FINANCIAL STATEMENT: No financial impacts.
DESCRIPTION:
On April 3, 2002, during a review of proposed goals and objectives for fiscal year 2002-2003, the City
Council approved a goal to study and increase the areas available for Public/Semi-Public Facilities. In
general, Public/Semi-Public Facilities are allowed in all zoning districts west of Dougherty Road with a
Conditional Use Permit. Areas east of Dougherty Road must be developed in accordance with Planned
Developments, as required by the Eastern Dublin Specific Plan.
Analysis:
The types of uses that are classified as Public/Semi-Public Facilities include schools, libraries, religious
institutions, utility buildings, BART, and similar uses. These uses are classified and described in the
General Plan and in the Eastern Dublin Specific Plan. There are important differences between the
designations of Public/Semi-Public Facilities in the General Plan and in the Eastern Dublin Specific Plan.

General Plan:
The Public/Semi-Public Facilities designation in the General Plan includes public buildings such as
schools, libraries, city office buildings, State, County and other public agency facilities, post offices, fire
stations, utilities, religious institutions, theaters, community centers, hospitals, and other similar uses.
Within the General Plan, school sites are not differentiated fi.om the other Public/Semi-Public Facilities.
Both uses are permitted on land with the Public/Semi-Public Facilities designation.
Eastern Dublin Specific Plan:
The Eastern Dublin Specific Plan differentiates between school sites and other Public/Semi-Public
Facilities sites. (See Eastern Dublin Specific Plan Land Use Element Attachments 4-6.)
Because school sites are distinct fi.om other Public/Semi-Public Facility uses, such as libraries, post
offices, meeting halls, religious institutions, and similar uses, the City is limited in the number of sites
where Public/Semi-Public Facilities could be located in the Eastern Dublin Specific Plan area, as
explained below.

As shown above, the Eastern Dublin Specific Plan reserves 7.8 acres in Dublin Ranch Area G for
Public/Semi-Public Facilities. This is the portion of land dedicated to Public/Semi-Public Facilities,
excluding Alameda County Government Center land. Alameda County Government Center land is the
location of the Alameda County Public Works Corporation Yard, the SPCA animal shelter, the CHP, the
Emergency Operations Center, the proposed Fire Station 17, and the proposed East County Government
Center and Juvenile Justice Facility.
Area F:
It should be noted that in Dublin Ranch Area F there is currently a designated school site of 55.3 acres.
The Dublin Unified School District has determined that rather than a high school they have need of a.
middle school that requires less acreage. The remaining acreage (25.2 acres) is designated as Public/Semi-
Public Facility School and would need a Specific Plan Amendment and possibly a General Plan
Amendment to be developed as either a different Public/Semi-Public Facility or other use.
Because extensive development is proposed for the Alameda County Government Center land and
because school sites are distinct uses in the Eastern DUblin Specific Plan area, the undeveloped land

. Existing Facilities:
For comparison, Staff researched the existing facilities in the Dublin primary planning area (roughly west
of Dougherty Road) and the land necessary to meet the needs of these types of uses currently. Staff
reviewed libraries, city office buildings, public agency facilities, Post offices, fire stations, utilities,
churches, theaters, community centers, and hospitals. The analysis of existing facilities is summarized
below.

church that is a temporary use within a shopping center.
Based on preliminary analysis by Staff of the difference between existing Public/Semi-Public Facilities in
the primary Planning Area and the available acreage for public/Semi-Public Facilities in the Eastern
Dublin Specific Plan area, the following preliminary conclusions can be made:
- There is 1% difference between the total acreage of Public/Semi-Public Facilities acreage west of
Dougherty and the area east of Dougherty.
- Excluding governmental uses of land in the primary planning area and in the Eastern Dublin
Specific Plan area, there are 51.3 acres of land with Public/Semi-Public non-governmental uses in
the primary planning area and there are 7.8 acres of land designated for Public/Semi-Public non-
governmental use in the Eastern Dublin Specific Plan area.
- Excluding government uses, the percentage ofnon-govermnental Public/Semi-Public Facilities
land as divided by the total acreage of the primary planning area and the total acreage of the
Eastern Dublin Specific Plan area is .89% for the primary planning area and .24% for the Eastern
Dublin Specific Plan. There is a .65 difference, which constitutes a 73% decrease in the amount of
land designated for non-governmental Public/Semi-Public Facilities as divided by the total land in
the City of Dublin.
If the City Council authorizes a General Plan Amendment Study, Staff would:
Review the requirements of City of Dublin residents for Public/Semi-Public Facilities by current
and expected population.
· Prepare Amendments to the General Plan and Eastern Dublin Specific Plan to clarify the types of
uses which are categorized as Community Facilities and Public/Semi-Public Facilities
· Analyze the proposal in relation to other City documents and make recommendations lot any
amendments that may be required
· Analyze per capita requirements of the City of Dublin residents in relation to non-governmental
Public/Semi-Public Facilities
· If additional acreage is found to be necessary for Public/Semi-Public Facilities, Staff would
recommend sites based on criteria to be developed
· Prepare an environmental document
CONCLUSION:
Based on a preliminary review by Staff, there is reason to study the adequacy of land available to non-
governmental Public/Semi-Public Facilities in the City of Dublin because of the large difference in the
amount of land currently used for non-governmental Public/Semi-Public Facilities and the land dedicated
for such use in the Eastern Dublin Specific Plan.
RECOMMENDATION:
Staff recommends that the City Council receive the staff presentation and public testimony; question staff
and the public and adopt a Resolution either authorizing or denying the General Plan and Eastern Dublin
Specific Plan Amendment Study request.

SPECIFIC PLAN AMENDMENT STUDY FOR PUBLIC/SEMI-PUBLIC FACILITIES IN
THE CITY OF DUBLIN
WHEREAS, the land available to Public/Semi-Public Facilities, such as churches, private
schools, meeting halls, and similar uses, has been identified as an important issue by the City Council;
and
WHEREAS, on April 3, 2002, City Council directed Staff to review the land available for
Public/Semi-Public Facility developments in the City of Dublin; and
WHEREAS, additional entitlements including zoning, site development review and other
associated permits would need to be processed before development could occur; and
WHEREAS, the initiation request is a City project and has been reviewed in accordance with the
provisions of the California Environmental Quality Act (CEQA) and 'was found to be Categorically
Exempt under Section 15306, Class 6 of the State CEQA Guidelines; and
WHEREAS, the staff report submitted one recommendation that the City Council approve the
initiation of a General Plan Amendment Study for the proposal; and
WHEREAS, the City Council did hear and consider all such reports, recommendations, and
testimony hereinabove set forth and supports the initiation of a General Plan Amendment Study.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does
hereby approve the initiation request for a General Plan Amendment Study for Public/Semi-Public
Facilities.
