Introduction of New Employees

Community Development Director Jeri Ram introduced John Lucero as the new Housing
Specialist in the Community Development Department.
The City Council welcomed Mr. Lucero to the Dublin City Staff.

City Council Organization/Committee Appointments/ Assignments

City Clerk Fawn Holman presented the Staff report and advised that each member of the
City Council represents the City of Dublin on various local and regional
Boards/ Committees/ Commissions. The Council reviewed and discussed the list.
On motion of Vm. Hildenbrand, seconded by Cm. Scholz and by unanimous vote, the
Council confirmed the Mayor's appointments and assignments and directed Staff to
notify affected agencies.

Appointments to Ad Hoc Dublin Pride Week Committee

Administrative Analyst Roger Bradley presented the Staff Report and advised that the
City Council would designate two members of the Council to the Ad Hoc Dublin Pride
Week Committee for a limited term of December 2006 through December 2007.
Mayor Lockhart recommended the appointment of Vm. Hildenbrand and Cm. Sbranti.

On motion of Mayor Lockhart, seconded by Cm. Oravetz and by unanimous vote, the
Council designated Vm. Hildenbrand and Cm. Sbranti to the Ad Hoc Dublin Pride Week
Committee for the limited term of December 2006 through December 2007.

Appointments to Ad Hoc Citizens/Organization of the Year Committee

City Clerk Fawn Holman presented the Staff Report and advised that the City Council
would confirm the Mayor's appointment of herself and Vm. Hildenbrand to the Ad Hoc
Citizens/ Organization of the Year Committee, which facilitated the impartial judging of
nominees, for the limited timeframe of December 2006 - March 2007.
On motion of Cm. Sbranti, seconded by Cm. Oravetz and by unanimous vote, the
Council confirmed the appointment of Mayor Lockhart and Vm. Hildenbrand to the Ad
Hoc Citizens/Organization of the Year Committee for the limited term of December
2006 - March 2007.

Mayor's Appointments to City Commissions/Committee

Mayor Lockhart advised that, following Dublin's general municipal elections in
November of even-numbered years, terms expire on each of the City's
commissions/ committee. In response to 2 openings on the Planning Commission, 1 7
applications were received by the deadline. Seven applications were received in
response to 3 openings on the Parks & Community Services Commission; six applications
were received in response to 4 openings on the Heritage & Cultural Arts Commission;
and no applications were received for the Senior Center Advisory Committee. New
members will be sworn into office in January. The application period for the Senior
Advisory Committee has been extended to January 4, 2007.
The Council discussed the number of qualified applicants and agreed that the Leadership
Academy was producing an excellent base of volunteers. The City would be working in
the next year to find more opportunities for these potential volunteers, as they had
much knowledge and enthusiasm which needed to be channeled toward community
activities.

On motion of Cm. Sbranti, seconded by Cm. Oravetz and by unanimous vote, the
Council confirmed the Mayor's appointments to the Commissions as follows: Planning
Commission - Morgan King and Greg Tomlinson; Parks & Community Services
Commission - Alan Elias, Richard Guarienti and Angela Muetterties; and Heritage &
Cultural Arts Commission - Connie Mack, Georgean V onheeder- Leopold, Anita Carr
and Eric Swalwell.
Morgan King thanked the Council for his re-appointment to the Planning Commission.
He looked forward to serving a second term.
Greg Tomlinson thanked the Council for his appointment to the Planning Commission.
He looked forward to the opportunity to serve the community.
Alan Elias thanked the Council for his appointment to the Parks & Community Services
Commission; he looked forward to being involved in offering excellent recreational
programs to the community.
Eric Swalwell thanked the Council for his appointment to the Heritage & Cultural Arts
Commission. He looked forward to being involved on the Commission as Dublin
expanded to the east.
Mayor Lockhart thanked all of the Commissioners for their willingness to serve their
community.

Public Comments

Dr. Stephen Hanke, Superintendent of Dublin Unified School District, congratulated
Mayor Lockhart and Councilmembers Sbranti and Scholz on their recent election. He
congratulated the Council and Staff for the recent Tree Lighting Ceremony, which was a
great opportunity for the School District to be involved with the City at an event that was
very successful and well attended. The School District enjoyed being a part of it. He
thanked Mayor Lockhart for being part of the School District's swearing in ceremony for
newly elected Boardmembers. They were looking forward to working with the City on a
number of projects, including Dublin Pride and Dublin Partners in Education. The
School District shared the City's commitment to making this an excellent community.

UNFINISHED BUSINESS
Authorization to Bid the New Shannon Community Center

Parks & Facilities Development Manager Herma Lichtenstein presented the Staff Report
and advised that City Staff was requesting authorization to bid the new Shannon
Community Center. In addition, Staff requested direction for potential add alternates to
the bid project.

