HomeMy WebLinkAboutReso 228-06 Shannon Ctr Geotech Test RESOLUTION NO. 228 - 06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********* APPROVING AN AMENDMENT TO THE AGREEMENT WITH ENGEO, INC FOR THE SHANNON COMMUNITY CENTER GEOTECHNICAL TESTNG WHEREAS, the 2006-2011 Capital Improvement Program includes a project to construct The Shannon Community Center; and WHEREAS, the City has entered into an agreement with ENGEO, Inc to perform Geotechnical testing and recommendations for the design and construction of the proposed facility; and WHEREAS, ENGEO, Inc has performed the required tasks; and WHEREAS, the City is prepared to bid the Shannon Community Center project which will require Geotechnical testing; and WHEREAS, ENGEO, Inc is qualified and available to perform work as specified. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does approve the amendment to the agreement with ENGEO, Inc, attached hereto and authorize the Mayor to execute the Agreement. Dear Ms. Lichtenstein: At your request, this letter presents our scope of services and fee estimate to provide continuing geotechnical consultation and testing and observation (T &0) services during grading and site development of the proposed replacement of the Shannon Community Center building located at 11600 Shannon Avenue in Dublin, California. The referenced report provides the results of our geotechnical exploration and fault hazard study for the subject project. We understand that it is proposed to demolish the existing building, and construct a new building to create the new Community Center. Based on discussions with you, the new approximately 19,OOO-square-foot building will roughly occupy the same location and be slightly expanded to the west towards the kiosk and to the north towards the existing slope. According to the plans transmitted by Dahlin Group, the lower floor on the southeast comer of the proposed building will be a partially below grade. We expect that the foundation system for the proposed building will consist of conventional spread footings and a perimeter strip footing with a concrete slab-an-grade floor. The building loads are expected to be relatively light to moderate for this wood-framed structure. It is anticipated to expand the main parking lot to the north and west by adding a new row of parking spaces. It is also likely that the upper parking lot will be reconfigured. This will require cuts in some areas and moisture conditioning and constructing new engineered fills. The area which now serves as a patio for the existing lower floor, and will be backfilled with engineered fill (approximately 10 feet thick). According to our discussions, the deck of the central pedestrian bridge will be replaced. However, the foundation of the bridge is anticipated to be re-used. SCOPE OF SERVICES Geotechnical Testing and Observation In addition to demolition of the existing building, general site grading to create the building pad, other site improvements will include utility trench backfill (sanitary sewer, storm drain, water line and joint trench); access drive and parking lot preparation (subgrade and aggregate base preparation); and retaining wall construction (footing excavation observation, backdrain facility installation and wall backfill). The following work described herein will be perfonned under the terms and conditions contained in your standard contract for professional services to be issued. The elements of our services will include the following: · Observation and testing during mass grading including backfilling of the fault trenches. · Observation and testing during utility trench backfill (Sanitary Sewer, Storm Water, Water and Joint Trench). · Observation and testing during retammg wall construction including backdrain facility installation and backfill of retaining walls. · Observation and testing of on-site access drives mid parking area subgrade and aggregate base. · AttendallCe at project meetings and geotechnical consultation during construction, as requested. · Review of the grading plallS alld .foundation plans. · Preparation oflelters documenting our reviews, observations and testing. · Observation and testing of pavement subgrade and base. 1. TESTING AND OBSERVATION SERVICES The following estimates are based upon an assumed on-site schedule indicated below, Additionally, it is based upon an 8-hour workday, and 5-day workweek. Overtime and weekends are not included. If any schedules are available, we can update this estimate accordingly. We will bill our fees on a time and materials basis utilizing our standard billing rates (attached). City of Dublin SIlmman Community Center PROPOSAL FOR TESTING AND OBSERVATION SERVICES DURING CONSTRUCTION 7096.1.002.01 November 7,2006 Revised November 27,2006 Page 3 Demolition and Site Grading: Field Technician - Observe geotechnical aspects of demolition and site grading and perform relative compaction tests during grading; full-to part-time over 5-weeks (18 days): $16,800.00 Utility Trench Backfill: Field Technician - Observe trench backfilling and perform relative compaction tests; full to part-time over 5 weeks (80 hours): $9,000.00 On-site Access Roads /Parking: Observe subgrade and AB and perform relative compaction tests during site grading (16 hours): $2,000.00 Retaining Walls: Field Technician -Document foundation construction, subdrainage and test soil backfill compaction; full to part-time over 2 weeks (20 hours): $2,500.00 Field Manager/Engineer: Site visits to verify compliance with recommendations and observe . footing excavations: $6,000.00 Laboratory Testing: We estimate that 6 laboratory compaction tests will be needed to detennine the maximum dry unit weight and optimum moisture content of the site and import material: $2.500.00 SUBTOTAL FOR TESTING AND OBSERVATION SERVICES $38,800.00 2. No warranties are expressed or implied. ENGEO's liability for damage due to professional negligence, acts, errors, omissions, breach of contract and consequential damages will be limited by Client to an amount of available coverage defined in the Consulting Services Agreement or ENGEO's fee, whichever is greater, regardless of the legal theory under which such liability is imposed If you are in agreement with the scope of services and fees outlined above, please issue an addendum to our existing Consulting Services Agreement dated December 5, 2005 for a total not-to-exceed fee of$51,400 without your written approval as authorization for us to proceed.
