AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 4,1997 SUBJECT: Publication of Agenda Highlights Report Prepared by Kay Keele, City Clerk EXHIBITS ATTACHED: None RECOMMENDATIi$~ Consider and provide appropriate direction to Staff. If the Council wishes to pursue, Staff should be directed to include funding in the .1997-98 Budget. FINANCIAL STATEMENT: Additional annual publishing costs of approximately $3,000 - $15,000 (based on the last 5 year average of28 City Council meetings per year). No funding is available in the current year's Budget. DESCRIPTION: At the January 7, 1997 City Council meeting, during Oral Communications, Mr. Elliott Healy requested that the City Council direct Staff to publish agenda highlights in the newspaper on an ongoing basis, similar to those he had seen published by the City of Pleasanton. ~t should be pointed out that Pleasanton has different base publishing requirements by virtue of the fact that they have a newspaper of general circulation published AND circulated in their jurisdiction. Since the time of Dublin's incorporation in 1982, Dublin has not had a newspaper published within the City, therefore, the City has more flexibility in determining whether to publish or POST certain legal documents. Dublin does not have to advertise publishing requirements for bids on a regular basis as do both Pleasanton and Livermore. Dublin has historically published only notices and/or documents required by additional Government Code sections (i.e., anything related to fees, Zoning Code amendments, etc.), or when the City wished to supplement the publicity (i.e., recruiting for Commission/Committee openings, special events, etc.). Both the Valley Times and the Tri-Valley Herald have been contacted to obtain cost information to publish agenda highlights in the Sunday paper prior to each Dublin City Council meeting. Valley Times - Annual costs would be approximately $2.900 - $10.000 (assuming deadlines could be met) Cost to run in Main News Section A or B = $367 per run (Must be submitted by Thursday at 1 :00 p.m.) Cost to run in Legal Section near back of paper = $104 (Must be submitted by Wednesday at 2:00 p.m.) . ---------------------~-----------~------------~-~-----------~~--~~- COPIES TO: Elliott Healy 2 K /G/3-4-97/as-pubI.doc ITEM NO.--8A Tri-Valley Herald - Annual costs would be approximately $14.900 (assumin~ deadlines could be met) Cost to run in Main News or Valley Section = $532 per run (Must be submitted by Wednesday at 5:00 p.m., or camera ready by Friday morning) " .. - . Since Dublin's agendas are typically completed and distributed on Thursday evenings or Fridays prior to a Tuesday City Council meeting, the publication deadlines could be problematic, unless the City only identified a few of the major topics to be considered by the Council. The City currently utilizes several different means of providing the public with notification regarding City Council meetings. Staff routinely faxes a copy of each agenda as soon as it is finalized to CTV 30. CTV 30 is then able to run highlights over the weekend. Agendas are also posted in the Kiosk outside of the Civic Center (accessible to the public 24 hours per day), delivered to the Dublin Library for posting, and routed to the Shannon Community Center for posting. In addition, anyone from the public can come into the City Clerk's Office on Fridays, Mondays, or Tuesdays and pick up their own copy of the agenda at no charge. Staff also maintains an annual City Council agenda subscription list for a charge of $40 per year (prorated $10 per quarter). There are currently about 65 people on this subscription list. Agendas are generally mailed on Thursdays or Fridays prior to Tuesday Council meetings. In summary, agendas are distributed as follows: 1) Faxed to CTV 30 2) Posted in Kiosk at Civic Center 3) Posted at Dublin Library 4) Posted at Shannon Community Center 5) May be Picked up in City Clerk's Office 6) By Annual Subscription . Staff recommends that the City Council review the issues involved and provide appropriate direction to Staff. .
