approved for a three-day parish festival.
February 18, 1986: Site Development Review and Conditional Use Permit
approved for an elementary school, K-8, located in portable buildings on the
site. Conditional Use Permit expires July 1, 1987.

APPLICABLE REGULATIONS:
Section 8-94.0 states that conditional uses must be analyzed to
determine: 1) whether or not the use is required by the public need; 2)
whether or not the use will be properly related to other land uses,
transportation and service facilities in the vicinity; 3) whether or not the
use will materially affect the health or safety of persons residing or working
in the vicinity; and 4) whether or not the use will be contrary to the
specific intent clauses or peformance standards established for the district
in which it is located.
Section 8-94.4 states the approval of a Conditional Use Permit may be
valid only for a specified term, and may be made contingent upon the
acceptance and observance of specified conditions, including but not limited
to the following matters:
a) substantial conformity to approved plans and drawings;
b) limitations on time of day for the conduct of specified activities;
c) time period within which the approval shall be exercised and the proposed
use brought into existence, failing which, the approval shall lapse and be
void;
d) guarantees as to compliance with the terms of the approval, including the
posting of bond;
e) compliance with requirements of other departments of the City/County
Government.
ENVIRONMENTAL REVIEW: A Negative Declaration has been prepared for this
project pursuant to the provisions of CEQA. The project will not have a
significant effect on the environment.

mailed to adjacent property owners, and posted in public
ANALYSIS:
The Applicant is requesting approval of a Conditional Use Permit
to utilize the existing community hall for a kindergarten classroom and for
other School functions. The Applicant filed this application upon
notification that previously approved Conditional Use Permits for the site did
not include use of the community hall as a kindergarten classroom. The
Applicant has indicated the community hall is a preferred location for the
previously approved kindergarten class in that it allows the kindergarten
activities and functions to be concentrated in one area and one building.
The Applicant has indicated that this request will not result in an
increase in the number of students attending the School or result in an
expansion of activities at the School. This Conditional Use Permit is for the
relocation of the previously approved kindergarten class and other related
School functions.

RESOLUTION NO. 86-
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
ADOPTING A NEGATIVE DECLARATION FOR PA 86-061 ST. RAYMOND'S
SCHOOL CONDITIONAL USE PERMIT APPLICATION TO UTILIZE THE EXISTING COMMUNITY
HALL FOR A KINDERGARTEN CLASSROOM AND OTHER SCHOOL FUNCTIONS
AT 11555 SHANNON AVENUE
WHEREAS, Ronald J. Lagasse, Pastor of St. Raymond's Catholic
Church, filed an application for a Conditional Use Permit to utilize the
existing community hall for a kindergarten classroom and other School
functions; and
WHEREAS, the California Environmental Quality Act (CEQA), together
with the State Guidelines and City environmental regulations, require that
certain projects be reviewed for environmental impact and that environmental
documents be prepared; and
WHEREAS, an initial study was conducted finding that the project,
as proposed, would not have a significant effect on the environment; and
WHEREAS, a Negative Declaration has been prepared for this
application; and
WHEREAS, public notice of the Negative Declaration was given in
all respects as required by State Law; and
WHEREAS, the Planning Commission did review and consider the
Negative Declaration at a Public Hearing on July 7, 1986;
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
finds as follows:
1. That the project PA 86-061 St. Raymond's School Conditional Use
Permit will not have a significant effect on the environment.

WHEREAS, the Applicant, Ronald J. Lagasse, Pastor, representing
the Roman Catholic Bishop of Oakland, filed an application for a Conditional
Use Permit to utilize the existing community hall for the previously approved
kindergarten class and other School functions at 11555 Shannon Avenue; and
WHEREAS, this application has been reviewed in accordance with the
provlslons of the California Environmental Quality Act and a Negative
Declaration has been adopted (Planning Commission Resolution No. 86-____) for
this project as it will have no significant effect on the environment; and
WHEREAS, notice of Public Hearing was published in The Herald,
posted in public buildings, and mailed to property owners within 300 feet of
the project in accordance with California State Law; and
WHEREAS, a Staff analysis was submitted recommending conditional
approval of the application; and
WHEREAS, the Planning Commission held a Public Hearing on July 7,
1986, to consider all reports, recommendations, and testimony;
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
does hereby find that:
a) The use is required by the public need in that there are no
other Catholic schools in Dublin, San Ramon, or Pleasanton, and it meets the
public need for an alternative to public education;
b) The use will be properly related to other land uses and
transportation and service facilities in the vicinity in that the site is
located on a major residential street, across from a public park and community
center, and the daytime activities of the project will be commensurate with the
present use of surrounding properties within the neighborhood;
c) The use, under all the circumstances and conditions of this
particular case, will not materially affect adversely the health or safety of
persons residing or working in the vicinity or be materially detrimental to the
public welfare or injurious to property or improvements in the neighborhood as
all applicable regulations will be met;
d) The use will not be contrary to the specific intent clauses or
performance standards established for the district in which it is to be
located, in that the elementary school is consistent with the character of the
residential district.

