Thompson, Public Works Director ATTACHMENTS: Resolution RECOMMENDATION:/,~ A/~ Adopt resolution authorizing Staff to apply to California Energy ~ ~c," Commission for funding FINANCIAL STATEMENT: This grant would fund 70% of the cost of battery backup systems (BBS) based on a unit cost of $4,000. 70% of $4,000 = $2,660 per unit. Installation is proposed for eight critical intersections, for a total potential grant of $21,280. DESCRIPTION: The proposed Capital Improvement Program for Fiscal Year 2002-2003 includes a project which would provide battery backup systems (BBS) at critical intersections throughout the City. The intersections proposed are as follows: Dublin Blvd. / San Ramon Road San Ramon Road / Amador Valley Blvd. Dublin Blvd. / Regional Street Amador Valley / Village Parkway Dublin Blvd. / Village Parkway Dublin Blvd. / Dougherty Road Dublin Blvd. / Tassajara Road Hacienda Drive/.Hacienda Crossings As part of this proposed CIP project, the existing battery backup unit at the intersection of Dublin Blvd. / Hacienda Drive will be converted to full operation; however, this conversion is not eligible for the rebate. The total estimated construction cost for the project is $132,300. The grant will cover 70% of the material cost of the BBS only, to a maximum of $2,660 per intersection, thereby reducing the City's estimated cost by $21,280 to $111,020. This parameter assumes that all indications will be Light Emitting Diode (LED); the funds are reduced if some indications remain incandescent. The proposed project includes the cost of conversion of yellow indications and Pedestrian "walk" indications to LED, and provision of either standard full-LED signal heads or conversion to LED indications for Programmed Visibility (PV) heads that were not previously converted. The PG&E rebate programs did not fund yellow LED's or PV heads, although some PV heads have already been changed to standard red/green COPIES TO: ITEM NO. g:\agenmisc\bbs grant, LED heads through the maintenance budget. The grant funding will not cover units installed prior to 2001. Staff's intention is to provide fully functional operation at these intersections while on the BBS (rather than in flashing red mode) as drivers sometimes have difficulty determining who has the right-of-way when a large intersection is operating as a four-way stop. At most intersections, the batteries will provide at least two hours' service with the indications converted to LED. BBS have been added to the specifications for all new intersections being constructed under both Capital Improvement Projects and by developers. The intent of the project is to improve safety at large interSections during power outages. Staff recommends that the City Council adopt the resolution authorizing Staff to apply for grant funding. RESOLUTION NO. - 2002 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING APPLICATION TO CALIFORNIA ENERGY COMMISSION FOR GRANT FUNDING RELATED TO TRAFFIC SIGNAL BATTERY BACKUP SYSTEMS WHEREAS, pursuant to Public Resources Code Section 25403.8, the State Energy Resources Conservation and Development Commission (Energy Commission) is authorized to provide grants to city, county, or city and county governments for battery backup systems for traffic signals; and WHEREAS, in order to be eligible for funding, the battery backup systems must be used in conjunction with light emitting diode traffic signals; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin authorizes the City to apply for funding from the California Energy Commission for battery backup systems operating with light emitting diode traffic signals. BE IT FURTHER RESOLVED that if recommended for funding by the California Energy Commission, the City Council of the City of Dublin authorizes the City to accept a grant up to $21,280. BE IT FURTHER RESOLVED that the Public Works Director is hereby authorized and empowered to execute in the name of the City of Dublin all necessary documents to implement and carry out the purpose of this resolution and to undertake all actions necessary to undertake and complete the energy efficiency project.
