREAS, Mike HUCkins, Executive Director of Kaleidoscope Activity Center filed an application for a Conditional Use Permit and Site Development Review to allow the operation and expansion of an existing daycare/activity center for developmentally disabled youths at 7425 Larkdale Avenue; and WHEREAS, the City of Dublin Zoning Ordinance allows the operation of day care uses in residential areas subject to approval of a Conditional Use Permit; and WHEREAS, the Planning Commission did hold a public hearing on said application on April 15, 1991; and WHEREAS, proper notice of said public hearing was given in all respects as required by law; and WHEREAS, the application has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA) and was found to be categorically exempt under Section 153l4, Class 14; and WHEREAS, the Staff Report was submitted recommending that the application be conditionally approved, subject to conditions; and WHEREAS, the Planning Commission did hear and consider all said reports, recommendations and testimony hereinabove set forth. NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does hereby find that: A. The existing use will serve a public need by providing facilities for a daycare/activity center for developmentally disabled youths. B. The use will be properly related to other land uses and transportation and service facilities in the vicinity, in that the daytime activities of the existing use will be commensurate with the existing single-family residential nei.ghborhood. C. The use, under all circumstances and conditions of this particular case, will not materially adversely affect the health or safety of persons residing or working in the vicinity, or be materially detrimental to the public welfare or injurious to property or improvements in the neighborhood, as all applicable regulations will be met. D. The use will not be contrary to the specific intent clauses or performance standards established for the district in EXHIBIT 8 i I which it is to be located, in that conditions have been applied to insure conformance with the Zoning Ordinance. BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does hereby conditionally approve PA 90-114 Kaleidoscope Activity Center Conditional Use Permit as shown on Exhibit A, dated received March 15, 1991, and on file with the Dublin Planning Department, subject to conditions of the related Site Development Review Resolution No. and to the following conditions: CONDITIONS OF APPROVAL: Unless stated otherwise, all Conditions of Approval shall be complied with prior to the issuance of buildinq permits or establishment of use, and shall be subiect to Planninq Department review and approval. The activity center consists of two classroom facility buildings totaling 4040 square feet of floor area, a gazebo, playground area and parking, as generally depicted on the attached plans consisting of 4 sheets labeled Exhibit A, prepared by Charles Huff, A.I.A. Architect, submitted to the Planning Department on March 15, 1991, and subject to conditions of approval. [PL] 2. The day care/activity center shall be limited to a maximum of 60 students. [PL] 3. Hours of operation for the day care/activity center shall be limited to the hours between 7:30 a.m. to 6:00 p.m. [PL] 4. Activity center noise shall be controlled so as not to create a nuisance to the adjoining residential neighborhood. [PL, PO] 5. All modifications to the site or exterior portions of the buildings shall be subject to review and approval of the Planning Director and must comply with all applicable zoning building code and engineering regulations including issuance of building permits. [PL, PW, B] 6. The Applicant shall comply with all the requirements of the Dougherty Regional Fire Authority. [F] 7. The day care/activity center operator shall, at the minimum, on an annual basis make arrangements to have the Dublin Police Services Child Abuse Program or an equivalent program presented to the center's Staff and students attending the facility, and - 2 - PAGEldL OF~ upon completion of the program, submit a written statement to the Planning Department verifying the presentation. The Applicant shall submit to the Planning Director copies of applicable state licenses and permits and any renewal or extensions of such documents to operate (or continue to operate) a day care/activity center. On at least an annual basis, this Conditional Use Permit shall be subject to Zoning Investigator review and determination as to compliance with the conditions of approval. [PL] 11. This permit shall be revocable for cause in accordance with Section 8-90.3 of the Dublin Zoning Ordinance. Any violation of the terms or conditions of this use permit shall be subject to citation. AYES: NOES: ABSENT: Planning Commission Chairperson ATTEST: Planning Director - 3 - PAGE13 OF~ RESOLUTION NO. 91 - A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN --------------------------------------------------------------------- APPROVING PA 90-114 KALEIDOSCOPE ACTIVITY CENTER SITE DEVELOPMENT REVIEW TO INSTALL A 1440 SQUARE FOOT PORTABLE CLASSROOM TRAILER UNIT AT 7425 LARKDALE AVENUE WHEREAS, Mike Huckins, Executive Director of Kaleidoscope Activity Center, filed a Conditional Use Permit and Site Development Review application requesting approval to operate and expand the existing daycare/activity center and to install a 1440 square foot portable classroom trailer unit; and WHEREAS, the Planning