The Council and Staff discussed potential grant opportunities through Waste
Management. There would be a potential $15,000 with the bay-friendly design. There
would be a potential for a $60,000 grant with the LEED Silver Certification.
The Council and Staff discussed the three bid alternatives for the park restroom building,
emergency generator hookup and the LEED certification processing. Staff advised that,
in order to retain the project near the current budget, these discreet elements were
identified as additive and could be removed from the project's base budget. As these
items were stand-alone and not integral to the building's design and function. The
bidders would cost these three items individually, and the Council would have an
opportunity when the bids were received to decide whether or not they would fund
those projects with the initial project.
On motion of Cm. Oravetz, seconded by Cm. Scholz and by unanimous vote, the City
Council directed Staff to include these three bid alternatives and authorized Staff to bid
the new Shannon Community Center.

NEW BUSINESS
Informational Report on the Regional Housing Needs
Allocation Methodology for the 2007-2014 Housing Element Cycle RHNA

Associate Planner Marnie Nuccio presented the Staff Report and explained the Regional
Housing Needs Allocation (RHNA) methodology for the 2007-2014 Housing Element
cycle as proposed by the Association of Bay Area Governments (ABAG) in consultation
with the Housing Methodology Committee.
The Council and Staff discussed the State certification process for the Housing Element.
In order to get the Housing Element certified by the State HCD, the Housing Element
must show that any constraints, such as housing caps, would be removed in order to
allow the appropriate number of housing units to be built. If that could not be done in
the Housing Element, it could not be certified by the State, and the City would not be
eligible for any grant funding. If the Housing Element was not certified, the City's
residents could sue the City. The Housing Element needed to show that the land was

zoned for the affordable units and there was a plan in place, but it was up to the
Developers to build the houses.
The Council agreed that Dublin should be proud that its jobs/housing balance was still
at almost 1:1, which had been a long-term goal, and concurred that Dublin would
continue to do its share to provide housing to all income levels.
On motion of Vm. Hildenbrand, seconded by Cm. Sbranti and by unanimous vote, the
City Council accepted the 2007-2014 RHNA methodology for the allocation of total
housing units and allocation of units by income level.

Determine Date/Time of AB 1234 Ethics Training for Newly Elected/ Appointed
Officials and Determine Date/Time of Councilmember Disaster Preparedness Training

City Clerk Fawn Holman presented the Staff Report and advised that the City Council
would determine the date/time of both the AB1234 Ethics Training Session, as well as
Councilmember Disaster Preparedness Training.
The City Council confirmed the date of Monday, February 12, 2007, from 5:30 p.m. -
7:30 p.m. for mandatory Ethics Training; and confirmed the date of March 20, 2007, at
5:00 p.m. for Councilmember Disaster Preparedness Training.

Sponsorship of East Bay Business Times Growth Cities Event - January 2007

Economic Development Director Chris Foss presented the Staff Report and advised that
the City Council will consider sponsorship of the East Bay Business Times Growth Cities
event on January 31, 2007.
Mike Consol, publisher of the East Bay Business Times, advised that this event would be
an excellent opportunity to introduce people to Dublin and the investment opportunities
available.

On motion of Cm. Sbranti, seconded by Cm. Oravetz and by unanimous vote, the City
Council approved the City's sponsorship of the East Bay Business Times Growth Cities
event on January 31, 2007.

8:04 p.m.
City Manager Richard Ambrose advised that the City Council had received an invitation
from the Alameda County Library to participate in a strategic planning workshop for the
Library on February 14,2007. Additional material would be provided to the Council.
City Manager Ambrose advised that the 25th Anniversary Calendar had gone out to the
public. Staff did an excellent job on the calendar, which was a primary project for one
of the summer interns.
City Manager Ambrose reminded the Council that its Strategic Planning Workshop was
scheduled to be January 12th at 1 :00 p.m., and asked if the Council would rather start
with a working lunch at 12 noon.
The Council discussed the proposal and agreed to begin at 1 :00 p.m., with no lunch.
Cm. Scholz congratulated Staff on a job well-done on the 25th Annual Calendar, and also
thanked Staff and the City Manager for their assistance in getting oriented as she began
her first term as Councilmember.
Cm. Oravetz indicated that he had attended a Livermore-Amador Valley Transit
Association (LAVTA) meeting and advised that LAVTA would be reviewing the Joint
Powers Authority document, which had been in effect for 20 years. Each of the
jurisdictions would have a chance to review and comment on the document.
Cm. Sbranti advised that he had attended the Chamber Holiday Mixer. He had also been
working with Parks & Community Services Staff and the Youth Advisory Committee to
get the School news paper on the DubTown Teens website. It would be a great resource
for Middle and High School students. He was also on the Dublin/School District Joint
Facility Use Taskforce, which was working on updating the Joint Facility Use Agreement.

Vm. Hildenbrand advised that the Dublin Pride Week Committee had its kick-off
meeting and was planning an exciting 2007 Dublin Pride Week. She attended the Tree
Lighting Ceremony, which was very successful, and suggested that it was time to find a
bigger location.
Mayor Lockhart advised that she had attended the Tree Lighting Ceremony, which was
very nice and very well-attended, and agreed that it was too large for the current
location. She thanked Staff and the Youth Advisory Committee for all of their hard
work, and thanked the businesses that donated items to the event.
The Council wished everyone the happiest of holidays.
