Receive Staff Report. Review Budget Issues Worksheet and provide Staff with direction on each of the issues identified in the Worksheet. Establish Budget Hearing Date to consider 1998-99 Annual Budget. 3. FINANCIAL STATEMENT: See attached. DESCRIPTION: The City's Annual Budget Study Session provides the City Council with an opportunity to identify those programs, services, and projects the Council would like Staff to analyze as part of the development of the City's Annual Operating Budget and Five Year Capital Improvement Program for the upcoming year. The Budget Study Session also serves as a means of providing the Council with early information regarding those items that may have a significant impact (positive or negative) on the City's expenditures and revenues in 1998-99. The Study Session is also designed to minimize last minute budget issues for which there would be insufficient time to evaluate. Attached to this agenda statement are a) "1998-99 Budget Issues Worksheet" (blue) which provides a framework for the Council to address those budget issues anticipated in Fiscal Year 1998-99; b) an analysis of anticipated 1998-99 impact on the City's General Fund; c) background financial information on the City; and d) a summary of the 1996-2001 eIP. The Study Session will be most productive if individual Councilmembers review the Fiscal Year 1997-98 Budget and 1996-2001 Capital Improvement Program documents prior to completing the Budget Issues Worksheet and bring the completed Budget Issues Worksheet to the Council meeting for purposes of discussion. ------------------------------------------------------------------- COPIES TO: 6.2 ITEM NO. ANALYSIS OF ESTIMATED FUTURE IMPACTS ON THE GENERAL FUND (prepared March 11~ 1998) Staffhas analyzed. potential major items which can affect General Fund Revenues and Expenditures beeinninr; in Fiscal Year 1998/99 and beyond. The information in some cases is extremely preliminary and based upon -limited information available at this time. REVENUES ., , L Sales Tax: Sales Tax represents nearly 38% of the City's General Budgeted Revenue in Fiscal Year 1997/98. In general the iniprovementofthe regional economy bas increased the 'opportunity for growth of this revenue.. The increase' in the eonsumer Price index for this region as;ofDecember 31, 1997 represented an increase of 4.1 % more than one year earlier. In Fiscal Year 1998/99 there is ,.. also the possibility for retail sales in .the new eastern Dublin Hacienda erossings Retail/Theater Project. The preparation of a projection is still somewhat cautious given the large portion of the Sales Tax Base attributable to Vehicle . related sales and leases. (This category represented approximately 23.5% of the 1996/97 retail sales tax revenue.) The relocation of the Alameda County Auto ' Auction to Livermore in 1998-99WillaIso impact the City~s- sales tax revenue. 2. Property Tax: In Fiscal Year 1997/98 the City .experienced an increase of approximately 4.6% in the total1axahle assessed value. Approximately 38% of the total net increase was attributable to the addition of new projects not previously on the tax rolls: K&B ealifornia Highlands subdivision in western Dublin (25%) K&B ereekside Project in Eastern Dublin (13%). The eity has not received any preliminaIy data from the Assessor regarding anticipated changes in values. It is probable that under Proposition 13 a full 2% change in Assessed value will be levied on most properties. In addition the Assessor has indicated that they will be revieWing records to possibly restore values previously reduced, based upon current market conditions. January 1st instead of March 1st is the current Property Tax lien date. This means that any construction or property transfers occurring after this date will not be included on the regular tax roll until Fiscal Year 1999/2000. Limited transactions are believed to have occurred in Eastern Dublin prior to January 1, 1998 including: Auto Nation site purchase, Purchase of a portion of the land included in the Hacienda Crossings Retail Center, Opus Creekside / Industrial Phase 1 - Including partial construction. In addition there will be increased values for new home sales transactions which occurred between January 1, 1997 and December 31, 1997 including K&B Highlands, K&B Creekside, and Warmington - Hansen Hill. A minimum of$135,000 is expected from both the Prop. 13 adjustment of2 % and land sales on the Alameda eounty property . It is likely that this will be higher after factoring in other property transfers. EXHIBIT B REVENUES AMOUNT 3. Potential For Growth In Transient Occupancy Tax Estimated The City currently has two hotel projects which have land use approvals and have $70,000 - submitted plans for Building Permit plan checking. Provided that they proceed $100,000 with CO~on during the upcoming COnstruction season it is anticipated that they would be available by the third quarter of Fiscal Year 1998/99. It is undetermined as to whether other similar projects in the region will impact the occupancY' at current establishments as. well as create a decline in expected - occupancy rates. 4. Eastern Dublin Specific Plan Implementation Fee Unknown The ,City has already imposed a fees to recover the cost of developing and implementing the Eastern Dublin Specific Plan. The amount collected will depend on the number and type of applications received in the upcoming year. 5 SB 2001 proposes to repeal the State~s Vehicle License fee immediately. OPERATING EXPENDITURES ' . e Identified below is a pre1imimny list of new expenditures which are anticipated by the Operating Departments. The expenditures do not include inflationary increases for the purchase of materials, supplies, and equipment. Also excluded from this table is any estimate of increased cost of wages and benefits for current eity employees, or other contract service providers. In the 1998 Goals & Objectives there may also be identified objectives which will require additional funding. 3. 1. COST ITEM Liability Insurance Coverage Increase: Preliminary data used by ABAG PLAN Corporation indicates that the City will receive a premium decrease In Fiscal Year 1998/99. lbis is due to several factors including: continued positive claims history and stabilization of the premium component associated with agency payroll. The premium allocation formula is based heavily on payroll, and in the future, as the eity adds positions, there may eventually be an increase in insurance premiums. Police Dispatch Costs: Previously the Sheriff revised the methodology for distributing dispatch costs ,among users of the system. The modifications increased the eity of Dublin share, and the Sheriff agreed to phase in the implementation of the increase beginning in Fiscal Year 1994/95. Costs were scheduled to increase by 20% per year between FY 1994/95 and FY 1998/99. Fire Equipment & Building System Reserves: It is prudent to allocate funds on an on-going 'basis to finance the replacement of IrnYor systems and vehicles. The eity is now responsible for the purchase and replacement of major elements of Fire Department Equipment. In addition the eity has evaluated life cycles and costs associated with major Building components such as Heating and Air Conditioning equipment. A range of costs could be possible depending upon the items to be included in the replacement fund and how contributions are financed. If only Fire Equipment is included the range of annual costs would be $112,000 - $246,000. The additional of B,uilding components would add an additional $107,000 to $169,000. 2. CAPITAL EXPENDITURES Although the City will be adopting a new Five Year Capital Improvement Program, in the adopted 1996 - 2001 Five Year eapital Improvement Program., there were several needed projects, which were identified as unfunded. A summary by major program area follows: CIP PROGRAM AREA eommunity Improvements Parks Streets AMOUNT WITHOUT IDENTIFIED FUNDING $ 95,000 685,865 23,410,097 $ 24,190,962 TOTAL Potential Changes To Capital Project Funds Required , .- CTV Equipment Needs Replacement: CTV Representatives have previously indicated the need for a request of capital funds to complete equipment replacement. Much of the existing equipment is at least 10 years old. Preliminary estimates in Fiscal Year 1996/97 indicated that each City's share would be approximately $20,000 if shared equally. eTV may also look at opportunities to fund the replacements over multiple years. Valley Community Gymnasium: The first contribution towards the Valley Community Gymnasium being constructed by the Dublin Unified School District, will be made in Fiscal Year 1998-99. The amount of the payment is expected to be approximately $264,809. San Ramon Road Slide Repair: As a result of the February 1998 storms, slide repair work will need to be performed on San Ramon Road.
