FINANCIAL STATEMENT:
No immediate financial impacts. Later impacts are possible.
DESCRIPTION:
, The City of Pleasanton is proposing a Specific Plan Amendment (SPA 95-01) to modify the current land
.uses and location of land uses on the remaining undeveloped 128 acres of the Stoneridge Drive Specific
Plan (Staples Ranch). The modified development would have approximately 40 acres of commercial
uses, 45 acres of residential uses (231 single family homes and 80 townhomes), and a 33 acres community
sports park.
On February 12, 1997, the Pleasanton Planning Commission at a public hearing recommended that the
City Council certify the Supplemental EIR as adequate and complete, and that the City Council adopt the
amended Stoneridge Drive Specific Plan. Dublin Staff had sent a letter (Exhibit A) to the Chairperson of
the Pleasanton Planning Commission (along with a copy of prior correspondence commenting on the
project) stating that the developer should not only participate in and pay for their short-term traffic
impacts, but should also participate in and pay for their long-term cumulative Year 2010 impacts on the
road system and the I-5801E1 Charro Interchange. Pleasanton staff responded to the Dublin letter by
stating that "Dublin wants this project to pay for the EI Charro interchange expenses up to the year 2010.
Staff does not agree that Pleasanton should pay more than its fair share to accommodate Dublin's
expansion plan" (per Pleasanton minutes of the hearing).
In conversations with Keri Watt of the City of Pleasant on on February 13, and February 25, 1997, Dublin
Staff has learned that the City Council has directed that there be a workshop on the Specific Plan
Amendment before any City Council hearings. It is anticipated that the workshop will be held in early
April and that public hearings before the City Council will be held in late April or early May. It is

important that Dublin's concerns on road improvements be heard at that workshop and the public
hearing(s).
Staff recommends that the City Council direct the Mayor to sign the attached letter (Exhibit B) to the
Pleasanton City Council on behalf of the Dublin City Council stating the City's intent to send
representatives to the April workshop and subsequent public hearings to ensure that its concerns about
road improvements to the 1-5801E1 Charro interchange are addressed through appropriate conditions of
approval.

The City of Dublin appreciates the opportunity to review and comment on the abovereferenced
project. The' City had previously submitted comments on this project to your staff in a letter
. e dated June 7, 1996 (see attached).
We would like to restate that this developer should not only participate in and pay for their short-
term traffic impact, but should also participate in and pay for their long-term cumulative Year
2010 impacts on the road system and the 1-580/~1 Charro interchange. Therefore, the City of
Dublin is requesting that the Pleasanton Planning Commission include a condition on the
Staples Ranch project to this effect.

SUBJECT: Supplemental Draft Environmental Impact Report for
Stoneridge Drive Specific Plan Amendment - Staples Ranch
Dear Ms. Watt:
Thank you for giving the City of Dublin the opportunity to review and comment on your
Supplemental Draft EIR for the subje'ct project. We would like to submit the following
comments:
1)
In the adopted Stoneridge Drive Specific Plan, the Plan calls for a car/truck separated ·
intersection at Stoneridge Drive, EI Charro Road and Las Positas Blvd. extension (Jack
London Blvd_ extension) featuring truck tunnels under the intersection to separate truck
traffic from other vehicles_ Under this plan, EI Charro Road between the interchange and
the intersection with Stoneridge Drive would be widened enough to accommodate eight
lanes. The original purpose of the truck tunnels was for safety. Please explain what
safety features this recommendation for a new 8-lane road has for truck traffic.
2)
The report states, "Other improvements to increase capacity, including new ramp
connections at 1-580 with separate auto/truck lanes, have been proposed." Please show
a detail of the 1-580 ramps with the separate auto/truck lanes, and state when this
improvement will be constructed and who is to be responsible for the cost.

Page 3 of your report states that the total truck trips on EI Charro Road, as a result of the
lawsuit by the City of Pleasanton, could reach up to 6,000 per day. Table 4.2-2 shows
the eastbound offramp right-turn lan~ will be extended all the way to Stoneridge Drive.
The traffic that will come from th~ 1-580 westbound offramp to southbound EI Charm
Road to make a right-turn to Stoneridge Drive will have a conflict with 1-580 eastbound
trucks. Tn solve this safety issue, the solution could be to install traffic signals at the .
eastbound offramp and EI Charro Road to disallow a right-turn on red. By doing this, the
traffic coming from the westbound offramp to southbound EI Charro Hoad will have a red
light at the 1-580 eastbound offramp when the trucks from the eastbound offramp are
making a right turn. Also, when southbound traffic on EI Charro Road at the 1-580
eastbound onramp has a green light, the truck traffic on eastbound 1-580 will have red,

and this will eliminate any conflict between trucks and other vehicles and increase the
safety in this area.

What is the distance of the segment on EI Charro Road be'tween the eastbound offramp
to Stoneridge Drive? Does this distance have enough storage capacity for short-term
and long-tenn 2010 or Buildout traffic? Also, will the eastbound offramp be in the same
location in the future as exists at this time?
5)
Your plan assumes 200 units in the Dublin area will be built prior to this project. The City
of Dublin has approved more than 200 units and also has other projects in process for
approval. .Please contact Dennis Carrington, Senior Planner with the City of Dublin, at
833-6610 for the City of Dublin's approved land use numbers. The new information
could change your short-term analysis.

Figure 4.2-2: The westbound offramp does not show any additional improvements and
shows only one lane that can be shared by through, right-turn and left turn movement.
This offramp needs to be widened to provide a separate westbound left-turn.
Figure 4.2-2: Your report and this figure shows that EI Charro Road north of 1-580 needs
to be widened to provide a left-turn to the westbound onramp. Please provide the
information for the amount of trips for EI Charro Road northbound left-turn to the
westbound onramp. Is the widening north of 1-580 adequate for left-turn movements?
Also, EI Charro Road north of the westbound offramp needs to be widened to align the
northbound through traffic south of the offramp with the lanes north of the offramp.

