A Conditional Use Permit and Site Development Review
to establish an elementary school, grades kindergarten

August 11, 1976: Conditional Use Permit (C-3126) approved to expand
existing church facility including construction of a new chapel, addition to
existing rectory, remodel of existing parish hall, and parking.
August 18, 1983: Administrative Conditional Use Permit (PA83-046)
approved for a three-day parish festival.
APPLICABLE REGULATIONS:
Chapter 8-26 of the City's Zoning Ordinance establishes the regulations
for the R-1 district. Schools are allowed within this zone as a community
facility subject to the approval of a Conditional Use Permit (Section 8-26.3).

Section 8-94.0 states that conditional uses must be analyzed to
determine: 1) whether or not the use is required by the public need; 2)
whether or not the use will be properly related to other land uses,
transportation and service facilities in the vicinity; 3) whether or not the
use will materially affect the health or safety of persons residing or working
in the vicinity; and 4) whether or not the use will be contrary to the
specific intent clauses or peformance standards established for the district
in which it is located.
Section 8-94.4 states the approval of a Conditional Use Permit may be
valid only for a specified term, and may be made contingent upon the
acceptance and observance of specified conditions, including but not limited
to the following matters:
a) substantial conformity to approved plans and drawings;
b) limitations on time of day for the conduct of specified activities;
c) time period within which the approval shall be exercised and the proposed
use brought into existence, failing which, the approval shall lapse and be
void;
d) guarantees as to compliance with the terms of the approval, including the
posting of bond;
e) compliance with requirements of other departments of the City/County
Government.
ENVIRONMENTAL REVIEW: A Negative Declaration has been prepared for this
project pursuant to the provisions of CEQA. The project will not have a
significant effect on the environment.
NOTIFICATION: Public Notice of the February 18, 1986, hearing was
published in The Herald, mailed to adjacent property owners, and posted in
public buildings.
ANALYSIS:
PROPOSED USE:
The applicant is requesting approval of a Conditional Use Permit and
Site Development Review to establish an elementary school, grades kindergarten
through eighth. The applicant anticipates opening the school in September,
1986. The first year will only include grades K through 4. The applicant
intends to add one grade each year until grade eight is included. The
applicant anticipates enrollment of 110 students for the initial year (K - 4
grades). Approximately 25 to 35 students are expected to be added yearly
during the four subsequent years, with a maximum enrollment of 250 to 260
students upon the inclusion of the eighth grade. The hours of operation for
the proposed school will be 8:00 a.m. to 2:30 p.m. Monday through Friday.

The project is proposed for the vacant southwesterly portion of the
The site currently consists of an existing church, rectory, community
and a parking lot.
The applicant is proposing to use portable buildings obtained from the
San Ramon Valley Unified School District until a permanent school facility is
built. Construction of the permanent school facility adjacent to the existing
community hall is anticipated in approximately five years.
The project's development characteristics include:
Seven classrooms, an office, and restrooms situated in a "U" shape
with a wood deck in the center.
"Off-white" exterior walls with dark brown trim consistent with the
existing community hall and church.
Five IS-gallon Monterey pines adjacent to the western property line
in the vicinity of the proposed school.

