Dublin has, in turn, used ISTEA grants to help fund th,. Dougherty-Sierra Traffic Signal, Dublin Blvd. Widening-Phase I, Dougherty Road Widening projects and the Traffic Signal Coordination Update. DESCRIPTION: Six year ago, the Federal government approved a six-year transportation funding program known as the lntermodal Surface Transportation Efficiency Act (ISTEA). This program is due to expire on September 30, 1997. Dublin has been able to take advantage of several ISTEA grants to help ease the congestion in the dc-wntown area. This return to source ofthe Federal Gas Tax funds would allow Dublin to continue to make major transportation improvements, easing the strain on the City's General Fund. It is in the City of Dublin's best interests for the ISTEA program to be reauthorized. The Alameda County Congestion Management Agency (CMA), on which Dublin sits as a member, has passed a resolution in support of the ISTEA reauthorization. The CMA is suggesting that the individual cities adopt a similar resolution and write to their Congressional representatives urging them to support the principles of ISTEA. Box 2340 Dublin, CA 94760 ~~ Dear Mayor H9illton, At its meeting on April 24, 1997, the CMA board passed the attached resolution on the reauthorization of the federal transportation program know as ISTEA. ISTEA bas made major progress in moving decision-making closer to people affected by transportation spending with almost $500 million in flexible ISTEA funds allocated to 500 projects througbout the Bay Area. ISTEA has marked a shift from the end of the Interstate era to a new era emphasizing highway and rransit system preservation, increasing the efficiency of existing networks, and improved intermodal integration. The Alameda County CMA strongly supports continuation of the Federal role in transportation. I am requesting that your city support reauthorization of ISTEA by adopting a resolution similar to the attacbed CMA resolution and by writing to your congressmembers encouraging them to support the principles of ISThA-. J........ 30, 1997 and the 105th Congress must reauthorize federal surface transportation programs; and \VHEREi\S, ISTEA made major progress in moving decision making closer to people affected by transportation spending with almost $500 million in flexible ISTEA funds allocated to 500 projects throughout the Bay Area; and \VHEREAS, Alameda County jurisdictions have successfully used the increased flexibility of ISTEA to fund projects totaling $118 million; and \VHEREAS, ISTEA marked a shift from the end of the Interstate era to a new era emphasizing highway and transit system preservation, increasing the efficiency of existing netvvorks, and improved intermodal integration. e,:- NOW TIiEREFORE BE IT RESOLVED, that the Alameda County Congestion Management Agency's Board, consistent with its previous adoption of the California Consensus Policy Principles attached hereto, endorses the following focused principles to guide the reauthorization of ISTEA: · Support a continued federal role in transportation and oppose efforts to repeal or red uce the federal gas tax. · Support an increase in authorized spending of federal transportation revenue. · Support ISTEA's basic program structure such as the Surface Transportation Program, the Congestion Mitigation and Air Quality Improvement Program and the Transportation Enhancements Program and oppose block grants. · Maximize federal investment by dedicating transportation taxes for transportation purposes and encouraging greater private sector investment. · Fully fund implementation of the Americans with Disabilities Act with additional federal resources that protect existing transportation funds, including . transit capital and operating funds.., · Sustain federal funding for transit operations. ISTEA has worked very well over the past six years, and the City would encourage you to continue the Program. The City believes that these Federal Gas Tax dollars should be returned to the source of the tax to improve and maintain our State and local transportation systems.
