RECOMIVIENDATION> Confirm appointment of the Mayor to the Alameda County Fire
Department Advisory Fire Commission or provide appropriate
direction to staff.
FINANCIAL STATEMENT: None.
DESCRIPTION: On June 17, 1997,the City of Dublin entered into an agreement with
the Alameda County Fire Department(ACFD) for the provision of fire and emergency response services.
Pursuant to the service agreement (Section 3. Scope of Services, Subsection e. Administration, Section
10. ACFD Advisory Committee),the City is entitled to one City representative on the ACFD Advisory
Fire Commission. - -
The purpose of the Fire Commission is to encourage and create a forum for citizen input, advice and
consultation regarding all fire service programs and activities, and the administration of these programs
and activities throughout Alameda County. Details regarding the composition,role and responsibilities of
the Commission, along with a Commission roster and meeting schedule are attached.
The Commission is currently comprised of 10 members including one member-at-large and
representatives from the County's service area(unincorporated East and South County, Castro Valley,
Ashland, Cherryland, and San Lorenzo, and the cities of San Leandro and Dublin). The Commission
meets approximately once each month. Commissioners serve a four year term.
The Mayor has expressed an interest in serving as the City's representative on the Fire Commission. Staff
recommends that the City Council confirm the appointment of the Mayor to the Alameda County Fire
Department Advisory Commission. Following appointment by the City,the Alameda County Board of
Supervisors will be asked to confirm the appointment.

_ _Alameda County Fire Department Advisory Commission
Section 5-54.01. RECOGNITION. There is in the County an Alameda County Fire
Department Advisory Commission hereafter in this Article referred to as the Fire Commission.
Section 5-54.02. STATEMENT OF PURPOSE. It is the policy of the County of Alameda
to ensure that all residents who are served by the County of Alameda County Fire Department are
provided with comprehensive emergency services and receive timely and appropriate response to all
calls for assistance for fire, emergency medical services, rescues, hazardous materials releases, and
natural and manmade disasters. It is the policy of the County of Alameda that it is committed to
providing the community with disaster preparedness, education and training, in order to minimize the
risks of injuries, and to prepare the community to care for themselves in the event of a major disaster.
The purpose of the Fire Commission is to encourage and create a forum for citizen input, advice and
consultation regarding all fire service programs and activities, and the administration of these programs
and activities throughout Alameda County.
Section 5-54.03. MEMBERSHIP: APPOINTMENT. •
(a) The Fire Commission shall consist of nine (9) members confirmed by the Board of
Supervisors.
•The District #1 Supervisor shall appoint one (1) member as a representative to the
unincorporated East County area. -
•The District #1 Supervisor shall appoint one (1) member as a representative to the
unincorporated South County area.
•The District #4 Supervisor shall appoint two (2) members as representatives to the
unincorporated Castro Valley area.
•The District #2 Supervisor shall appoint two (2). members as representatives to the
unincorporated Ashland, Cherryland, and San Lorenzo areas.
*The President of the Board of Supervisors shall appoint (1) at-large member as a
representative of the entire unincorporated area.
(b) In recognition of the potential for a regional fire service delivery system throughout
Alameda:County, the membership of the Fire Commission shall be increased as municipal jurisdictions
_ . become part of the Alameda County Fire Department service delivery system. _ -
•The City- Council shall appoint two (2) members as representatives of said municipal
- jurisdiction. One of the two initial appointments shall serve a two (2)year term to maintain the
alternate pattern of the Commission membership.
(c) The maximum number of members shall be limited to"nine' (9), and the above--
referenced configuration may be subject to change to maintain this maximum. -
•
Section 5-54.04. MEMBERS'- QUALIFICATIONS. Any person appointed to the Fire
Commission shall be a resident of Alameda County. Membership on the Fire Commission is open to
any interested resident without regard to background, experience, prior- community involvement,
ethnicity, religions, or sexual preference.
Section 5-54.05. PROHIBITION AGAINST FINANCIAL INTEREST. No
member of the Fire Commission shall participate in any recommendation affecting any program or
project in which he or she has a direct or indirect financial interest. - -
Section 5-54.06. MEMBERS' TERMS. The members of the Fire Commission shall
serve at the pleasure of the Board•of Supervisors, and-shall have terms of four (4) years. All terms
shall commence July 1, 1995, and initially shall expire as follows:
•District#1 East Area: June 30, 1997
•District#1 South Area: June 30, 1999
•District#4 Castro.Valley: June 30, 1997
•District#4.Castro Valley: . June 30, 1999
*District#2 Ashland/Cherryland/San Lorenzo: June 30,'1997
•District#2 Ashland/ChenylandlSan Lorenzo: June 30, 1999
•City Representative June 30, 1999

•At Large: June 30, 1997
No one member shall serve more than two (2) successive four(4)year terms. Any vacancy on
the Fire Commission shall be filled by the Board of Supervisors; persons appointed to fill vacancies
shall serve for the unexpired term of the persons they succeed.
Section 5-54.07. MEETINGS. The Fire Commission shall meet at least once every month.
The Fire Commission shall encourage public attendance. -
Section 5-54.08. QUORUM. The quorum shall consist of a simple majority of the number of
members appointed.
Section 5-54.09. STAFFING. The Fire Chief shall provide staff and resources necessary for
the Fire Commission to conduct its business. .
Section 5-54.10. COMPENSATION; TRAVEL EXPENSES. The members of the Fire
Commission shall serve without compensation. Members shall be allowed reimbursement for travel,
lodging, meal, and registration expenses on Commission business, other than Commission meetings,

_ _ - Section 5.54411. DUTIES.OF.FIRE-COMMISSION. The duties of the Fire Commission

• To assist and advise the Board of Supervisors on matters of concern to the citizens serve
by
the Alameda County Fire_Department;
• To assist and advise the Chief of the Alameda County Fire Department on departmental goals, -
objectives,policies, service plans,finances, or other matters of concern to the citizens served by
the Alameda County Fire Department. Specific areas in which the Fire -Chief might seek -
participation and advice could include: Community Liaison,V Long Range Planning, f
Regionalization of Fire Services, Fire Department Operations and Administration, and
Interagency Relationships;
• To assist and advise the Board of Supervisors and the Fire Chief on matters that seek to ensure
that all residents are provided with comprehensive emergency services and receive timely and
. appropriate response to all calls for assistance for fire, emergency medical services, rescues,
hazardous material releases, and natural and manmade disasters;
• To assist and advise the Board of Supervisors and the Fire Chief on matters that seek to ensure
that residents are provided with disaster preparedness education and training in order to
minimize the risks of injuries and to prepare the community to care for themselves in the event
of a major disaster; -
• To assist and advise the Board of Supervisors on the appointment of the Fire Chief; and
• To annually submit a report of its activity to the Board of Supervisors.
Section 5054.12. REPORTING RELATIONSHIPS. Pursuant to Article 3 of the
California Health and Safety Code, referenced as the Fire Protection District Act of 1987, the Alameda
County Board of Supervisors is the governing body for the Alameda County Fire Department, a
dependent special district. The Fire Chief of the Alameda County Fire Department is appointed by and
• serves as the pleasure of the Board of Supervisors. The Fire Chief is responsible for all day to day
operations of the department, including administration and personnel management. -
