laboratory addition to the existing Hexcel
Corporation complex (S-825 and C-4l29).
August 23, 1985 - The Dublin Planning Director
approved a Site Development Review request for a
l3,900~ square foot, two-story laboratory
addition (PA 85-039).
October 13, 1986 - The Dublin Planning Director
approved a Site Development Review request for
an Office Building Master Identification Sign
(PA 86-106).
APPLICABLE REGULATIONS:
Section 8-87.10 m) defines the term Office Building Master Identifica-
tion Sign as a Business Sign that serves to identify an office building, or
any institutional use, and whose copy shall include only the name of the
office building or institutional use and the street address range of the
complex.
Section 8-87.10 w) states, in part, that the term Special Easement Sign
means a Business Sign located off-site from the premises the sign had been
designed to advertise, where the two premises involved are interconnected by a
traversable vehicular roadway which is subject to a non-revocable, non-
exclusive recorded vehicular access easement.
Section 8-87.25 indicates that Of ice Building Master Identification
Signs are permitted in c-o Districts with a Site Development Review.
Section 8-87.66 indicates Special Easement Signs may be located in
required yards subject to approval of a Conditional Use Permit.
Section 8-94.0 states that conditional uses must be analyzed to deter-
mine: 1) whether or not the use is required by the public need; 2) whether or
not the use will be properly related to other land uses, transportation and
service facilities in the vicinity; 3) whether or not the use will materially
affect the health or safety of persons residing or working in the vicinity;
and 4) whether or not the use will be contrary to the specific intent clauses
or peformance standards established for the district in which it is located.
Section 8-94.4 states the approval of a Conditional Use Permit may be
valid only for a specified term, and may be made contingent upon the accep-
tance and observance of specified conditions, including but not limited to the
following matters:
a) substantial conformity to approved plans and drawings;
b) time period within which the approval shall be exercised and the proposed
use brought into existence, failing which, the approval shall lapse and be
void;
c) compliance with requirements of other departments of the City/County
Government.
Section 8-95.0 states that the Site Development Review is intended to
promote orderly, attractive, and harmonious development; recognize environ-
mental limitations on development; stabilize land values and investments; and
promote the general welfare by preventing establishment of uses or erection of
structures having qualities which would not meet the specific intent clauses
or performance standards of this Chapter, or which are not properly related to
their sites, surrounding traffic circulation, or their environmental setting.
Where the use is proposed, the adjacent land uses, environmental significance
or limitations, topography, or traffic circulation is found to so require, the
Planning Director may establish more stringent regulations than those other-
wise specified for the District.

Section 8-95.5 states that at the conclusion of the Site Development
Review investigation, the Planning Director shall determine from reports and
data submitted whether the Use and Structures proposed will meet the require-
ments and intent of this Chapter, and upon making an affirmative finding,
shall approve said application. If, from the information submitted, the
Planning Director finds that compliance with the requirements in this Chapter
and the intent set forth herein would not be secured, he shall disapprove, or
approve subject to such conditions, changes, or additions, as will assure
compliance.

Public Notice of the March 2, 1987, hearing was published in
mailed to adjacent property owners, and posted in public
ANALYSIS:
The Applicant is requesting approval of Conditional Use Permit and Site
Development Review applications for a Permanent Special Easement - Master
Identification Sign. The Applicant proposes to situate the sign approximately
35 feet from the east property line of the Phase II - Automation Electronics
Corporation facility. This three-story, 60,000~ square foot office facility
is slated to be occupied by the Hexcel Corporation, an expansion of their
current operation situated on the adjoining property to the east (where the
Freestanding Sign is proposed to be established).
The application for the sign has been filed to comply with a Condition
of Approval established for the Phase I - Automation Electronics Corporation
facility. Condition #31 of that Site Development Review permit required the
easterly driveway to the project to be identified as the main entrance.
The proposed height of the sign is 5 feet, the length is proposed at 7
feet and the total proposed sign area is proposed at 35 square feet. The
Zoning Ordinance allows a maximum height of 8 feet and a maximum total sign
area of 50 square feet for Office Building Master Identification Signs. The
Applicant's proposal conforms with the Ordinance requirements.
The proposed Office Building Master Identification Sign is intended to
identify the main entrance for both the Hexcel Corporation (occupying Phase II
of the Automation Electronics Corporation complex) and the Automation Elec-
tronics Corporation (occupying Phase I of the Automation Electronics
Corporation complex). The Applicant proposes to locate the sign within an
existing landscape planter approximately 35 feet from the eastern property
line on the Hexcel Corporation property.
The City's Sign Ordinance indicates a Special Easement Sign is a
"Business Sign located off-site from the premises the sign has been designed
to advertise, where the two premises involved are interconnnected by a
traversable vehicular roadway which is subject to a non-revocable, non-
exclusive recorded vehicular access easement." Consistent with these
requirements, the two properties are interconnected by a non-exclusive
easement for ingress and egress (Reimers Way - private abandoned roadway).
The Applicant's request is consistent with the Zoning Ordinance
provision for Special Easement Signs.
The proposed location of the sign is intended to both identify the
businesses and to direct visitors to the appropriate parking areas.
Staff recommends the Planning Commission conditionally approve the
Applicant's request for a permanent Special Easement - Master Office
Identification Sign in that it is consistent with the provisions of the Zoning
Ordinance and provides attractive and effective signage.

