CALL TO ORDER/ROLL CALL
A regular meeting of the City of Dublin Planning Commission was held on Tuesday, January
23,2007 in the Council Chambers located at 100 Civic Plaza. Chair Schaub called the meeting to
order at 7:15 p.m.
Present: Chair Schaub, Vice Chair Wehrenberg, Commissioners Biddle, King, and Tomlinson;
Jeri Ram, Community Development Director; Mary Jo Wilson, Planning Manager; and Rhonda
Franklin, Recording Secretary.
ADDITIONS OR REVISIONS TO THE AGENDA - NONE
MINUTES OF PREVIOUS MEETINGS
The January 9, 2007 minutes were approved as submitted.
ORAL COMMUNICATIONS
5.1 Discussion on 2007-2008 Goals & Objectives.
Chair Schaub asked for the Staff Report.
Ms. Jeri Ram, Community Development Director, discussed the specifics of the Goals &
Objectives process as outlined in the Staff Report. She explained that the 2007-2008 Preliminary
Goals & Objectives are the Community Development Department's (CDD's) implementing
strategies of the City's Ten Year Strategic Plan Preliminary 2007-2008 Update. She further
explained that input from the newly created Housing Committee was also included in CDD's
Preliminary 2007-2008 Goals & Objectives.
Ms. Ram discussed the status of the each goal and objective from the CDD Adopted 2006 - 2007
Goals & Objectives. Ms. Ram then reviewed the Preliminary 2007-2008 Goals & Objectives.
Ms. Ram asked if the Planning Commission would like to suggest additions to the Preliminary
Goals & Objectives. The Planning Commission discussed adding the following goals to the
Preliminary Goals & Objectives:
Vice Chair Wehrenberg expressed interest in implementing a clean air initiative to deal with
issues such as converting wood burning fireplaces to gas. Ms. Ram explained that such an
initiative would not fall under Planning, but should be placed under General Government. She
suggested that the request be expressed via correspondence to the City Council.
Cm. Tomlinson stated that the City should require recreational opportunities within easy
walking distance of residential developments. Cm. King stated that this concern also raises the
question of what makes a healthy neighborhood. He agreed that there should be recreational

opportunities along with commercial conveniences within a short walking distance of
residential neighborhoods.
Cm. Biddle stated that landscape plans that have been approved by the City should be required
to be maintained throughout the life of the project. Ms. Ram pointed out that Staff is being
proactive on this issue by requiring a longer landscape maintenance period in the conditions of
approval for projects.
Cm. Tomlinson stated that he would like the City to have more design control over the exterior
appearance of commercial and industrial buildings.
Chair Schaub stated that he would like the Planning Commission to be better versed in
sustainable architecture and building. Ms. Ram stated that she would ask the Building Official
to provide the Planning Commission with an informative presentation on Green Building.
After much discussion, the Planning Commission unanimously agreed on adding the following
three new goals and objectives to the Preliminary 2007-2008 Goals & Objectives:
#1 Develop ordinance or policy regarding play areas in walking distance of homes in new
subdivisions.
#2 Increase Zoning Code enforcement to ensure better maintenance and compliance of
conditions for commercial and industrial areas.
#3 Examine the Site Development Review Ordinance to determine if changes should be
made that will increase its effectiveness.
Ms. Ram asked the Planning Commission to vote on the Preliminary Goals & Objectives,
including the three new goals added by the Planning Commission. The Planning Commission
voted.
Cm. King stated that he would like to see a performing arts center in the City.

Cm. Biddle stated that he attended the Housing Committee meeting on January 18, 2007, and
gave a brief overview of the items discussed during the meeting.
Vice Chair Wehrenberg expressed concern about a store on Dublin Boulevard that has blacked-
out windows. Staff stated that they would look into the issue.
Ms. Wilson announced that the Planning Commission field trip to acquaint the Planning
Commission with Bay Area commercial developments in anticipation of an upcoming project
would be held on Monday, February 12,2007.
ADJOURNMENT - The meeting was adjourned at 9:07 p.m.