Turf playfield approximately 48,900 square feet.
Six-foot high wood fence located south of the playfield facing San
Ramon Road.
Play lot adjacent to classrooms, approximately 725 square feet
including swings and slides.
The principal issue associated with this project include traffic, noise,
and visual impacts to the surrounding neighborhood.
The ingress and egress to the proposed school site and existing church
site is via Shannon Ave. The site currently provides 239 parking spaces (37
spaces in excess of the 202 spaces included in the 1976 approval of the church
facilities). The drop-off and pick-up of students will occur on site along
the existing rear drive aisle adjacent to the proposed school. This will not
adversely impact adjacent roadways in that the drop-off area is set back 580
feet from the front property line, providing an adequate queueing area for
cars.
A private school with a maximum of 250 students as proposed is expected
to generate between 500 and 625 vehicular trips per day (based on a 2 to 2.5
trip-per-day-per-student ratio estimated by the City traffic engineer). This
represents a 29% increase in the average daily traffic volume for Shannon
Avenue (see attached 1983 traffic flow map). This increase is not considered
significant in that it involves only a small portion of Shannon Ave. and does
not impact the surrounding residential streets.
Playground noise may impact adjacent residential neighbors. Conditions
have been applied to the permit relating to early outdoor playtime and the
need to control noise so as not to create a nuisance. The noise generated by
the school is not expected to significantly impact the residential
neighborhood in that it will occur during daytime hours. However, the
Planning Commission may wish to limit this permit approval to a one-year
period to allow re-review by the Commission and Staff, thereby providing an
opportunity for surrounding residents to comment on the school once it has
been in operation and to provide the Commission with the opportunity to apply
additional mitigation measures if necessary.
The visual impact to the surrounding residential area resulting from the
proposed portable school buildings is expected to be minimal in that the
building location is neither visible from San Ramon Road or Shannon Avenue.
However, the school may be visible to approximately three residences backing
onto the church site (7925 and 7913 Shannon Court and 7826 St. Raymond Court).
Adverse visual impacts to these surrounding residences will be minimized by
adding architectural trimming work to reduce blank, massive facades and to
provide interest and shadow play. The use of landscaping and building colors
consistent with the building colors on site and the surrounding neighborhood
will also help the portable buildings fit into the area.
RECOMMENDATION
FORMAT:
1)
Hear Staff presentation and open public hearing.
2) Take testimony from applicant and the public.
3) Question staff, applicant and the public.
4) Close public hearing and deliberate.
5) Adopt Resolution regarding the Conditional Use Permit and
Site Development Review; or give Staff direction and
continue the item.
ACTION: Staff recommends the Planning Commission adopt the attached
resolutions approving the Negative Declaration, the Conditional Use Permit,
and the Site Development Review for St. Raymond's School, PA 85-089.

SCHOOL CUIDITIOOAL USE PERMIT APPLICATlOO TO OPERATE
AN ELEIotENrARY SCHOOL AT 11555 SHANNON AVENUE
WHEREAS, Ronald J. Lagasse, Pastor of st. Raymond's Catholic
Church, filed an application for a Site Development Review and Conditional Use
Permit to operate an elementary school for a maximum of 250 students, grade K
through 8; and
WHEREAS, the California Environmental Quality Act (CEQA), together
with the State Guidelines and City environmental regulations, require that
certain projects be reviewed for environmental impact and that environmental
documents be prepared; and
WHEREAS, an initial study was conducted finding that the project,
as proposed, would not have a significant effect on the environment; and
WHEREAS, a Negative Declaration has been prepared for this
application; and
WHEREAS, public notice of the Negative Declaration was given in
all respects as required by State Law; and
WHEREAS, the Planning Commission did review and consider the
Negative Declaration at a Public Hearing on February 18, 1986;
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
finds as follows:
1. That the project 85-089 St. Raymond's School Conditional Use Permit
and Site Development Review will not have a significant effect on the
environment.
2. That the Negative Declaration has been prepared and processed in
accordance with State and local environmental laws and guideline regulations;
and
3. That the Negative Declaration is complete and adequate.
BE IT FURTHER RESOLVED that the Dublin Planning Commission hereby
adopts the Negative Declaration for PA 85-089 St. Raymond's School Conditional
Use Permit and Site Development Review application.

PORTABLE BUILDINGS ON A VACANJ' PORTION OF THE EXISTING CHURCH SITE AT

WHEREAS, the applicant, Ronald J. Lagasse, Pastor, representing
the Roman Catholic Bishop of Oakland, filed an application for a Site
Development Review and a Conditional Use Permit to operate an elementary school
(grades Kindergarten through eighth) for a maximum of 250 students in portable
buildings at 11555 Shannon Avenue; and
WHEREAS, this application has been reviewed in accordance with the
prov1s10ns of the California Environmental Quality Act and a Negative
Declaration has been adopted (Planning Commission Resolution No. ) for this
project as it will have no significant effect on the environment; and
WHEREAS, notice of Public Hearing was published in The Herald,
posted in public buildings, and mailed to property owners within 300 feet of
the project in accordance with California State Law; and
WHEREAS, a Staff analysis was submitted recommending conditional
approval of the application; and
WHEREAS, the Planning Commission held a Public Hearing on February
18, 1986, to consider all reports, recommendations, and testimony;
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
does hereby find that:
a) The use is required by the public need in that there are no
other Catholic schools in Dublin, San Ramon, or Pleasanton, and it meets the
public need for an alternative to public education;
b) The use will be properly related to other land uses and
transportation and service facilities in the vicinity in that the site is
located on a major residential street, across from a public park and community
center, and the daytime activities of the project will be commensurate with the
present use of surrounding properties within the neighborhood;
c) The use, under all the circumstances and conditions of this
particular case, will not materially affect adversely the health or safety of
persons residing or working in the vicinity or be materially detrimental to the
public welfare or injurious to property or improvements in the neighborhood as
all applicable regulations will be met;
d) The use will not be contrary to the specific intent clauses or
performance standards established for the district in which it is to be
located, in that the elementary school is consistent with the character of the
residential district.
BE IT FURTHER RESOLVED that the Planning Commission does hereby
conditionally approve PA 85-089 as shown by materials labeled "Exhibit A" on
file with the Dublin Planning Department subject to the approval of the related
Site Development Review and to the following conditions:
1) st. Raymond Catholic School shall be limited to a maximum total
of 250 students and shall be limited to grades Kindergarten through eighth
grade.
2) Hours of operation for the school shall be limited to 8:00 a.m.
to 2:30 p.m. Monday through Friday.