Commission did hold a public hearing on said application on April 15, 1991; and WHEREAS, proper notice of said public hearing was given in all respects as required by law; and WHEREAS, the application has been reviewed in accordance with the provisions of the California Environmental Quality Act (CEQA) and has been found to be categorically exempt from the provisions of CEQA pursuant to Section 15314, Class 14; and WHEREAS, the Staff Report was submitted recommending that the application be conditionally approved; and WHEREAS, the Planning Commission did hear and consider all said reports, recommendations and testimony hereinabove set forth. NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission does hereby find: A. All provisions of Section 8-95.0 through 8-95.8, Site Development Review of the Zoning Ordinance, are complied with. B. Consistent with Section 8-95.0, this project will promote orderly, attractive, and harmonious development; recognize environmental limitations on development; stabilize land values and investments; and promote the general welfare by preventing establishment of uses or erection of structures having qualities which would not meet the specific intent clauses or performance standards set forth in the Zoning Ordinance and which are not consistent with their environmental setting. C. The approval of the project, as conditioned, is in the best interest of the public health, safety and general welfare. D. General site considerations, including site layout, orientation, the location of buildings, vehicular access, circulation and parking, setbacks, height, public safety and similar elements have been designed to provide a desirable environment for the activity center. ~mc E. General architectural considerations, as modified by the conditions of approval, including the character, scale and quality of the design, the architectural relationship with the site and other buildings, screening of exterior storage, exterior lighting, and similar elements have been incorporated into the project in order to insure compatibility of this development with its design concept and the character of adjacent buildings and residential uses. F. The site is physically suitable for the proposed portable classroom addition in that the site is indicated to be geologically satisfactory for the type of unit proposed in the location as shown, and the site is in a good location regarding public services and facilities. BE IT FURTHER RESOLVED THAT THE Dublin Planning Commission does hereby conditionally approve PA 90-114 as generally depicted by materials labeled Exhibit A, on file with the Dublin Planning Department, subject to conditions of approval of the related Conditional Use Permit Resolution No. and to the following conditions: CONDITIONS OF APPROVAL: Unless stated otherwise, all Conditions of Approval shall be complied with prior to the issuance of buildinq permits or establishment of use, and shall be subiect to Planninq Department review and approval. Except as specifically modified elsewhere, PA 90-114 Site Development Review is approved for the installation of a new 1440 square foot portable classroom trailer unit at 7425 Larkdale Avenue. This approval shall generally conform to plans labeled Exhibit A prepared by Charles Huff, A.I.A. Architect, consisting of four sheet including: site plan, elevations and floor plan dated received March 15, 1991. [PL, B] 2. The Applicant shall comply with the City of Dublin Site Development Review Standard Conditions and the City of Dublin Non-Residential Security Requirements (attached). [PL, PO, B] Architectural 3. Exterior colors and materials for the portable classroom trailer unit shall be compatible with those of the existing building and shall be subject to final review and approval by the Planning Director. All ducts, meters, air conditioning equipment and other mechanical equipment on the structure shall be effectively screened from view with materials architecturally compatible with - 2 - PAGE IS OF3'/ the main structure subject to review and approval of the Planning Director. [PL] 4. The design and layout of the proposed portable classroom trailer unit shall meet requirements of the Office of the State Architect. Prior to issuance of building permits, the Applicant shall submit written confirmation that the requirements of the Office of the State Architect have been met. [PL, B) 5. The design of the trash enclosure shall reflect dimensional criteria deemed acceptable by the Livermore Dublin Disposal Service and shall incorporate use of a 10' x 10' concrete apron in front of the enclosure to facilitate the District's mechanical pick-up service. If wooden doors are utilized, the doors shall be trimmed with a heavy metal lip. Raised concrete curbing shall be provided inside the trash enclosure area to serve as wheel stops for metal trash bins to protect the interior walls of the enclosure. Colors and materials of the trash enclosure shall be architecturally compatible with the main structure. In operation since 1981, Kaleidoscope has provided services to over 100 families with disabled youth in East Alameda County. Kale idoscope' s program model prov ides for learn ing and soc ial interaction in a structured, caring, environment--the goal of which is to promote peace of mind for parents and a contributing quality lifestyle for participating youth. Kaleidoscope provides unique mainstreaming experiences on a regular basis for