APPROVING PA 87-013.1 AND .2 AUTOMATION ELECTRONICS CORPORATION/
HEXCEL CORPORATION CONDITIONAL USE PERMIT AND
SITE DEVELOPMENT REVIEW REQUESTS FOR A PERMANENT SPECIAL EASEMENT -
MASTER OFFICE IDENTIFICATION SIGN
WHEREAS, Donald Stewart, of Stewart Structures, has filed an
application on behalf of Automation Electronics Corporation and Hexcel Corpora-
tion for a Conditional Use Permit and Site Development Review to allow a
permanent Special Easement - Master Identification Sign identifying the
Automation Electronics Corporation office facility (11501 Dublin Boulevard) and
the Hexcel Corporation office facility (11555 Dublin Boulevard) proposed to be
located on the adjoining Hexcel Corporation property (11711 Dublin Boulevard);
and
WHEREAS, the Planning Commission held a Public Hearing on said
application on March 2, 1987; and
WHEREAS, proper notice of said Public Hearing was given in all
respects as required by law; and
WHEREAS, this application has been reviewed in accordance with the
prov~s~ons of the California Environmental Quality Act and has been found to be
categorically exempt; and
WHEREAS, a Staff Analysis was submitted recommending conditional
approval of the application; and
WHEREAS, at said Public Hearing the Planning Commission considered
all reports, recommendations, and testimony;
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
does hereby find that:
a) The use is required to serve a public need in that the sign
identifies the main entrance to the Automation Electronics Corporation office
facility and the new Hexcel Corporation office facility.
b) The use will be properly related to other land uses and
transportation and service facilities in the vicinity in that it is commen-
surate with properties in the neighborhood.
c) The use, under all circumstances and conditions of this
particular case, will not materially affect adversely the health or safety of
persons residing or working in the vicinity, or be materially detrimental to
the public welfare or injurious to property or improvements in the neighbor-
hood, in that all applicable regulations will be met.
d) The use will not be contrary to the specific intent clauses
or performance standards established for the District in which it is to be
located in that the sign location is consistent with provisions of the Zoning
Ordinance.
e) The approval of the use permit will be consistent with the
policies set forth within the Dublin General Plan.
f) All provisions of Section 8-95.0 Site Development Review, of
the Zoning Ordinance, are complied with.

NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
does hereby conditionally approve PA 87.013.1 and .2 as generally depicted by
materials from the March 2, 1987, Planning Commission Staff Report, labeled
Exhibit B, on file with the Dublin Planning Department subject to the following
Conditions:
CONDITIONS OF APPROVAL:
Unless stated otherwise, all Conditions of Approval shall be complied with
prior to issuance of a building permit or establishment of proposed land use
activity and shall be sub;ect to Planning Department review and approval.
1. The sign cabinet for the subject permanent Special Easement - Master Office
Identification Sign shall generally conform to the following design
criteria:
a) Maximum sign area - as generally depicted on the Sign Elevation
Plans submitted with the application and dated received January 30,
1987, with a maximum area of 35 square feet.
b) Maximum sign cabinet height - 5 feet
c) Maximum sign cabinet width - 8 feet
d) Copy size - 3 1/2 to 6 inch letters
e) Sign location - as generally shown on the Revised Site Plan dated
received February 24, 1987, (observing a minimum setback of 10 feet
from the "nose" of the subject landscape planters).
2. Building permits for this structure shall be secured and construction
commenced within two months after approval of this permit or said approval
shall be void.
3. The use and manner of lighting, either internal or external, of the new
Freestanding Sign shall be subject to review and approval by the Planning
Director prior to installation.
4. The material used for any proposed base for the new Freestanding Sign shall
be of a high architectural quality, exposed aggregate or equivalent so as
to compliment the design of the principle structure.
5. A revised landscape and irrigation plan shall be submitted for review and
approval by the Planning Director upon the request for building permits for
the subject Freestanding Sign. The plans shall reflect adjustments to
landscaping and irrigation within the subject landscape planter which will
be necessitated by the construction of the sign. Landscaping and irriga-
tion changes shall occur within two weeks of the installation of the sign.
6. This permit shall be revocable for cause in accordance with Section 9-90.3
of the Dublin Zoning Ordinance.
PASSED, APPROVED AND ADOPTED this 2nd day of March, 1987.

Gentlemen:
Please see attached Site Plan showing the proposed location for the
"Main Entrance" sign for the Automation Electronics Corp. Phase 2
project. We have checked this out in the field and the location as
shown on this drawing is the location desired. Although it appears
to be covered with shrubs (on the drawing), in the field it is an
open area that appears to be visible from Dublin Blvd. and will
require only minimal landscape trimming as the plants continue to
grow.
