Reauthorization of Measure B Projects

Authorize a letter to be sent to the Alameda County Transportation
Authority (ACTA) supporting the Alameda County Congestion
Management Agency (CMA) project list and requesting the
inclusion of the Dublin Boulevard Widening Project (Sierra Court to
the Southern Pacific Right-Of-Way and Dougherty Road south of
Dublin Blvd. to 1-580) for the Reauthorization of Measure B
Funding Program.
RECOMMENDATION:
FINANCIAL STATEMENT:
If this project is included in the Reauthorization of Measure B
Program, the City of Dublin will benefit financially and Dublin's
Traffic Impact Fee for development could be reduced.

DESCRIPTION: . The Alameda County Transportation Authority (ACTA) recently
requested that each jurisdiction in Alameda County submit a list of projects to be included in the
Reauthorization of Measure B Funding. The following list was compiled by the CMA staff and T AC
(Technical Advisory Committee) for the Tri-Valley area. This list is being forwarded to the CMA BO'Ll
for review and then on to ACTA:
1) HOV Lanes, between 1-680 and N. Livermore Avenue (would use existing lanes from 1-680 to
Dougherty Road and add one lane in each direction east of Dougherty Road.)
2) Route 84 Expressway, from 1-580 to 1-680
3) West Dublin BART Station
4) Additional HOV Lane on 1-680 from 1-580 to Highway 237
5) Three (3) Park-and-Ride facilities within the City of Dublin (to be located in the vicinity of
Hacienda Drive, Tassajara Road and Fallon Road.)

6) Iron Horse Trail Bike Path and Mass Transit from the East Dublin BART Station to Dougherty
Road.

9) Altamont Express Commuter Rail - Upgrade Stations in Pleasanton and Livermore.
Staff concurs with this list; but believes that the following local project with regional impacts should be
included: the Dublin Boulevard Widening project, between Sierra Court and the Southern Pacific Right-
Of-Way, together with the widening of Dougherty Road between Dublin Blvd. and 1-580.
Dublin Boulevard is a main arterial which helps alleviate traffic on 1-580 since it parallels the freeway. In
addition, Dougherty Road will sustain a drastic increase in traffic from private developments in Contra
Costa County because it is a direct route to 1-580 and to the East Dublin BART Station.
Staff is recommending that City Council authorize a letter to be sent to ACTA supporting the CMA T AC
list and to request the addition of the Dublin Boulevard Widening project for the Reauthorization of the
Measure B Funding Program.

SUBJECT: Measure B Reauthorization
Dear Mr. Harris:
At the City Council meeting of February 18, 1997, the Council discussed your request for
projects to be included in the proposed reauthorization of the Measure B 1/2 Cent Sales Tax
Program.
The City Council concurs with and supports the project list being sent to you by the Alameda
. County Congestion Management Agency for the Tri-Valley Area. However, the Council is
recommending that you add a project in Dublin which has regional impacts.
This project is the widening of Dublin Boulevard to six lanes between Sierra Court and the
Southern Pacific Railroad Right-of-Way and the widening of Dougherty Road between Dublin
Boulevard and 1-580. Dublin Boulevard is parallel to 1-580 and serves as relief to the freeway.
In addition, the Dublin Boulevard/Dougherty Road intersection will be greatly impacted by new
traffic from the north in Contra Costa County heading for 1-580 and the new East Dublin BART
Station.