BE IT FURTHER RESOLVED that the Planning Commission does hereby
conditionally approve PA 86-061 as shown by materials labeled "Exhibit A" on
file with the Dublin Planning Department subject to the Conditions of Approval
for PA 85-089 (Planning Commission Resolution No. 86-006 and Resolution
No. 86-007) and to the following condition:
1. This permit shall expire on July 1, 1987, and shall be revocable for
cause in accordance with Section 8-90.3 of the Dublin Zoning Ordinance.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 85-089 ST. RAYMOND'S SCHOOL CONDITIONAL USE PERMIT
APPLICATION TO ESTABLISH AN ELEMENTARY SCHOOL (GRADES K THROUGH EIGIITH) IN
PORTABLE BUILDINGS ON A VACANT PORTION OF THE EXISTING CHURCH SITE AT
11555 SHANNON AVENUE
WHEREAS, the applicant, Ronald J. Lagasse, Pastor, representing
the Roman Catholic Bishop of Oakland, filed an application for a Site
Development Review and a Conditional Use Permit to operate an elementary school
(grades Kindergarten through eighth) for a maximum of 250 students in portable
buildings at 11555 Shannon Avenue; and
WHEREAS, this application has been reviewed in accordance with the
provlslons of the California Environmental Quality Act and a Negative
Declaration has been adopted (Planning Commission Resolution No. 86-005) for
this project as it will have no significant effect on the environment; and
WHEREAS, notice of Public Hearing was published in The Herald,
posted in public buildings, and mailed to property owners within 300 feet of
the project in accordance with California State Law; and
WHEREAS, a Staff analysis was submitted recommending conditional
approval of the application; and
WHEREAS, the Planning Commission held a Public Hearing on February
18, 1986, to consider all reports, recommendations, and testimony;
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
does hereby find that:
a) The use is required by the public need in that there are no
other Catholic schools in Dublin, San Ramon, or Pleasanton, and it meets the
public need for an alternative to public education;
b) The use will be properly related to other land uses and
transportation and service facilities in the vicinity in that the site is
located on a major residential street, across from a public park and community
center, and the daytime activities of the project will be commensurate with the
present use of surrounding properties within the neighborhood;
c) The use, under all the circumstances and conditions of this
particular case, will not materially affect adversely the health or safety of
persons residing or working in the vicinity or be materially detrimental to the
public welfare or injurious to property or improvements in the neighborhood as
all applicable regulations will be met;
d) The use will not be contrary to the specific intent clauses or
performance standards established for the district in which it is to be
located, in that the elementary school is consistent with the character of the
residential district.
BE IT FURTHER RESOLVED that the Planning Commission does hereby
conditionally approve PA 85-089 as shown by materials labeled "Exhibit A" on
file with the Dublin Planning Department subject to the approval of the related
Site Development Review and to the following conditions:
1) St. Raymond Catholic School shall be limited to a maximum total
of 250 students and shall be limited to grades Kindergarten through eighth
grade.
2) Hours of operation for the school shall be limited to 8:00 a.m.
to 2:30 p.m. Monday through Friday.