youth enrolled such as a o Scout Troop complete with camping trips o Special Olympic team participation in soccer softball, volleyball and basket ball o a prevocational program to reinforce the vocational objectives established in the schools o community outings to reinforce social and independent living skills o drama activities including full musical productions, theatre outings, and video edited vignettes There is no other program like Kaleidoscope in our area. Without Kaleidoscope's services, many families would be without o the income of the second breadwinner o many siblings would be forced to care for handicapped brothers or sisters--foregoing their own activities o some families would be forced to consider placing their handicapped child in foster care. , RECEIVE!) Page 2 STATEMENT OF NEED FACILITY Unfortunately, space at Kaleidoscope's existing facility is limited and the program is currently operating at maximum capacity. At present, there is a waiting list of 60 family members and their disabled youth. Because of this need, the Board of Directors has planned for a major expansion of its facility to begin in June of 1991 with the purchase of a portable class room unit. This will enable Kaleidoscope to enroll 12 to 20 more youth, depending on the licensing requirements and the type of disability served. The Total cost to purchase, install, and adapt to specific needs of our disabled youth is $52,000. PROGRAM SERVICES The Board is currently reviewing expanding program services to lesser functioning youth who are more physically or mentally challenged. The need for this expansion has been documented by local Special Education Teachers and Case Managers for persons with developmental disabilities. Additional costs of program/equipment needs for the first year include a non- ambulatory van, $37,000; adaptive equipment, $3,000; and a richer staffing ratio of 1 staff to 3 youth, $40,000. Kaleidoscope's expansion plan recognizes that growth is imperative at this time. With the East Alameda County's rapid population growth comes the expanded needs of job seekers whose choice of community may very will depend on the availability of support services such as Kaleidoscope. The lack of such services may force families to locate in larger metropolitan areas or forego the decision to move altogher. The lack of such services also leads to a more homogeneous population where differences in population are not evident or appreciated. In short, Kaleidoscope's expansion will o help expand support services to families with disabled youth o ensure the continued integration of people with varied abilities into community life o contribute to the general quality of life in East Alameda County I' PAGE ;if OF 3/ page 3 IMPLEHENTATION OF FACILITY AND PROGRAH EXPANSION The project will be implemented by program staff, specifically the Executive Director, Administrative Director and Program Site Director. The Design of the portable unit and the program model for expanding program services has been directed to the Program Director and the Board of Directors' Program Committee. EXPANSION FUND RAISING TO DATE The Fac il i ty and prog r am Expansion proj ect is receiving major support from the cities of Livermore and Pleasanton through the Housing and Community Block Grant of $24,200. Additional support is coming from the Alameda County Deputy Sheriff's Association, $5,000: Tri-Valley Knights of Columbus, $4,300, Rotary Club of pleasanton North, $2,600, AT&T, $500: and the Livermore Soroptimists, $250. A Total of $36,850 has been raised to date with several additional fundraising events scheduled. REQUEST Community support for Kaleidoscope's facility, equipment and first year of expanded program services is essential. Kaleidoscope respectfully requests your support of either a financial commitment to reach or expansion goal, providing volunteers for a fund raising event and/or pledge to help with one of our facility/grounds improvement projects to provide matching support for our foundation and fund raising efforts. Based on information from the applicant, Dublin accounts for approximately lO% to 20% of the demand for services of the Activity center, or approximately 25% to 50% of the demand of the city of Pleasanton. Taking those ratios into account, an allocation of $2,500 to $5,000 during the upcoming program year would be appropriate. Pleasanton has allocated $lO,OOO of CDBG funds for FY 91-92 and $15,000 for FY 92-93. Livermore is considering a request for $25,000 of CDBG funds split between FY 9l-92 and FY 92-93. The city of Dublin supported Kaleidoscope in FY 84-85 with $27,000 in start up funding through the CDBG related Jobs Bill. The $23,78l allocation to the Dublin Housing Authority would support the much needed installation of playground equipment that was purchased but not installed. There is the possibility that the actual amount of funds received from CDBG could vary from the amount originally quoted to County HCD. Should the amount of CDBG funding vary, Staff would recommend that the amounts allocated to the Dublin Housing Authority would be increased or decreased accordingly. The City council may allocate CDBG funds among eligible projects as it chooses. It is necessary that a decision be made regarding funding levels for given projects at this meeting due to the need to submit applications to county HCD by February 28, 1991 (HCD has verbally agreed to this date rather than the Febr,uary 22, 1991 date in the HCD.