3) Outside play activities shall not occur prior to 8:00 a.m.
4) School noise shall be controlled so as not to create a nuisance
to the adjoining residential neighborhood.
5) The drop-off and pick-up of students shall occur on-site within
the existing parking lot area.
6) This permit shall expire on July 1, 1987, and shall be
revocable for cause in accordance with Section 8-90.3 of the Dublin zoning
Ordinance.

APPROVING SITE DEVELOPMENT REVIEW FOR PA 85-089
ST. RAYMOND'S SCHOOL
WHEREAS, Ronald J. Lagasse, Pastor of St. Raymond's Catholic
Church, filed an application for a Site Development Review and Conditional Use
Permit to establish an elementary school, grades Kindergarten through eighth,
with a maximum of 250 students; and
WHEREAS, notice of Public Hearing was published in The Herald,
posted in public buildings, and mailed to property owners within 300 ft. of the
project in accordance with California State Law; and
WHEREAS, a Staff analysis was submitted recommending conditional
approval of the application; and
WHEREAS, the Planning Commission held a Public Hearing on February
18, 1986, to consider all reports, recommendations, and testimony; and
WHEREAS, the Planning Commission finds that:
a) All provisions of Section 8-95.0 through 8-95.8 Site
Development Review, of the Zoning Ordinance are complied with;
b) This application, as modified by the Conditions of Approval,
will promote orderly, attractive, and harmonious development, recognized
environmental limitations on; stabilize land values and investments; and
promote the general welfare by preventing establishment of uses or erection of
structures having qualities which would not meet the specific intent clauses or
performance standards set forth in the Zoning Ordinance and which are not
properly related to their sites, surroundings, traffic circulation, or their
environmental setting;
c) The approval of the application as conditioned is in the best
interests of the public health, safety, and general welfare;
d) General site considerations, including site layout, open space
topography, orientation, and the location of buildings, vehicular access,
circulation and parking, setbacks, height, walls, fences, public safety, and
similar elements have been designed to provide a desirable environment for the
development;
e) General architectural considerations, including the character,
scale, and quality of the design, the architectural relationship, with the site
and other buildings, building materials, colors, screening of exterior
appurtenances, exterior lighting and signing, and similar elements have been
incorporated in order to insure compatibility of this development with its
design concept and the character of adjacent buildings;
f) General landscape considerations including the location, type,
size, color, texture, and coverage of plant materials, provisions for
irrigation, maintenance and protection of landscaped areas and similar elements
have been considered to insure visual relief to complement buildings and
structures and to provide an attractive environment for the public.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
approves the Site Development Review as shown on the plans labeled "Exhibit A"
prepared by Chester Bowles, Jr., Architect F.A.I.A. dated received
and subject to the following Conditions:

Conditions of Approval:
Unless stated otherwise, all Conditions shall be complied with prior to
issuance of building permits and shall be subiect to review and approval by the
Planning Department.
General Conditions:
1. Comply with the plans labeled "Exhibit A" as may be amended by the related
Conditional Use Permit and by these conditions.
Site Plan:
2. Provide site plan indicating revised drop-off area and play area. If
parking is to be removed, note on plans the total number of parking spaces
provided on site.
3. Comply with Dublin San Ramon Services District Fire Department fire hydrant
requirement.
Architecture:
4. Air conditioning units shall be architecturally screened.
5. The following details shall be submitted to the Planning Department for
review and approval:
a) Additional wood trim work on all building elevations to provide
architectural interest and shadow play and to reduce blank, massive
facades.
b) Photometrics for exterior lighting.
c) Color samples for exterior walls and trim.
d) Screening of air conditioning units.
6. Proposed building colors shall be compatible and harmonious with the
existing building colors on site and in the surrounding neighborhood.
7. Comply with applicable Site Development Review Standard Conditions (copy
attached).
8. Comply with applicable Dublin Police Services Standard Commercial Building
Security Requirements (attached).
Landscape:
9. All landscaping shall be irrigated by an automatic irrigation system.
10. Landscape and irrigation plans shall be signed by a landscape architect.
Planting and maintenance specifications shall be prepared.
11. Comply with Standard Plant Material, Irrigation System, and Maintenance
Agreement (attached).
Signs:
12. Any proposed signs shall be submitted to the Planning Department for review
and approval.
Miscellaneous:
13. A grading permit approved by the City Engineer shall be required prior to
issuance of building permit.
14. Prior to issuance of grading permit, drainage calculations shall be
submitted to the City Engineer for review and approval.
15. Location of drainage pipes, catch basins, and cleanouts shall be subject to
review and approval of the City Engineer.