3) Outside play activities shall not occur prior to 8:00 a.m.
4) School noise shall be controlled so as not to create a nuisance
to the adjoining residential neighborhood.
5) The drop-off and pick-up of students shall occur on-site within
the existing parking lot area.
6) At the minimum, on an annual basis the school operator shall
make arrangements to have the Dublin Police Services Child Abuse Program, or an
equivalent program, presented to the school staff and all children attending
the school facility.
7) This permit shall expire on July 1, 1987, and shall be
revocable for cause in accordance with Section 8-90.3 of the Dublin Zoning
Ordinance.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN

APPROVING SITE DEVELOPMENT REVIEW FOR PA 85-089
ST. RAYMOND'S SCHOOL
WHEREAS, Ronald J. Lagasse, Pastor of St. Raymond's Catholic
Church, filed an application for a Site Development Review and Conditional Use
Permit to establish an elementary school, grades Kindergarten through eighth,
with a maximum of 250 students; and
WHEREAS, notice of Public Hearing was published in The Herald,
posted in public buildings, and mailed to property owners within 300 ft. of the
project in accordance with California State Law; and
WHEREAS, a Staff analysis was submitted recommending conditional
approval of the application; and
WHEREAS, the Planning Commission held a Public Hearing on February
18, 1986, to consider all reports, recommendations, and testimony; and
WHEREAS, the Planning Commission finds that:
a) All provisions of Section 8-95.0 through 8-95.8 Site
Development Review, of the Zoning Ordinance are complied with;
b) This application, as modified by the Conditions of Approval,
will promote orderly, attractive, and harmonious development, recognized
environmental limitations on; stabilize land values and investments; and
promote the general .welfare by preventing establishment of uses or erection of
structures having qualities which would not meet the specific intent clauses or
performance standards set forth in the Zoning Ordinance and which are not
properly related to their sites, surroundings, traffic circulation, or their
environmental setting;
c) The approval of the application as conditioned is in the best
interests of the public health, safety, and general welfare;
d) General site considerations, including site layout, open space
topography, orientation"and the location of buildings, vehicular access,
circulation and parking, setbacks, height, walls, fences, public safety, and
similar elements have been designed to provide a desirable environment for the
development;
e) General architectural considerations, including the character,
scale, and quality of the design, the architectural relationship, with the site
and other buildings, building materials, colors, screening of exterior
appurtenances, exterior lighting and signing, and similar elements have been
incorporated in order to insure compatibility of this development with its
design concept and the character of adjacent buildings;
f) General landscape considerations including the location, type,
size, color, texture, and coverage of plant materials, provisions for
irrigation, maintenance and protection of landscaped areas and similar elements
have been considered to insure visual relief to complement buildings and
structures and to provide an attractive environment for the public.
NOW, THEREFORE, BElT RESOLVED THAT THE Dublin Planning Commission
approves the Site Development Review as shown on the plans labeled ~Exhibit A"
prepared by Chester Bowles, Jr., Architect F.A.I.A. dated received
and subject to the following Conditions:

Conditions of Approval:
Unless stated otherwise, all Conditions shall be complied with prior to
issuance of building permits and shall be sub;ect to review and approval by the
Planning Department.
General Conditions:
1. Comply with the plans labeled "Exhibit A" as may be amended by the related
Conditional Use Permit and by these conditions.
Site Plan:
2. Provide site plan indicating revised drop-off area and play area. If
parking is to be removed. note on plans the total number of parking spaces
provided on site.
3. Comply with Dublin San Ramon Services District Fire Department fire hydrant
requirement.
Architecture:
4. Air conditioning units shall be architecturally screened.
5. The following details shall be submitted to the Planning Department for
review and approval:
a) Additional wood trim work on all building elevations to provide
architectural interest and shadow play and to reduce blank, massive
facades.
b) Photometrics for exterior lighting.
c) Color samples for exterior walls and trim.
d) Screening of air conditioning units.
6. Proposed building colors shall be compatible and harmonious with the
existing building colors on site and in the surrounding neighborhood.
7. Comply with applicable Site Development Review Standard Conditions (copy
attached) .
8. Comply with applicable Dublin Police Services Standard Commercial Building
Security Requirements (attached)~
Landscape:
9. All landscaping shall be irrigated by an automatic irrigation system.
10. Landscape and irrigation plans shall be signed by a landscape architect or
architect. Planting and maintenance specifications shall be prepared.
11. Comply with Standard Plant Material, Irrigation System, and Maintenance
Agreement (attached).
Signs:
12. Any proposed signs shall be submitted to the Planning Department for review
and approval.
Miscellaneous:
13. A grading permit approved by the City Engineer shall be required prior to
issuance of building permit.
14. Prior to issuance of grading permit, drainage calculations shall be
submitted to the City Engineer for review and approval.

review and approval of the City Engineer.
