FINANCIAL STATEMENT: None . DESCRIPTION: On January 21, 1997, the City Council initiated a General Plan Amendment (GPA) Study for the 200-acre Nielsen Ranch property located outside the City limits, just east of the terminus of Brittany Drive and Brittany Lane. The GPA Study was to address the applicant's request to process a single-family subdivision and associated planning and environmental concerns. On October 7, 1997, the City Council adopted a General Plan Amendment Policy that identifies the required planning and environmental activities and GP A application submittals necessary for processing a City Council-initiated GP A Study (see Exhibit 1). Staff sent a letter to the applicant (Mr. Bud Nielsen) on October 10, 1997 notifying him that the new General Plan Amendment Policy applied to his GP A Study request and that he had six months from the date of the General Plan Policy adoption to make progress on the GP A Study (Exhibit 2). Since the October 10th date, staff sent another letter to the applicant requesting the status of his project (Exhibit 3). To date, staff has not received any information from the applicant regarding the status of the project. With the expiration of the six month time frame and not having received any planning or environmental information from the applicant within that time frame, staff recommends that the City Council rescind the applicant's GPA Study request. CITY OF DUBLIN GENERAL PLAN AMENDMENT (GPA) POLICY PURPOSE- Prom time to time, various applicants file requests for consideration of a General Plan Amendment for properties in the City and adopted sphere of influence. This policy identifies what is required of the applicant after a GPA study has been authorized and related time tables. REQUIRED ACTIONS BY GP A APPLICANT WITHIN 6 MONTHS OF AUTHORIZATION 1. Start Plannin2" and Environmental Studies a) Determine what kind of project should be considered b) Begin environmental reconnaissance analysis of site c) Start land use feasibility of proposed uses and the benefits of the project to the City d) Contact staff about the applicant's planning team e) Begin discussing alternatives with staff f) Give staff a written monthly report on progress related to activity 2. File a completed General Plan Amendment application and Environmental Checklist a) Prepare and submit application for a General Plan Change b) Complete environmental checklist regarding the proposed change c) Pay appropriate fees for staff review At the end of six months, staff will return to the City Council to report on progress. Staff will identify whether monthly written reports and/or GP applications have been filed in the past six months in accordance with 1 and 2 above. CITY COUNCIL ACTION AT 6 MONTHS REVIEW . This policy applies to your request for a General Plan Amendment Study in western Dublin and sets forth a six month time table of required activities. .
