Direct Staff to investigate two new sites for proposed
Farmers' Market
FINANCIAL STATEMENT: None
DESCRIPTION: At the March 17, 1998 City Council meeting, Staff was directed to explore the
possibility of using two locations in Dublin for a proposed farmers' market. The sites selected by the
Council were the parking lot on the south side of the Toys R Us/Montgomery Ward building and a section
of the parking lot between Montgomery Ward and Target. Both locations are part of the Dublin Place
Shopping Center that is governed by Conditions, Covenants and Restrictions by each of the land owners
ofthe Shopping Center and major tenants.
Unfortunately, the parking lot owned by Montgomery Ward that faces Dublin Boulevard was denied by
Montgomery Ward due in part to the Chapter 11 status of the company. Corporate policy at Target
discourages the use of farmers' markets in parking lots of shopping centers that have Target as one of the
anchor stores. Therefore, they denied the use on the parking area adjacent to the Dublin store. Letters
from both Montgomery Ward and Target outlining the reasoning behind the denial of sites selected by the
City Council for the proposed farmers' market are attached as Exhibits 1 & 2.
Staff recommends that the City Council direct Staff to explore two new sites as possible locations for the
farmers' market and bring back to the Council a workable location for the proposed farmers' market.
Attached is the map indicating other recommended sites by the Downtown Study Task Force (Exhibit 3).
Since the March 17th presentation, the event locations identified by the Downtown Study Task Force
have been analyzed by Staff, with only Sites 1, 4 and 7 being potentially viable sites for the farmers'
market.

As we discussed, Target cannot approve the Farmers' Market at the location imliCAted on the drawin~
submittc:d by the City. Although Target supports artd is understanding oftbe City's efforts to draw
customers to the center, Target will not support the proposal for the following reasons:
. Activities like the Fanners' Market are generally incompatible with the operations of a first elass retail
store like Target. please be aware that this is Target' li genetal policy for Elll of its locs.tioDS.
. The location chosen for the Fanners' Market is contiguous and adjacent to Target's major parking
radius. We are concerned that Farmers' Market customers would park in the Target parking lot. We
need to ensure that we do not compromise necessary parking ratios and that our customers have
uninterrupted and convenient aeeess to the store at all times. We foresee potential traffic congestion
issues related LO the FlIIDler's Market operations on the days and times the Market will be in the
common area;
. Potential liability issues could arise with the Farmers' Market located so close to Target's parking
fields.

Again, Target is supportive oithe City's. efforts to draw customers to the center, however Target's first
loyalty is to its customers. In this case Target must preserve its propertY interests in Ofder to assure that its
customers have unimpeded access to the stOTt.