16. The applicant shall comply with all applicable building code requirements.

All projects approved by the City of Dublin shall rreet the follcwing standard
conditions unless specifically exempted by the Planning CepartJrent.
1. Final buildinq and site develoarent plans shall be reviewed and": approved
bv the Planning Depart:rcent staff prior to the issuance of a buildinq pe.nnit.
All such plans shall insure:
a. That standard ccmnercial or residential security require!rents as
established by the Dublin Police Cepart!rent are provided.
b. That ramps, special parking spaces, signing, and other appropriate
physical features for the handicapped, are provided throughout the
site for all publicly used facilities.
c. That continuous concrete curbing is provided for all parking stalls.
d. That exterior lighting of the building and site is not directed onto
adjace."'lt properties and the light source is shielded fran direct
offsite viewing.
e. That all rrechanical equiprent, including electrical and gas rreters,
is architecturally screened fran view, and that electrical trans-
forrrers are either undergrounded or architecturally screened.
f. That all trash enclosures are of a sturdy mate=ial (preferably
masoru:y) and in harmony with the architecture of the building(s).
g. That all vents, gutters, downsp::>uts, flashings, etc., are painted to
match the color of adjacent surface.
h. That all materials and colors are to be as approved by the Dublin
Planning Cepartrrent. Once constructed or installed, all iroprove!rents
are to be maintained in accordance with the approved plans. Any
changes which affect the e.xterior character shall be resul::rnitted to
the Dublin Planning Cepartrrent for approval.
i. That each parking space designated for canpact cars be identified
with a paverrent rrarking reading "Srrall Car Only" or its equivalent,
and additional signing be provided if necessary.
j. That all e.xterior architectural elements visible fran vie" and not
detailed on the plans be finished in a style and in materials in
harmony with the e.xterior of the building.
k. That all other public age.'"lcies that require revie<tl of t.'1e project be
supplied with copies of the final building and site plans and that
ccrnpliance be obtained with at least their mirlirouItl Cede require!rents.

2. Final Landscape Plans. irriqation svstem plans, tree preservation tech-
niques, and quarantees, shall be reviewed and aporoved by the Dublin
Planninq Departrrent prior to the issuance of the building pennit. All
such subni ttals shall insure:
a. That plant naterial is utilized ,-mich will be capable of healthy
growth within the given range of soil and clinate.
b. That proposed landscape screening is of a height and density so that it
provides a positive visual impact within three years fran the time
of planting.

c. That unless unusual circumstances prevail, at least 75% of the prOt:bsed
trees on the site are a minimum of 15 gallons in size, and at
least 50% of the proposed shrubs on the site are minimum of 5.gallons
in size.
d. That a plan for an autanatic irrigation syste!l1 be provided which
assures that all plants get adequate water. In unusual circumstances,
and if approved by Staff, a mc..nual or quick coupler syste!l1 TIay be
used.
e. That concrete curbing is to be used at tr.e edges of all planters and
paving surfaces.
f. That all cut and fill slopes in e.'{cess of 5 feet in height are rounded
bo"b.'"1 horizontally and vertically.
g. That all cut and fill slopes graded and not constructed on by Septerr.ber 1,
of any give.'1 year, are hydro seeded with pere.nnial or native grasses