-letter). The CUP fee is set at $130 and the SDR fee is based on Staff processing costs, and could range fro~ approximately $240 to $1,800. Kaleidoscope is requesting that the City waive these fees. Ms. Lowart indicated that past City Council policy has been that development projects pay the costs assQ~iated with processing plannins permit applications and that CUP and SDR fees have not been waived on any previous projects. Kaleidoscope has also requested a $5,000 grant in FY 91-92 to expand their programs. Ms. Lowart felt that it was premature to consider the request at this time due to the uncertainty of available federal funds. He also passed out handouts related to their request, plus a newsletter with publication costs donated. They realize that their request, if granted, would be precedent breaking. This would be an opportunity for the city council to take a stand and really support the community. It is very difficult for non-profit organizations to expand every year and so they felt that the number of groupS asking similar requests would be fairly limited. Mr. Huckins stated that they would be very happy to come back and make a full presentation at anytime in the future and thanked the council for its consideration on behalf of the families who are waiting. -i7 Cm. snyder questioned the geographic makeup of families now served. Mr. Huckins stated that their services have become greatly in demand. Approximately 10-20% come from Dublin; about 40% from Pleasanton. Disabilities are something that run over the entire area. There are currently 4 children from Dublin enrolled. The total enrollment at the present time is 36 children. The expansion program would allow for an additional 15 children. Cm. Vonheeder asked when the expected all this to be in place. Mr. Huckins stated they hope to open ,in June, 1991. Mayor Moffatt asked if there was a fee charged or a donation made by families of those enrolled. Mr. Huckins indicated that they charge $2.95/hr. They have not raised their fees for a number of years. Sean costello stated he wished to stress the importance of this program. When he was growing up he went from one school to another. Some of the teachers want to teach and some con't. They just want tc push you through the school system. He liked the teachers ~ho were there for you. They taught him how to cook, how to write a check, hc~ to type, etc. His word for handicapped is handicapable. This frogra~ is important for the entire area, not only for Dublin. Cm. snyder stated he supported Staff's recommendation, but because this request is coming so early in the year and they must go through - budget process, he requested that Mr. Huckins work with staff because there might be some areas of their budgft for which the city could apply for other CDBG funds. Perhaps other funds could enhance the $5,000 requested, and maybe this figure could be increased. Cm. Hegarty felt this was very important and requested that Staff bring back before the council as soon as possible any added funding cr support that we might be able to get. Mr. Ambrose stated he was not sure how soon the County would have information available on the CDBG funding to identify what Dublin'S share of the block grant program will be. Jeffery pointed out that it is sort of in jeopardy right now. ~ Cm. Vonheeder asked if Dublin had anything currently funded with COBG funds that are in jeopardy. Mr. Ambrose advised that the Senior Center kitchen upgrade has been identified as a project this year. We haven't received anything from the County indicating that the funding for this project is in jeopardy at this time. \ / On motion of Cm. Snyder, seconded by Cm. Jeffery, and by unanimous vote, the Council denied the request for planning application fee waivers and agreed to consider Kaleidoscope's request for $5,000 in funding during Fiscal Year 1991-92 budget hearings or when the budgeting for the 1991-92 COBG funding cycle begins. * * * * DUBLIN FINE ARTS FOUNDATION LOANEO ART PROGRu~! city Manager Ambrose advised that in February, 1990, the city Council granted conceptual approval of the efforts by the Dublin Fine Arts Foundation (DFA) to develop a "sculpture Park" with loaned works of art. OFA has obtained funding and is now requesting authorization to proceed with the first piece of artwork. Mr. Ambrose stated that an agreement has been drafted which will provide for a I-year loan of a large scale sculpture. OFA will arrange to have the artist available for a community forum. Incorporation of educational elements along with the display of artwork has also become a goal of OFA. Location, installation and maintenance were discussed. OFA has reques~ed that the city assume responsibility for insurance costs. city Staff requested that the City'S insurance provider assess the implications of this arrangement and they have indicated that thev did not feel the display would present any significant risk. The - sculpture has previously been displayed in a public plaza at the San Francisco Civic Center. .. Mr. Ambrose advised that Ron Nahas, President of the OFA would make a slide presentation of the artwork and the proposed location. Mr. Nahas presented a brief slide show and explained that the concept of a loaned arts program is to give the community the opportunity to see and enjoy a variety of artwork. There are several communities around the Bay Area which have a successful program.