Page 4: It states, "Depending. on the timing and amount of development on the north
side of 1-580 relative to the future development on the south, the existing interchange
could have the capacity to accommodate a portion of the development being planned for
the lands to the north." As stated previously, the City of Dublin has planned development
north of Fallon Road in process for approval. Therefore, this study should include those
developments in Dublin, or a combined study could be done with the City of Dublin to
address the 2010, Buildout, and Interim development in both Dublin and Pleasanton and
calculate each jurisdiction's share of these interchange improvements for Interim, 2010
and Buildout scenarios. The EIR should state the responsibility of the developments
within your Plan.

Page 5: A list of projects is shown which the Stoneridge Drive Specific Plan is
responsible to fully fund. However, this list does not include the interchange
improvements in the interim, and installation of the traffic signals and widening, nor does
it include the widening of Stoneridge Drive to 4 lanes as recommended on Page 12.
The Plan also states, 'The completion of all ultimate improvements will be subject to the
collection of fees by the City of Pleasanton from remaining development in the Specific
Plan area." One of the ultimate improvements is the City of Pleasanton's share toward

the ultimate improvement of th; EI Charro Roadll-5BO interchange. Please state the cf/J
of Pleasanton's share. Any traffic study which has been done, or if the City of
Pleasanton plans to conduct a traffic study to calculate its share toward the 1-580/EI
Charro interchange, should be part of your EIR. ..>,.
10) Page 9: It states, "Each jurisdiction's responsibility for ultimate improvement of EI Charro
Road has not yet been determined and will require negotiation among the parties
involved." Who are the parties involved in improving EI Charro Road. The Cities of
Dublin and Pleasanton have a policy and understanding that each jurisdiction will be
responsible for improving the road system within their own jurisdiction. Also, the EIR
should state who will construct the road.
11) Page 12: The report states that a four-lane section of Stoneridge Drive will be necessary
in conjunction with the buildout of the entire Stoneridge Drive Specific Plan. It also
determines precisely when the 4-lane section will be triggered, assuming that the final
phase of the Standard Pacific development to the south, approximately 114 units, will not
yet be completed.
Does the Standard Pacific development have a condition that requires it to widen
Stone ridge to four lanes if this development occurs and passes the threshold of LOS
"O"? If this condition does not exist on this development, this study should assume that
the Standard Pacific development will be developed prior to this plan.
Stoneridge Drive has the same regional significance as Dublin Blvd. Stoneridge is
another east-west road parallel to 1-580 similar to Dublin Blvd. The City of Qublin has
planned to widen Dublin Blvd. to six lanes, as that road will cany regional traffic.
However, your report states that when Stoneridge Drive is extended to Livermore, then
further detailed study is needed to determine whether and when a six-lane section will be
necessary. The City of Pleasanton's General Plan states that Stoneridge Drive will be a
six-lane roadway to EI Charro Road. Please revise your EIR to state when the road will
become six'lanes and who will pay for it.

Page 14, under City of Dublin Development: Only 200 single-family units for e~s~ern
Dublin are assumed. As stated previously, the City of Dublin has more developments in
the approval process. Therefore, please contact our Senior Planner, Dennis Carrington,
regarding eastern Dublin development and include this new information as part of your
traffic model study.

Charro and the ADT for 1-580 west of Tassajara Road. Furthermore, show the volumes
on the 1-580 westbound on and offramp at Tassajara Road and 1-580 eastbound on and
offramp at Santa Rita Road.

Please also show 2010 and Suildout numbers for the same area being shown on Figure
4.2-4, including the above-mentioned ADT added locations.
Sy changing the land use, which reduces the trips, the travel distribution and other road
systems and freeway impacts .could be changed. Therefore, please show your existing
volume counts for 2010 and Suildout and your proposed land use changes volume
count.
15) The report. states that for 2010 land use, the Tri-Valley Model has been used. The City
of Dublin had some concerns that the Tri-Valley Model did not show adequate traffic on
Fallon Road from Contra Costa County development. It shows basically 0% of the
Cpntra Costa County development using that road. T JKM has since updated the Model.
Please state which model has been used for this study, the updated T JKM Model or the
old Tri-Valley model which is not as accurate.
The City of Dublin is willing to work with the City of Pleasanton regarding any additional traffic
studies to determine the 1-580 and interchange improvements and cost sharing. Also, the Tri-
Valley Transportation Council is in the, process of creating a Regional Traffic Impact Fee.
Please include a statement in the report that if the Regional T.I.F. is passed, the developers are
responsible for contributing toward that fee.

Dear Councilmembers:
The City of Dublin is concerned about the short-term and long-term traffic impacts of the
Stoneridge Drive Specific Plan (Staples Ranch) on the 1-580/EI Charro interchange.
Correspondence has been sent to the City of Pleasanton on this issue stating that the developer
should not only participate in and pay for their short-term traffic impacts, but should also
participate in and pay for their long-term cumulative Year 2010 impacts on the road system and
the I-580/EI Charro interchange. It was anticipated that conditions requiring such improvements
would have been included in the Draft Conditions of approval for this project. No such
conditions were included.
It is my understanding that a workshop will be held on the Specific Plan Amendment in .
April and that subsequent City Council public hearings will be held in late April or May. The .
City of Dublin will send representatives to the workshop and subsequent public hearings to
ensure that its concerns about road improvements to the 1-5801E1 Charro interchange will be
addressed through appropriate conditions of approval. It would be preferred that Staff
discussions occur in the near future to clarify our respective positions. A response to this letter is
requested at your earliest convenience.
