Subdivision Map (Tentative Map 5588) request for a 26
lot single family residential development involving an
8.4+ acre property located along the south side of the
terminus of Betlen Drive in the southwest corner of
the City of Dublin.

BACKGROUND INFORMATION:
The initial public hearing for the Pulte Homes 26-1ot Tentative Map
proposal was held on July 21, 1986. The Project Engineer for the project,
Mike Milani of James R. Stedman & Associates, summarized the Developer's
reactions to the identified issues (as outlined in the July 21, 1986, Staff
Report). Mr. Milani continued by itemizing the Conditions of Approval within
the draft Resolution for the Tentative Map request which the Developer felt
would create problems or which seemed to be unclear.
Additional public testimony was received from property owners who live
in the vicinity of the subject property. A common concern voiced by the
property owners regarded the architectural design of the units to be
established in the project.
The consensus direction of the four Commissioners present (Cm. Petty
absent) was to continue the public hearing on the matter after giving
direction to the Applicant and Staff.
In response to input from the surrounding property owners, the
Commission directed Staff to check with the City Attorney as to whether a
Condition of Approval on the Tentative Map could be imposed which would
require dwellings established on lots within the subdivision to obtain Site
Development Review approval as regards their architectural design. At the
time of preparation of this Report, no direction had been received from the
City Attorney regarding that matter.
Additional direction on the items discussed by Mike Milani was supplied
by the Commission. Input was also received on the following two items: 1) a
desire to "soften" the slope proposed above the five lots along Betlen Drive,
and 2) a concern about the design and visibility of fencing along the south
perimeter of the project.
By a consensus 4 to 0 decision, the item was continued to the Planning
Commission meeting of August 4, 1986.
On July 29, 1986, Mike Milani advised the Planning Staff that a con-
tinuance from the August 4, 1986, hearing would be requested. Mr. Milani
indicated that additional time was needed to review options available regard-
ing possible adjustments to the project's grading plan. Adjustments to the
grading were being considered to address concerns raised by Staff and the
Commission, and to attempt to mitigate high construction costs which would
result from extensive "off-hauling" of excess materials if the current grading
design was followed.
Staff recommends that the Commission provide an opportunity for those
present in the audience to provide testimony and then grant the Applicant's
request for a continuance be granted and continue the item to the August 18,
1986, hearing date.

Dear Kevin:
On behalf of our client, Pulte Homes, we are formally requesting that
the Tentative Map for Tract 5588 be continued to the Monday, August
18, Planning Commission meeting instead of the Monday, August 4
meeting. We are requesting this additional two week continuance in
order to adequately evaluate the plan modifications requested during
the July 21 Planning Commission meeting and to work out final
specific details with City Planning staff.
