DESCRIPTION: One of the 1997 high priority goals adopted by the City Council was
to prepare an update to the 1993 Library Planning Task Force Report including site identification for a
new library/community activity center.

Background
In November 1991 the City Council approved the formation of a Library Planning Task Force and
charged the Task Force as follows: "To determine the long term library building needs for the City of
Dublin and prepare a report with recommendations for consideration by the City Council."
The Task Force consisted of seven voting members and three non-voting members from City Staff,
Dublin Library Staff and County Library Staff. Monthly meetings were held over a ten month period in
1992. The first five meetings were dedicated to information gathepng. Subjects covered included the
County Library Improvement Study, growth projections for the City~ a tour of the current facility, library
facilities standards, criteria for library site selection, library use patterns (particularly regarding distances
traveled by library patrons), operating cost comparisons of one large versus two smaller facilities, and
options for financing library construction and renovation.
In Aprl11993 the Task Force presented the City Council with its report which contained the following two
. recommendations regarding library facility needs:
. Take action as soon as possible to expand the current facility to its maximum capacity of
22,000 square feet.

- Explore availability of State and Federal grants for matching funds.
- Negotiate City-County building ownership agreement.
- Negotiate joint use agreement for parking spaces.

- Prepare a ballot measure to present to the Dublin voters to raise the funding necessary for
expansion/remodeling.
· When development occurs in Eastern Dublin and after population there exceeds 10,000:

- Take action to construct an additionaIlibrary facility in Eastern Dublin.
- Earmark potential site as soon as possible and include in Specific Plan for Eastern Dublin.
- Develop funding mechanism to raise local revenues from Eastern Dublin.
The Council accepted the report. No further action was taken.
Proposed Task Force
In order to accomplish the aforementioned goal, Staff recommends that a new Library Planning Task
Force be established. The goal of the Task Force would be similar to that of the original Task Force, "to
determine the long term library building needs for the City of Dublin". However, the new Task Force
would also be charged with identifying a specific site for a new library and with enumerating in detail the
:fiscal implications to the City and County of building and operating a new library.
As part of their charge, the Task Force would:

Review the data contained in the 1993 Task Force Report to determine if the assumptions are still
valid (i.e. growth projections, library facilities standards, library site selection criteria and library
use patterns).
Determine whether the recommendations contained in the 1993 Task Force Report are still valid
(i.e. expansion of the cmrent library and construction of an additionaIlibrary). .
Review and evaluate the costs associated with library construction and operation.
Identify funding sources for library construction and operation.
Determine the financial impacts to the City and the County.
Prepare recommendations regarding the disposition of the current library (if recommended for
replacement).
Prepare specific site recommendations for an additionaIlibrary.or replacement library.
Prepare a site plan for a new library facility.

Staff recommends that the Library Planning Task Force be open to all members of the community with
particular emphasis given to members of the Friends of the Dublin Library and the Dublin Library
Corporation. However, in an effort to seek balanced representation from all facets of the community,
Staff would recommend that interested coInD1unity member$ apply for the Task Force using the attached
. application. In order to solicit participation in the Task Force, Staff will place a display advertisement in
. the local newspaper and send notices of the Task Force openings to the following: 1) Dublin Unified
School District; 2) Dublin San Ramon Services District; 3) Dublin Chamber of Commerce; 4) Friends of
the Dublin Library; 5) Dublin Library Corporation; 6) members of the original Library Planning Task
Force; 7) service clubs; and 8) local non-profit groups. StaffwouldaIso recommend that a member of the
Parks and Community Services Commission also serve on the Task Force.

Bonnie Leonard, Recreation Supervisor, will provide primary staff support to the Task Force with
assistance from the City Manager when requested. The Task Force will work closely with staff from the
Dublin Library and the County Library.
In order to develop a detailed site plan for a new library and to thoroughly analyze the financial aspects of
library construction, operation and funding, consultant services will be necessary. Although funding was
not included for this purpose in the Fiscal Year 1997-98 Budget, Staff believes that adequate funds are
available in the Public Facilities Fund to cover the cost of consultant services. A request for proposals
for consultant services and the appropriate budget change forms will be brought before the City Council
prior to the first meeting of the Task Force.
It is recommended that the City Council approve the fonnation of the Library Planning Task Force and
direct Staff to advertise for openings.
