COUNCIL/COMMISSION WORKSHOP
The City annually undertakes a goals setting process for all Departments of the City.
This year, the City Council has scheduled a one-half-day workshop with the City's Planning,
Parks & Community Services, and Heritage & Cultural Arts Commissions on Saturday,.
February 10, 2007, from 8:30 a.m. to 1:00 p.m. in the Civic Center Regional Meeting
Room. The purpose of this workshop is to provide Commission Members with an
opportunity to address the City Council, regarding those goals and objectives within their
respective areas of purview.
Although the Council is interested in having this dialogue with the Commissions regarding
goals and objectives, the City Council will not be collectively prioritizing or taking a position
on the various objectives which will be discussed. The City Council will take formal action
on the Goals & Objectives at its special meeting of March 28, 2007.
The Mayor will be conducting the meeting with assistance from the City Manager's Office.
The Mayor and Council will review the purpose of the City's Strategic Plan at 9:00 a.m. This
will be followed by a meeting with each commission.
Commission Members are assigned the following times to discuss their respective goals and
objectives:
9:15 a.m. Parks & Community Services Commission
10: 15 am. Heritage & Cultural Arts Commission
11: 15 am. Planning Commission
Each Commission will have approximately 50 minutes to discuss those objectives under
their purview. There will be a 10-minute period at the end of each discussion for members
of other Commissions or Committees and members of the public to make comments or ask
questions related to those objectives discussed by each Commission. Members of all the
City's Commissions are invited to attend the entire workshop, including the
continental breakfast and lunch.
This year, a binder for each Commission discussion has been prepared, which includes the
following documents:
1. Ten Year Strategic Plan - Preliminary 2007-2008 Update
This document includes the City Council's Mission, Vision, and Values. It also
includes six (6) Strategies that are supported by Strategic Goals & Objectives to
accomplish those strategies. Those objectives that fill! under the purview of each
Commission are color coded for each Commission discussion. For example, Strategic
Objective II.A.1, "Implement residential planned development and investigate
opportunities to create a new village in Eastern Dublin Transit Center," under
Strategic Goal1B is shaded green to denote an objective under the purview of the
Planning Commission.
2. Preliminary 2007-2008 Goals & Objectives Reviewed by Each Commission
Each Commission reviewed, prioritized and, in some cases, modified objectives
under their purview. A memo from Staff has been included, which underlines the
divergence between Staffs recommendations and the recommendations of each
commission. The objectives will ultimately be discussed by the City Council at the
City Council Meeting of March 28, 2007 as part of the City-wide Goals & Objectives
Program.
3. Adopted 2006-2007 Goals & Objectives Bi-Monthly Report as of 12/31/06 for Each
Commission
This document is a progress report on those 2006-2007 objectives under the purview
of each commission.
Participants are encouraged to review the attached material, especially the goals and
objectives related to their Commission responsibilities.
Each Commission discussion should initially focus on those objectives where the
Commission priority differs from City Staff and on any new objectives proposed by a
Commission.
Once again, all Commissioners are invited to begin the workshop with a continental
breakfast and stay for the entire workshop, including lunch, if their schedules permit.
The workshop should provide not only a great opportunity to discuss your issues with the
City Council, but to also learn more about our great community.

Parks & Community Services Commission Review of 2007 Goals & Objectives
The Parks & Community Services Commission reviewed the preliminary goals and objectives for 2007-
2008 at a special meeting on January 22, 2007. The Commission concurred with the recommendations
of staff with two exceptions.
The Commission concurred with the recommendation of the S~nior Center Advisory Committee that
objective #5 be modified as follows:
5. Expand operational hours, aH:d programs and marketing of activities at the Dublin Senior Center.
The Commission concurred with the recommendation of the Youth Advisory Committee that the
following obj ective be added:
. Expand sporting events for youth and teens.
Benefit/Need: Provides more active recreational choices which would help improve the health
of Dublin youth.
Additional Resources Required: Staff time, operating supplies
Time Required: 6 months
The Commission rated this objective a high priority and recommended that it be ranked #8.

Preliminary Goals & Objectives
At the January 11,2007 meeting of the Heritage and Cultural Arts Commission, the Commission
reviewed the priorities proposed by Staff with respect to the thirteen objectives contained in the
proposed Preliminary Goals & Objectives for 2007-2008. The Commission approved all the priorities
of High, Medium, or Low as recommended by Staff.
It should be noted, additionally, that no new objectives were added to the list, and the numerical
rankings of#l-13 remained the same.
