DESCRIPTION: The 2006-2011 Capital Improvement Program (CIP) includes a
project for the replacement of existing LA VT A standard bus shelters in the downtown area with artist
inspired bus shelters. To date, three shelters have been replaced based on the design of artist Dan Dykes
at the following locations: 1) north side of Dublin Boulevard at Village Parkway; 2) north side of Dublin
Boulevard at Golden Gate Drive; and 3) south side of Dublin Boulevard at Golden Gate Drive.
BACKGROUND: In Fiscal Year 2001-2002, one of the City Council's high priority
goals was to "Complete a Public Art/Bus Shelter Project in downtown Dublin". The project provided for
the replacement of three bus shelters over two years. The City Council appointed a seven member Art
Selection Committee and enlisted Art Consultant Lynne Baer to facilitate the selection process. A pool
of artists was invited to submit their qualifications for the bus shelter designs. The Art Selection
Committee reviewed the works of all of the responding artists and selected four artists to develop a
maquette of the bus shelter. The maquette designs were displayed at the Civic Center and public
comment was invited regarding the individual designs. The Committee met several times to vote on the
proposed maquette designs and after much deliberation, forwarded two bus shelter designs to the Heritage
and Cultural Arts Commission for consideration. In November of2002, based on a recommendation from

the Heritage and Cultural Arts Commission, the City Council approved the bus shelter design submitted
by artist Dan Dykes.
In February 2003 the Council approved an agreement with artist Dan Dykes to prepare the final design
and fabrication specifications for the public art bus shelters. The specifications were to be used to bid,
fabricate and install the initial three bus shelters and any future shelters funded for replacement. In July
2003 the Council approved a fabrication agreement with artist Dan Dykes and the first three shelters were
fabricated and installed in February 2004. Attachment 1 is a photograph of an installed public art bus
shelter in downtown Dublin.
PROJECT STATUS: One of the adopted 2006-2007 City Council goals is to "Implement
Phase II of the Downtown Pubic Art/Bus Shelter Project". This goal has been ranked by the City Council
as a medium priority. As a result, no funds have been allocated in the Fiscal Year 2006-2007 Budget for
the Bus Shelter CIP project. Future plans call for six additional bus shelters to be replaced in the
downtown area in subsequent years.
Since installation of the first three shelters, some Council members have expressed a lack of enthusiasm
with the existing design of the public art bus shelters on Dublin Boulevard. Consequently, the current
project in the 2006-2011 CIP suggests that a new artist or artists be selected to commission additional bus
shelters. In Fiscal Year 2007-2008, it is proposed that the artist selection process be undertaken and a
design(s) selected. In Fiscal Year 2008-2009, the shelters at Dublin Boulevard at Village Parkway and
Amador Valley Boulevard at Donohue Drive are recommended for replacement. The shelters at Dublin
Boulevard at Civic Plaza, Dublin Boulevard at Sierra Court and the shelters at Dublin Court north and
south are recommended for replacement after the Dublin Boulevard Improvement Project (Sierra Court to
Dublin Court) occurs which is outside the time frame of the CIP.
An option to replacing the bus shelters in the downtown with artist inspired bus shelters would be to
replace the bus shelters with the stainless steel bus shelter in the style of the shelter in front of Sybase at
Dublin Boulevard and Hacienda Drive, as recommended for other areas of the City in the Streetscape
Master Plan adopted by the City in June 2005. Attachment 2 is a photograph ofthe bus shelter at Sybase.
Lastly, the Council could opt to continue to utilize the existing design of the public art bus shelter as the
City has the plans and specifications with which to fabricate additional shelters.
RECOMMENDATION: In order to proceed with preparation of the 2007-2008 Update to the
2006-2011 CIP, Staff is requesting direction from the City Council on the following options related to the
Bus Shelter Capital Project:
1. Select a new artist or artists to commission additional bus shelters for the downtown;
2. Replace the balance of the downtown bus shelters (6) with the stainless steel bus shelter in the
style of the shelter in front of Sybase;
3. Replace the balance of the downtown bus shelters (6) with the existing design of the public art
bus shelter.