STANDARD COMMERCIAL BUILDING SECURITY REX:CMMENDATIONS
I. DOORS
All exterior doors are to be constructed as follaYs:
a) Wood doors shall be of solid core construction, no less than 1-3/4
inches thick.
b) Auxiliary locks are to be added to each door and shall be double
cylinder, one inch, thraY deadbolt or equivalent burglary resistant
locks where permitted by the Building and Fire Codes. The cylinders
are to be protected by cylinder ring guards so they cannot be gripped
by pliers or other wrenching devices.
c) In-swinging doors shall have rabbited jambs, or alternate llEans of
strengthening.
d) Exterior hinges shall have non-rerrovable hinge pins.
e) Exterior and interior garage out-swinging doors shall have non-
rerrovable, hidden or non-accessible hinge pins.
f) Doors with glass panels and doors that have glass panels adjacent to
the door frarre shall be secured with ironwork or steel grills of at
least 1/8th inch material or 2 inch llEsh secured on the inside of the
glazing.
g) All e.xterior doors, excluding front doors, shall have a minimum of
40 watt bulb over the outside of the door. Such bulb shall be
directed onto the door surfaces by reflectors.
h) The strike is to be a wrought box strike, or equivalent.
i) Sliding glass doors: All sliding glass doors shall be equipped with a
locking device that shall engage the strike sufficiently to prevent its
being disengaged by any "fOssible rrovement of the door within the space
or clearances provided for installation and operation. The bolt and
strike shall be reinforced by hardened material so as to prevent their
separation by pulling, prying or similar attack. The locking device
function may be operable by a keyed or coded lock inside and out as
permitted by the Fire D=partrre.nt or Building Codes.
Double sliding glass doors shall be locked at the llEeting rail.
II. w"'INJXmS
A. All accessible rear and side glass windavs shall be secured as follo.-.'S ~
1) Any accessible windON shall be secured on the inside with a
locking device capable of withstanding prying or wrenching.
2) Louvered windows shall not be used wi thin eight feet of ground
level, adjacent structures, or fire escapes.

B. Accessible-Transans
All exterior transans e.xceeding 8" x 12" on the side and rear
of any building or premise used for business purposes shall be
protected by: one of the follONing:
1) Outside iron bars of at least 1/8" material spaced no rrore than
2" apart.
2) Outside iron or steel grills of at least 1/8" material, but not
more than 2" mesh. '
3) The windON barrier shall be secured with bolts, the rounded
or flush head on the outside.
4) Wire hung glass with positive locking devices.
III. RCOF OPENINGS
A. All glass skylights on the roof of any building or premises used
for business purposes shall be provided with:
1) Iron bars of at least 1/8" material spaced no rrore than 2" apart
under the skylight and securely fastened as in B-3.
2) A steel grill of at least 1/8" material of 2" mesh under the
skylight and securely fastened as in B-3.
3) Other skylight protection of approved design.
B. All hatchway openings on the roof of any building or pre.mises used
for business purposes shall be secured as follONS:
1) If the hatchway is of wocden material, it shall be covered on
the inside with at least 16 guage sheet steel or its equivalent
attached with screws at 6".
2) The hatchway shall be secured fran the inside with a slidebar
or slide bolts. The use of crossbar or padlock must be
approved by the Fire Marshal.
3) Outside hinges on all hatchway ofE!Ilings shall be provided with
non-rerrovable pins when using pin-type hinges.
C. All air duct or air vent openings exceeding 8" x 12" on the roof
or exterior walls of any building or premise .used for business
purposes shall be secured by covering the sane with either of the
following:
1) Iron bars of at least 1/2" round or I" x 1/411 flat steel
material, spaced no rrore than 511 apart and securely fastened
as in II B-3.
2) A steel grill of at least 1/8" material of 211 mesh and securely
fastened as in II B-3.

Dear Mr. Tong:
Re: Opening of Parish School
St. Raymond's Catholic Church would like to start an elementary school on
church property at Shannon Avenue. Bishop John Cummins, head of the Oak-
land Diocese, has approved this project. This will be the first catholic
school to open in the Oakland Diocese in twenty years.
The initial facility will be comprised of portable buildings obtained from
the San Ramon Valley Unified School District. These buildings will be lo-
cated on the south side of the church property.
A September 1986 opening date is anticipated with grades kindergarten through
fourth. Subsequent grades will be added each year through grade eight.
A permanent school facility will be constructed on church property in ap-
proximately five years and will be adjacent to the initial site. This will
also be kindergarten through eighth grade.
The architect for this project is Chester Bowles, Jr., 1898 Hyde Street,
San Francisco, California 94109,
Presently there are no catholic schools in the Dublin/San Ramon/Pleasanton
area. The location of a school at St. Raymond's will offer an additional
incentive of prospective residents to Dublin.
